PARK AGENDA INFORMATION
August 10, 1978
Park Department Business - Park Construction Contract Progress Report.
The courts at the Pilot Knob Park are close to completion. The cover
coating has been applied, the lines will be painted this coming weekend and
the courts will be soon ready for play. Some additional landscaping needs
to be done around the perimeter of the court and replacement of one
section of the trail where the asphalt appears not up to specifications
as to thickness will also be required and will be done in the near future.
The grading at Northview for the ball diamonds, the soccer fields, and the
parking lot is currently under way. South Oaks Park has been seeded and
there was some dissatisfaction with the seeding conditions. An additional
inspection will be made in the middle of this month. The play perimeter
has been excavated but the grade is not correct at this time and additional
fill needs to be placed in that area before the Park Department staff can
begin work on the play perimeter. Additional work still needs to be done
at the weel site before construction of the hockey rink can commence.
Pilot Knob Bikeway Report. Bike path on Pilot Knob Road has been
graded and the base material has been installed and the asphalt may very
well be in place by the time the Park Committee meting is held. Signs
have been ordered from Dakota County making the bike and pedestrian crossing.
Additional signs have been ordered by the Park Department to go along the
trail and will be installed by the Park Department staff.
Fish Lake. The Park Department has received a request to stock Fish
Lake as a children's fishing lake. This is similar to the request handled
by the Park Committee at their last meeting concerning Carlson Lake and the
Park Committee may wish to initiate action to have this lake also considered
by the DNR for stocking as a children's fishing lake.
Ball Diamond in Burr Oaks Park. Park Director Schmidt will present a
report to the Park Committee regarding this request at the meeting.
Fall Programs. A report on fall programs which include Saturday
recreation programs at Pilot Knob and Cedar Schools and the opening of the
teen center during the fall will be discussed by the Park Director.
The Park Department has received a gift of a check in the amount of
$212.53 which represents the remainder in a bank account once held by the
Cedar Homeowner's Association. This group was active from 1965 through 1967.
Since it is no longer active, and most of the principals are no longer
in the area, Marianne Walker, who is the wife of the deceased treasurer of
this association has given the Park Department, as a gift, the remaining association
funds. Since the association consisted mostly of members of residential
section south of County Road 30, Park Director Schmidt suggested in discussion
with Mrs. Walker than an appropriate use for the funds would be for some
improvement to Rahn Park.

Meeting with District 196. Park Director Schmidt, City Engineer Bob
Rosene, and Zoning Administrator Dale Runkle have recently met with
representatives of School District 196 and discussed the site plan for the
new elementary school to be located west of the Evergreen Park area. The
School Board was receptive to City comments regarding drainage, installation
of sewer lines, and increasing the size of some of the available flat land
for a playfield and increasing the size of one of the ball diamonds on
the school property. Pathways leading from Evergreen Park to the school
and leading to the Rahn Thomas Trail to the school were also discussed and
it was suggested that in the future a joint agreement be established with the
School District similar to the one which has just covered the installation of
the pathway at Pilot Knob Elementary School which will provide for the City
to contract for improvements on both park and school property with the City
paying for that portion of the pathway which is on City land and the School
District paying for that portion which is on School property. A copy of a
letter from Bob Rosene to the School District officials outlining the
items covered in the meeting is enclosed in the packet for your review.
Park Curfew. At the last Park Committee meeting there was a suggestion
that the matter of the park curfew and its possible implications on lighted
tennis courts be discussed at this meeting. Curfew calls for no use of
City parks between 11:00 p.m. and 5:00 a.m., while metered tennis court
lighting could allow for play wihtin those hours.
Grant Proposals. Park Director Schmidt has submitted four grant
proposals to the State Planning Agency for consideration for LAWCON and
State funding. The proposals include a community athletic park for Section
9, further development of Northview Park, a lighted ball diamond and lights
for the existing tennis courts at Rahn Park, and an extension both to the
east and to the west of the Rahn Thomas Trail. A copy of the total amounts
of the grant proposals which defines the needed City share is included for
your reveiw.
Kehne House. At the present time a report on the Kehne House has
not been completed by the City Building Inspector.
Thomas Lake Park. At this time,also, no response has been recieved
from HUD regarding the possible use of Thomas Lake Park for a Fire Station,
however, an answer may be obtained to this question prior to the meeting
Thursday night.
Surrey Heights Park Dedication. At the last Park Committee meeting,
a question was raised on the status of Surrey Heights Park dedication.
A letter from Brad Smith, from the City Attorney's office, regarding
this question is enclosed for your review. Also enclosed for your review
is a revised five year action plan for community parks

Budget for South Oaks. Park Director Schmidt will discuss a budget
amount for South Oaks play equipment.
Special Meeting. The Eagan Trail Subcommittee should set a date for
their next meeting.
At the last Trail Subcommittee meeting a document was drafted expressing
Eagan's position on the regional trails policy plan. A copy of that state-
ment is included for your review. Mike Thomas from the Park and Trails
Subcommittee will report on that meeting.
Development Proposals. Wilson Robinson is proposing to develop 65
acres in Section 24 east of 63 and north of County Road 30. This proposal
is for five acre lots. Zoning Administrator Dale Runkle is preparing a
section study which will be available for Park Committee review. He will
be looking at the entire neighborhood in terms of neighborhood park needs
and will be presenting a recommendation to the committee.
Thorpe Realty is requesting the platting of a single lot in Clearview
Addition into two smaller lots and will present this matter for Park Committee
review.
Rosewood Corporation has presented an application to the City for
preliminary plat approval of a portion of the C.W. Michael property which is
located in Section 9. Park Director Schmidt and other City staff will be
meeting with John Klein who is representing this developer on Wednesday
afternoon prior to the Park Committee meeting. They will present their
findings to the Park Committee for a recommendation at the meeting.
John and Mary Remick have applied for a variance from Public Street
provisions for a building permit for a single family home on the southern
portion of their lot which abuts Highview Park. The City attempted to
purchase this lot several years ago as an addition to Highview Park and to
provide access to Bridgeview Terrace by way of a half lot which has reverted
to the City for tax delinquincy and which abuts the parcel for which the
Remick's are attempting to get a building permit.

The following programs are definite for this fall:
8 hour CPR Training: Locations $ Dates: Northview School,
Oct. 3 $ 10; Pilot Knob School, October 17 & 24; Northview School,
November 14 & 21. $5.00 fee, course results in certification
in basic rescue. Dakota County CPR Unit is teaching the class.
Women's Open Volleyball: Tuesdays, 7 -9 P.M. beginning at October
3 at Northview School. The gymnasium is reserved until Christmas
but anticipate that the group will continue to play through April
of next year as in the past.
Couples Volleyball: Wednesdays, 7 -9 P.M. beginning October 4 at
Pilot Knob School. Initial building reservation is through December
20 but anticipate extention through April.
Teen Center: Fall hours: Saturdays from 1 -4 P.M. beginning September
9. Summer hours of 7 -10 P.M. Monday through Thursday will continue
through August 24.
Saturday Morning Recreation: Two locations: Pilot Knob School and
Cedar Elementary. Begin September 16; hours 9:00 A.M. - Noon for
Jr. High age students. Continue program until Thanksgiving at least.
Tentative Programs:
Bridge Lessons: location, check on duplication, cost, length
of session not yet completed.
MEA Vacation: We would like to provide some activity for youngsters
during this time. What form and substance it will
have has not yet been determined.

In accordance with our meeting with your staff on Monday, August 7, 1978, the
City of Eagan is suggesting the school district provide several minor modi-
fications to the proposed site grading plan. These changes will provide
better utilization of the school grounds in conjunction with the adjacent
present and proposed park land.
The City of Eagan is developing a bike and pedestrian trail system which
can be connected to similar trails on the school property to provide conven-
ient access to the school. This includes a trail in the 200' wide NSP
easement which will eventually extend across the city from Cedar Avenue
to the east city limits. That portion from Pilot Knob Road to Johnny Cake
Ridge Road is scheduled for construction during the spring or summer of 1979.
The changes suggested improve the capability of connecting the school
property to this trail system and improve other aspects of recreational use
of the school grounds. These changes are:
A. Increase the fill on the south side of the school to
extend to the south property line of the school. This will
provide a better grade for the connecting link between the
city's trail and the concrete sidewalk at the southwest corner
of the school.
B. Increase the size of the east ball field from a 200' base-
line to a 260' baseline so as to provide sufficient size for
Little League games.
C. Increase the size of the flat area west of the pond.
This will provide .a large play-field which will lend itself
to a wider variety of uses. The side slope into the pond
should be at 4' horizontal to 1' vertical of flatter.

The City desires to work further with the School District to provide a
pedestrian /bicycle trail through city park land from Lodgepole Street in
the Evergreen Park Addition to the school. In accordance with previous
agreements with other schools, it is anticipated that the cost of this
trail through city property will be borne by the City and through school
property by the School District. The portion of this trail on school
property is approximately 500' long and is estimated to cost approximately
$4,000.00 The connection from the school sidewalk to the major trail
south of the school is approximately 120' long at an estimated cost of
$960.00.
We have appreciated the opportunity to review the school site plans with
your staff and are looking forward to working with you on this and other
projects in the future.

Re: Time for Park Dedication payments - Surrey Heights
Ken Damlo referred to our office your question about
whether park dedication for Surrey Heights is complete. The
checks have apparently come in at intervals that do not coincide
with the platting of the different additions, however, it appears
that the total amount of cash dedication meets City requirements.
Prior to the increase in cash dedication form $40 to $100
per lot, the developer paid the following amounts:

Confusion has apparently come in because some of the payments
were given long before final plat approval and because some of the
payments covered more than one addition. Also, the preliminary
plat of Surrey Heights Fourth Addition was originally for 44 units
in 1973, but it was later split into 4th, 5th, and 6th with the
total reduced to 32 units in 1977 and 1978 when they were replatted.

The question about all of this is whether the City can now
require more dedication for Surrey Heights 4th, 5th, and 6th since
the cash requirement went up to $100 per unit before final plat
approval. Ordinance 10.05 Subdivision 3, stated as amended on
April 6, 1971, that cash dedication "shall be paid when
application is made for a building permit ". This was in effect
when the cash was paid for 4, 5, and 6, and because of this the
dedication was not yet due when it was actually paid. However,
in September of 1973, the ordinance was amended to require cash
dedication not later than at the time of final plat approval or
granting of the first building permit in the subdivision, whichever
is sooner. The dedication was paid prior to either of these times
and it was apparently accepted by the City, even though it was
paid so early, so the City will be hard pressed to justify asking
for a higher dedication for the replatting, unless there was an
understanding in 1973 that this dedication could be increased at
a later time when construction actually began.
In general, if park dedication is pre -paid and accepted by
the City, under the present ordinance the City will probably not
be able to later ask for more cash because the dedication
requirements are subsequently raised. If park dedication is
pre -paid, the City should decide at that time whether to accept
the park dedication. If a change in requirements is then being
discussed, it might be best either to accept the dedication as
partial payment pending final decision on the change or to ask
the developer to wait until after a final decision before making
park dedication.

NEIGHBORHOOD 24 STUDY
A. Neighborhood 24 consists of approximately 232 acres within Eagan. However, there
is an 83 acre parcel abutting the Eagan boundary line and west of State Highway 49.
This 83 acre parcel may be difficult for Inver Grove Heights to provide an active
park area. Since there are no physical barriers, the Eagan Park Committee may want
to include this area into the Neighborhood 24 Study. This then would increase
Neighborhood 24 to 315 acres.
B. Boundaries of Neighborhood 24 are as follows:
CSAH #30 on the south; County Road 63 (Dodd Road) on the north and
west; the Eagan boundary line on the east. If the 83 acre parcel
in Inver Grove Heights is included it would extend the east boundary
line to State Highway 49.
C. Neighborhood 24 is mostly undeveloped at this time. Presently, there are no
utilities in this neighborhood at this time and according to the location of utilities,
neighborhood 24 will be one of the last areas to develop within the city. The present
zoning of the 232 acres in Neighborhood 24 is. Agricultural except for 12.5 acres which
are zoned General Business.
D. The Land Use Plan indicates R -11, Mixed Residential Developement, consisting of
3 to 6 units per acre. The 12.5 acres presently zoned General Business will serve
as a convenience center for the eastern portion of Eagan.
E. The table below indicates the holding capacity of Neighborhood 24:
