Thank you for your recent cooperation and participation in completing the
Thomas Hedges inspection of your Sewer Service to identify sources of Clearwater flow into the
City Administrator sanitary sewer system. As a result of that inspection, certain aspects of your sewer
service were found to be out of compliance with Section 3.40 of the City Code
regarding Inflow & Infiltration (1/1). (A copy of the City Code can be found at
www.cityofeagan.com/inflow)
The following issues must be corrected or repaired to comply with City Codes:

Please be aware that the City of Eagan has adopted a program whereby the City will
pay 50% of the costs for these required repairs. If so requested, the City will also

• ALL REPAIRS REQUIRE CITY PERMITS. If the repair work involves your sewer
service located outside your building, you will need to obtain an Inflow &
Infiltration Sewer Permit. If the repair work involves your sump pump,

Infiltration Plumbing Permit. Some situations may require both permits.
• If you plan to complete the repairs ourself, you will have to provide an original
copy of all receipts for actual material costs incurred once the work has been
completed and a Final Inspection has verified compliance with City Codes. The

a written itemized bid from two (2) different Contractors/Plumbers and submit
that information when applying for the City Permit; all contractors must be pre-

After the work has been completed, you must submit a copy of the
Contractor/Plumber's Final Invoice when scheduling a Final Inspection. Once
the inspection has verified compliance with City Codes, the City will then issue a
reimbursement check for its 50% share made out jointly to you and the
contractor/plumber. If your share of the costs exceeds $200, you may also elect
to have that amount financed by the City. An application form will be provided
upon request. This will allow the City to provide reimbursement for 100% of the
costs incurred.
NOTE: before any payment can be processed by the City, a Final Inspection
must be completed and a Certificate of Compliance issued.
If you fail to make the noted repairs within the required 60
days, a SURCHARGE of $150 PER MONTH WILL BE ADDED TO
YOUR UTILITY BILL (Until the repairs are satisfactorily
completed)
We recognize that this mandatory program is an unexpected inconvenience and
expense to you. We want to minimize its impact and help you through this process.
