Those present were Chairperson Lundsten, Coates, Cooper, Hagen,Loken, and Thomas. Absent were Committee Members Beck, Brown,Martin, and Thursten. Also present were Park Director Schmidt and Zoning Administrator Runkle. Stelios Aslanidis, representing Dunn & Curry, presented a new park dedication proposal for Eagan Hills West PUD which had been worked out with City staff. It includes the elimination of some remote areas previously suggested by the developer and an increase in the active neighborhood park area. It provides a trail connection from County Road 30 to the High Line Trail which bisects the proposed PUD. It also included dedication of the 200 foot NSP easement with additional area outside of the easement in those locations where it is necessary to go around small ponds. The developer has also provided right-of-way in excess of normal requirements to provide for a possible berm and an undulated trail along the east side of Rahn Road in the future. No park dedication credit is being given for this area . 0-4-8141-4--0-4-:- a E The Park Committee also discussed the possible need for adequate trail along Blackhawk Road to accomodate crossing 35E in the event that an underpass proves unfeasible. In a motion by Hagen,seconded by Thomas, all members in favor, the Park Committee recommended that park dedication for the Eagan Hills PUD be approved at the locations specified with the following conditions: 1 3- 14• -78 that the area including the entirity of the NSP easement with the expansions around the small ponds be dedicated at the time of final plat approval of Phase I, or sooner if convenient, regardless of the actual acreage contained therein and that this dedication should be fee title by separate document. That the remainder of the park dedication be phased with the final plats for the remainder of the development on a percentage basis. and that provision for a trail along Blackhawk Road to the bridge over 35E be provided if necessary. The Park Committee also wished to call the City Council's attention to the sidewalk policy, contained in Section 10.06 Subdivision 1, Item J, of the Subdivision Ordinance. The Park Committee next reviewed 3 small plats for Carriage Hills, Rustic Hills Addition and Cameron Addition. In a motion by Jean Loken, seconded by Fay Cooper, all members voting in favor, the Park Committee recommended that park dedication for these plats be cash per unit subject to review by Park Director Schmidt and Zoning Aid Runkle.
