March 1978 ♦ 1 Memo To: City Administrator, Tom Hedges From: Park Director, Barb Schmidt Re: Carnelian Park Usage and Proposed Sewer Line to Wenzel Property Date: March 1, 1978 I would like to express the following comments regarding the impact of a sewer line crossing Carnelian Park. I. Running the line diagonally across the park property will: A. cut through the asphalt parking lot and necessitate a patch repair of both the asphalt surface and the base. I would predict that settling would produce a depression which would hold water and ice and create problems in the future. B. could create an obstruction to future development of the park. Location of additional courts or a permanent building would have to take into account the location of the line and in particular, the necessary manhole. Residents have requested a tennis court and an improved all purpose court and long range plans for this park include the elimination of one diamond to make room for other facilities. C. disrupt the 1978 softball season. We anticipate scheduling both fields at Carnelian at least 4 nights a week beginning May 15th and running to the first week in August with practices 2 -3 weeks prior to that time. The Cedar Athletic Association's boys and girls programs and the Eagan - Burnsville Women's Church League would all be affected. We do not have alternate locations for them to use during construction. Use of the fields would be curtailed until adequate grass cover could be regained. D. create the possibility of future disruption of the ball diamonds and other park use should repair ever be necessary. E. disturb an area the park department has given special maintenance attention to in 1977 in an effort to upgrade the turf. II. Running the line along the border of the park; A. would be consistent with normal utility construction practices which are to stay as close as possible to lot lines to minimize impacts on usage and to prevent disruption by necessary repairs in the future. B. allow the park to be developed to its full potential in the future preserving the entire area for use by all the residents in the neighborhood. C. eliminate future disruption of the park activities due to repair or inspection of the sewer line. PARK COMMITTEE AGENDA BACKGROUND INFORMATION 3 -9 -78 A. COUNCIL REPORTS City Administrator Tom Hedges will report on recent actions of the City Council which include the Awarding of Park Construction Contract #4 in the amount of $208,974.92 to Richard Knutson Inc. with the understanding that the construction of the hockey rink and the South Oak play perimeter will be deleted by change order and built by Park Department Staff for a savings of over $16,000.00. In addition, a transfer of $2,500.00 from the Sewer and Water Department to the Park Site Fund to cover a share of the cost of construction of a road and parking lot on the well site was also approved. PLANNING COMMISSION MEETING - See C below B. CONSULTANTS REPORTS - None C. PLANNING COMMISSION MEETING The Planning Commission is having a Special Meeting March 14nth and has placed the Park Committee on their Agenda for a discussion of the goals and objectives contained in the Eagan Park Development Guide. The Park Planning Map could also be reviewed and the status of pending dedications be explained. Park Committee Members are asked to review the Development Guide prior to the Park Committee Meeting and be prepared to discuss its content and the format for the presentation to the Planning Commission. They are also urged to mark their calenders and plan to attend this meeting. MN. DOT BIKEWAY GRANT The City of Eagan's grant applications to MN. Dot for a bike trail segment on Pilot Knob Rd. from County Rd. 30 to Wilderness Run Rd. has been ranked #20 out of 181 trail segments for which applications were submitted. This places the application in the first priority bracket and assures us of being funded for this project. The project cost °was .estimated at $13,500.00 for 2700 feet of 8 foot asphalt pathway. MN. Dot has programed $10,125.00 for Eagan which is 75% of the total cost. Eagan's share $3,375.00 and could be paid from Park Bond Funds or from Road Funds. The Park Committee may wish to discuss the appropriate source for this funding. CAPITAL IMPROVEMENTS PLANNING The Park Committee Capital Improvements Committee may wish to set a date for a meeting to begin to review the 5 Year Action Plan. PLAYGROUND EQUIPMENT Playground equipment will be needed for installation in South Oaks Park. Plans for equipment for River Hills 9 are also in process with some funds being provided by the River Hills 9 Neighborhood Association with matching funds to come from the Park Department. There has also been a request from the Timberline Association for the installation of play equipment in Pilot Knob Park. Additional equipment could also be added to our existing parks. In the past the Park Committee has been active in evaluating equipment and selecting items to be approved for installation in the Eagan park system. The Committee may wish to discuss this matter and indicate the extent to which they wish to be involved in equipment purchases. KEHNE HOUSE The Park Committee may wish to further discuss the future potential of the Kehne House in the park system. It should be evaluated as to its suitability for a nature center, a Park Department office, a maintenance station, a park workers residence or as a storage building. Park Committee Members may wish to tour the building in order to evaluate its potential. SPRING RECREATION PROGRAMS A report from Dorothy Peterson on Spring Recreation Program plans is included in the information section of this packet. D. SPECIAL MEETINGS DEVELOPMENT COMMITTEE REPORT The Development Committee will report on a tour of the Eagan Hills West development proposal. TRAIL SUBCOMMITTEE MEETING The trail subcommittee meeting has been rescheduled to Thursday March 23 at 7:00 P.M. at the City Hall. Otto Christensen and Jim Dustrude from the Minnesota Department of Natural Resources will attend to discuss the Minnesota River Valley Trail and other state trails including trail plans for Fort Snelling State Park. Representatives of the Minnesota Department of Transportation will also be present to discuss the Cedar Ave. Bridge and the 494 river crossing. Park Directors from Dakota County and nearby Municipalities have also been invited to hear these presentations. All members of the trail subcommittee and interested members of the Park Committee are asked to be present to take advantage of this opportunity. E. OTHER HILLTOP ESTATES. Dale Runkle will discuss the final status of Park dedication for Hilltop Estates. OAK POND HILLS Dale Runkle and Barb Schmidt will review the status of the Oak Pond Hills plat which has a substantial impact on trail system plans. FOR YOUR INFORMATION The Council is considering request to run a sewer line through Carnelian Park to serve adjacent residences. Enclosed is a gopy of a memo from the Park Director to the City Administrator expressing comments on the proposal. The chief area of concern is disruption of the playing area during the 1978 softball season. The Planning Commission has reviewed Dakota County's proposal for a wood utilization site in Holland- Jensen Park and recommended to the Council that the special permit be approved subject to the following conditions; that an attendant be on duty when the site is open, that the entrance and egress roads be chained when the site is closed, that the machine be operated between the hours of 9:00 A.M. and 2:00 P.M. and that the permit be again reviewed after 9 months. EAGAN, MN. 55122 To: Park Committee From: Dorothy Peterson, Recreation Programmer Re: Spring Offerings in Recreation Date: March 3, 1978 Saturday morning recreation will begin March 4 at Pilot Knob school for Jr. High age students. The supervisor is James Doughan who worked the program at Northview school last fall. He is an enthusiastic youn man who will keep the activities moving. We hope the timing for the program is right, March 4 - April 15, (Easter week- end the building is not available) after hockey and before baseball. An 8 hour CPR Course is set for Northview School on the evenings of March 14 & 21. This came about from numerous inquiries following the mini courses in Cardio pulminary resuscitation this winter. The 8 hour course leads to a certificate in basic rescue. These courses have been arranged through the Dakota County CPR Unit; certified instructors have been several Eagan firemen and individuals from Rosemount & Farmington. The class is publicized in the Dakota County Tribune, Valley Sun 8 School District 196 Spotlight. We plan to reopen the teen center in late March, if spring is here by then! The two adults who coordinated the center so well last fall are now unavailable. We are in the process of locating new staff through Augsberg College, Hamline University, Macalester College, the U of M, Northwestern College, Normandale 8 Inver Hills. The basic format of the center will remain the same. Informal atmosphere, ping pong, foosball, chess 8 bocce ball. When the leaders have established repore with the teens we forsee a hayride, going bowling, etc. Last fall the teenagers did not want these types of activities as a group, however. We are in the process of setting up a Gun Safety Class for youngsters, minimum age 12 -13. The aim is to offer it in April, the police department would teach the class. At this time no specific dates have been set for the class, the schedules of the policemen involved make it very complicated! Tennis lessons will be offered in May. We will offer 3 daytime classes to adult beginners and advanced beginners. Evening classes for couples are also a possibility if daylight hours allow two classes to be offered. Sessions for couples have been amoung the fastest to fill in the past. We will publicize the classes in the Dakota County Tribune, Valley Sun and School District Newsletters where possible. We have contacted bowling lanes for possible lessons for youths. Winter leagues bowl into April. Hopefully a program of lessons will materialize in May. MEMO TO: MEMBERS OF THE ADVISORY PARK COMMITTEE FROM: PARK DIRECTOR SCHMIDT DATE: MARCH 10, 1978 SUBJECT: MARCH 14, 1978 PARK COMMITTEE MEETING The March 9, 1978 regular meeting of the Advisory Park Committee was not held due to lack of a quorum. In order that two items which require prompt action be considered by the Park Committee, a special meeting has been scheduled for March 14, 1978 in conjunction with the Park Committee's appearance before the Advisory Planning Commission. The first item on the Planning Commission agenda at 7:00 is Eagan Hills West, which is one of the items requiring Park Committee Action. Park Committee Members should be present to hear the presentation. The Park Committee will then hold a special meeting in Tom's office while the Planning Commission meeting continues and after the Park meeting concludes will appear before the Planning Commission. Any Park Committee Member unable to attend this special meeting is asked to contact the Park Department office as soon as possible.
