ADJOURNMENT Next meeting- September 20, 2001 (6:57 -7:00) The mission The mission of the Waste Reduction and Recycling Advisory Commission is to proactively assist the Eagan City Council by educating, encouraging and assisting the community in reducing and managing waste in an environmentally sound manner. MEMO TO: MEMBERS OF THE EAGAN WASTE REDUCTION & RECYCLING ADVISORY COMMISSION FROM: COMMUNICATIONS COORDINATOR FOOTE DATE: AUGUST 20, 2001 SUBJECT: EAGAN ADVISORY COMMISSION MEETING OF AUGUST 30, 2001 A regular meeting of the Eagan Waste Reduction & Recycling Commission will be held on Thursday August 30, 2001 from 5:30 p.m. until 7:00 p.m., at the Eagan Municipal Center in the City Council Chambers. This meeting will be televised. The September meeting will be the tour of BFI. Please contact Joanna Foote at (651) 681 -4604 by Tuesday, August 28 to indicate if you cannot attend. I. ROLL CALL AND ADOPTION OF AGENDA (5:30 -5:32) The agenda, as presented or modified, requires adoption by the Commission. ACTION TO BE CONSIDERED ON THIS ITEM: approve, deny or modify agenda II. APPROVAL OF JUNE 21 MEETING MINUTES (5:32 -5:35) A copy of the minutes of the Waste Reduction Commission meeting of June 21, 2001 is included as an attachment. ACTION TO BE CONSIDERED ON THIS ITEM: approve, deny or modify June 21, 2001 minutes. III. VISITORS TO BE HEARD IV. ORGANIZATIONAL BUSINESS A. Sign Oath of Office The newly appointed members will be asked to sign an oath of office form. ACTION TO BE CONSIDERED ON THIS ITEM: Sign and return oath. V. INFORMATIVE A. "Improving Recycling of Residential Paper" Grant (No Discussion Necessary) In July, the test route participants received a "Recycling Kit" providing additional educational material. A sample of the kit will be available at the meeting. In August, data collection began to determine if recycling rates and volume increased during the pilot project. B. Recycling Bins in Cascade Bay Three recycling bins were placed in Cascade Bay for PET bottles. Information about the containers is attached. VI. OLD BUSINESS A. Discussion Regarding Waste Processing Related to Waste Hauler Licensing Cap (5:35 -6:10) The Commission tabled this discussion at the May 17 meeting and set a goal to address this issue at the August meeting. The discussion was initiate by a resident interested in the City's ability to require individuals to utilize a hauler that brought waste to the Newport waste processing facility. The Commission discussed the possibility of developing public education opportunities related to processing waste. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion VII. NEW BUSINESS A. ARROW Program (6:10 -6:45) One of the Commission goals was to discuss the ARROW Program. Bast will update the Commission on the ARROW Program. The Commission may wish to discuss ways to promote ARROW to local businesses. ACTION TO BE CONSIDERED ON THIS ITEM: B. Pollution Prevention Week (6:45 -6:57) Pollution Prevention Week is September 17 -22. Bast will update the Commission on her plans for Pollution Prevention Week. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion VIII. ADJOURNMENT Next meeting- September 20, 2001 (6:57 -7:00) The next meeting will be the tour of BFI. If the Commission is interested, a tour of the landfill and methane gas electrical generation plant that is located on the same grounds could be arranged. This tour would need to be done before 5:00 p.m. Please check your calendars before the meeting to determine if you would be able to meet at an earlier time. We are suggesting that the Commission meet around 3:30 p.m. and carpool in city vehicles to BFI and/or members to meet at BFI at 4:00 p.m. Subject to Approval MINUTES OF THE WASTE REDUCTION & RECYCLING ADVISORY COMMISSION Eagan, Minnesota June 21, 2001 A regular meeting of the Eagan Waste Reduction & Recycling Advisory Commission was held on Thursday, June 21, 2001 at 5:30 p.m. in the Council Chambers of the City Hall. Present were Gary Hansen, Kari Sammon, Clint Hooppaw, Donald Armborst, Doug Link and Patricia Hurd. Absent from the meeting were Ron Moening, Linda Merkel, Rick Patraw and John Tapper. Also present were Recycling Intern Seubert and Communications Coordinator Foote. Visitor present was Russ Stauffer, attending on behalf of Waste Management in Moening's absence. APPROVAL OF AGENDA The approval of the June 21 agenda was motioned by Hurd. It was seconded by Hooppaw with all members voting in favor. APPROVAL OF MINUTES Hansen requested on page 1 of the May 17 minutes, under Approval of Agenda, line 1 be changed from " ... informative to added New Business in Eagan." to " ... Informative, Item D. be added as Update about a New Business in Eagan. " and under Informative, Item D. Update New Business in Eagan, line 5 be changed from " ... manor ... " to " ... manner ... ". The approval of the May 17 minutes as amended was motioned by Hurd. It was seconded by Sammon with all members present voting in favor. The approval of the April 19 minutes was motioned by Hooppaw, seconded by Sammon with all present voting in favor. NEW BUSINESS A. Procurement/Green Building Discussion Foote gave a brief overview of the Community Center project. An energy audit is currently being conducted and the next design phase will begin discussing building materials. Public input is being received from the focus groups. See the packet for more information on green building techniques and the energy audit. B. Mural Wall and Reusable Mugs in Cascade Bay Foote stated Kay Gustufson from the Art House is excited about the mural walls and would like direction from the Commission about the design. Possible mural locations are the bathroom areas, locker rooms, and concession area. The Commission discussed ideas for the mural walls. Their direction for the Art House is to keep it light hearted, colorful and not to lose site of the recycling theme. They suggested a plaque could explain the type of paint used in the project. The Commission would like to see possible designs at the August meeting and formed a subcommittee to assist with the design process. Sammon and Tapper will form the subcommittee. Foote showed a drink bottle sample with a 40% recycled- content. The bottle would have the Cascade Bay logo, the Choose to Reduce logo, and possibly the Coca -Cola logo. The Coca -Cola logo would be included if they contributed funding for the bottles. The Commission suggested the bottle have a flip top lid instead of a squirt lid. ADJOURNMENT Hurd moved to adjourn the meeting at 6:45 p.m. It was seconded by Hooppaw with all members present voting in favor.
