PARK COMMITTEE AGENDA BACKGROUND INFORMATION 2 -9 -78
City Administrator Tan Hedges will report on recent actions by
the City Council which affect park matters.
PARK DEPARTMENT
Contract #4
Bids were opened on Park Construction contract #4 on Feb. 6, 1978.
A copy of the bid tabulation sheet is enclosed for your review. As
you can see, the bids are still above the $185,000.00 estimate.
However, John Voss, City Planner, and Bob Rosene, City Engineer,
will be meeting with Barb Schmidt to determine if certain items
could be eliminated from the contract.
The City Council has deferred action on the bids to a Special
Meeting .to be held February 14th. The recommendation will be
available Man. Feb. 13th. The Park Committee could schedule a
special. meeting Man.. Feb. 13 or Tues. Feb. 14th . to review this
information prior to council action or the committee could refer
the matter to staff allowing staff to make the recommendation to
the council on this matter.
5 Year Action Plan
A requested document in the Lawcon applications is a 5 year
Capital Improvement Program. Eagan has only an action plan at
this time. The State Pltuuiing Agency will accept our action plan
at this time, however Park Director Schmidt did make reference in
the grant application to the fact that the Park Committee was in
the process of preparing a Capital Improvement Plan. Discussion
on Capital Improvement Progralllling has occurred at previous
meetings. Such a program would be a most valuable tool for park
planning and would aid in decision making on what projects should
be accomplished with remaining bond and site funds and in
determining projects to be submitted for future grant funds. Some
direction as to how this could be accomplished could be provided
by the Park Committee at this time.
Dakota County Debarker
Dakota County Parks, Director Chuck Lowery,has requested a permit
from the City of Eagan to locate a debarking unit in Holland
Jensen Park in an area South of Cliff Rd. and across from the
Lakewood Hills subdivision. This unit would remove bark from
diseased elm trees thereby allowing the wood to be stored and
utilized rather than being burned. The site would be used
primarily by residents of Eagan, Burnsville, Rosemount,
Farmington and Inver Grove Heights. A similar operation will be
located at Spring Lake County Park.

The Minnesota Pollution Control Agency will no longer honor
requests for burn sites and the Metropolitan Council has
designated counties as being responsible for wood waste disposal.
This,then.,is Dakota County's solution to the problem of disposal
of diseased wood. The Park Cammitte may wish to endorse this
proposal and recommend its approval to the City Council.
SPECIAL MEETINGS
Development Committee
The Development Committee recently toured Eaganwood and will
report to the Committee as a whole on their findings.
Dakota County Trail Plan - Public Hearing
Members of the Trail Committee are planning to attend the Public
Hearing on the Dakota County Trail Plan Wed. Feb. 8, 1978 and
will report on that meeting.
DEVELOPMENT PROPOSALS
Eagan Hills West - Rod Hardy
Rod Hardy will discuss preliminary plans for a new area recently
purchased by Dunn & Curry. This area has been previously reviewed
by the Park Committee as proposed Mission Hills North, the
Unisource property. However the Mission Hills plat was never
finalized.
Park dedication at that time included the NSP easement for trail
purposes and an active play area adjacent to Rahn Rd. and across
from Rahn School & Rahn. Park. The new developer is proposing the
same trail easement but has changed the active park area and this
should be reviewed in depth by the Park Committee.
Dale Runkle is also preparing a neighborhood study on Section 29,
which will be available for Park Committee review at the meeting.
The City Planner has not seen this plat as yet and therefore no
planning report is available at this time.
Delaware Estates
At the direction of the Park Committee, City Staff is meeting
with Mr. Parranto and obtaining information from Inver Grove
Heights regarding accepting a 5 acre active park site in Inver
Grove Heights. It is hopeful that a satisfactory agreement will
be reached and presented to the Park Committee at the meeting.

Eaganwood
Staff members who toured Eaganwood with John Klein have prepared
the following recommendations.
Cash rather than land appears to be appropriate for park
dedication due to the heavy tree cover and the hilly
topography in this plat:
Trail access from this plat should be provided between
Lots 25 and 26 to connect with the Timberline Trail
easement and provide walking access for the residents
of Eaganwood to the trail and park areas around Fish Lake.
This should be in the form of a 15 foot easement, which
can revert to the owners in the event that the trail is
not utilized. It can also be vacated if an alternate route
is deemed mote appropriate. City. Staff is presently study -
ing the Fish Lake Trail and will make an evaluation of the
entire trail as it relates to the Drexel Hills subdivision
currently under review.
In accordance with existing city policy additional
accomodations for walkers should be provided by a sidewalk
on one side of Duckwood Drive which should be installed
when the road is upgraded to residential collector street
standards.
According to the City Engineer the road installation is first
stage construction only. The narrower center portion of the
roadway is being built now with the costs assessed to the
adjacent property owners. Future widening and installation of a
sidewalk would be paid for by other funds and not assessed
because the full residential equivalent is being paid at this
time by the developers.
ORDINANCE #10 AMENDMENT 10.06 ITEM 2 9 -4 -73 reads as follows:
Sidewalks shall be installed in new residential subdivision .
along one side of collector streets, one side of principal
walkways to schools and along both sides of major thorough
fares, in accordance with village specifications.
A sidewalk on the North side of Duckwood Dr. would provide direct
connection to the commercial area proposed to be located adjacent
to Pilot Knob Rd. A sidewalk on the South side of Duckwood Dr.
would provide direct access to the City Hall property. This side-
walk would also connect to Lexington and a trail along Lexington
Ave. would provide a good bike route to Patrick Eagan and
Northview Parks. The Park Committee may choose to make a
recommendation to the City Council on whether the South or North
side of the road is the best location for the sidewalk.
FOR YOUR INFORMATION
1. Park Director Schmidt received a letter from Dakota County
Commissioner, James Kennedy asking for her participation in
the planning process for the continued development of Holland
Jensen Park. Dakota County is in the process of hiring a
planning consultant and Eagan's invitation to be involved in
this process is of great benefit to our own planning efforts
as the city and county systems should complement rather than
compete with each other. A copy of Commissioner Kennedy's
letter is enclosed.
2. Recreation Programmer Dorothy Peterson has prepared the
enclosed memo to answer the questions on the winter brochures
and the skating rinks raised by the Park Committee at their
last meeting.
3. A reminder of the Trail sub-committee Meeting February 16,
1978 at 7:00 P.M. at the Park office.

1. Distribution of Winter Brochure: Copies were placed at the
City Hall and in the bulletin board at Cedarvale. Marge
Seklund of Welcome Wagon also distributed 75 -100 copies
during the month of January to new residents of the city.
2. Provisions for free skating for tots: With the exception of
Lexington Park, all skating sites have a pleasure rink on
which the ice is regularly maintained for the use of all bon
hockey players. The safety of tots is assured on these rinks.
Cedar Pond has no hockey goals to invite the playing of
hockey. From time to time youngsters there have had to be
reminded to leave their sticks at home.
3 Availability of information to residents as to when rinks are
closed: Articles in the Valley Sun and Dakota County Tribune
in mid January informed the public of our policy to close the
warming houses when the wind chill became -30° or colder
making outdoor activity dangerous. The president of the Eagan
Hockey Boosters was directly informed by the Park Office on
each occasion that we closed. Instances where an individual
attendant closed because no one was at his rink when the
weather was marginal were not publicized. Efforts to inform
the public on that portion of our policy should be done
better in the future.

Dear Mr. Hedges:
I have enclosed one original and two copies of a permit application for
locating a wood utilization site on county park property in Eagan. The
site would be about 5 acres, screened, fenced and have a one way road
in and out. As we discussed, we are only thinking of using the site for
a couple of years and then move to another location.
I would also request a waiver of the $25. 00 permit fee.
I shall be glad to meet with the Eagan City Council and whomever else you
suggest to explain our propoal.
