If this tower is designed to hold another complete carrier = 9 to 12 panel antennas just like the ones that T- Mobile wants to replace. That is what my 2010 correspondence said, a color similar to the other equipment shelter at this site. He also said the plans would be revised to reduce the mounting height of the antennas to not more than 100', as well as to include a note that the shelter building will be painted. I will watch for revised plans, and once those issues have been addressed and documented, then we can issue the zoning permit. Thank you. The old equipment will eventually be removed but for a period of 6 months or so, there will be a redundancy of equipment at this site. With that being said, are you sure that a BP is not required? Sprint also confirmed to me yesterday that they agree to paint the shelter. They were wondering if you could make that a condition of the zoning and /or BP approval or if it has to be done prior to your review of our application(s). Please advise. We have received both a Zoning Permit application and a Building Permit application from you. Because the monopole is governed by a Conditional Use Permit and performance standards in the Zoning Ordinance apply, the Zoning Permit is required. However, since the proposal is not for new /additional antenna, and does not involve construction of a building >120 s.f., a building permit is not needed. The 1996 CUP was issued for construction of a 100' monopole on this site. One condition of that permit requires that no equipment be in excess of 100'. The plans you submitted show antenna arrays projecting above the 100' monopole height. Therefore, to maintain compliance with the CUP, the plans need to be revised to provide a lower mounting height, or a new CUP application will be necessary to allow increased height. Please let me know how you wish to proceed. In addition, I previously contacted you about painting the equipment shelter, which we had brought to the tower owner's attention in 2009 -2010. The tower was originally designed for a wind speed of 95 mph per TIA/EIA-222-E. This existing 100' monopole consists of three major sections that are connected by slip joints. It has a 12 -sided cross section and is evenly tapered from 37.5" (flat -flat) at the base to 17" (flat -flat) at the top. If the existing conditions are not as represented on the tower elevation contained in this report, we should be contacted immediately to evaluate the significance of the discrepancy. The tower and foundations are assumed to have been properly fabricated, erected, maintained, in good condition, twist free, and plumb. The engineering services rendered by GPD GROUP in connection with this Structural Analysis are limited to a computer analysis of the tower structure and theoretical capacity of its main structural members. All tower components have been assumed to only resist dead loads when no other loads are applied. No allowance was made for any damaged, bent, missing, loose, or rusted members (above and below ground). No allowance was made for loose bolts or cracked welds. GPD GROUP does not analyze the fabrication of the structure (including welding). It is not possible to have all the very detailed information needed to perform a thorough analysis of every structural sub -component and connection of an existing tower. GPD GROUP provides a limited scope of service in that we cannot verify the adequacy of every weld, plate connection detail, etc. The purpose of this report is to assess the feasibility of adding appurtenances usually accompanied by transmission lines to the structure. It is the owner's responsibility to determine the amount of ice accumulation in excess of the code specified amount, if any, that should be considered in the structural analysis. The attached sketches are a schematic representation of the analyzed tower. If any material is fabricated from these sketches, the contractor shall be responsible for field verifying the existing conditions, proper fit, and clearance in the field. Any mentions of structural modifications are reasonable estimates and should not be used as a precise construction document. Precise modification drawings are obtainable from GPD GROUP, but are beyond the scope of this report. Miscellaneous items such as antenna mounts, etc., have not been designed or detailed as a part of our work. We recommend that material of adequate size and strength be purchased from a reputable tower manufacturer. GPD GROUP makes no warranties, expressed and/or implied, in connection with this report and disclaims any liability arising from material, fabrication, and erection of this tower. However, the CUP included a landscape plan for installation of evergreen trees around three sides of the lease area (see attached) and it appears that few of those trees from the original landscape plan are currently present (see aerial image below), resulting in a noncompliant condition. The landscaping is necessary to provide the required screening of the ground shelter building and equipment from surrounding properties and the public right‐of‐way. The site needs to be brought into compliance with the approved CUP in conjunction with the work you are proposing to do on the site. Therefore, trees should to be reinstalled per the approved landscape plan to provide the required screening. Please provide a landscape plan that identifies existing trees and new trees to be installed to provide screening and achieve compliance with the approved CUP. The proposal is otherwise consistent with the City’s zoning standards and the CUP, so once the landscaping is addressed, we can then approve and issue the Zoning Permit.
