OLD BUSINESS A. 2001 Goals The mission The mission of the Waste Reduction and Recycling Advisory Commission is to proactively assist the Eagan City Council by educating, encouraging and assisting the community in reducing and managing waste in an environmentally sound manner. MEMO TO: MEMBERS OF THE EAGAN WASTE REDUCTION & RECYCLING ADVISORY COMMISSION FROM: COMMUNICATIONS COORDINATOR FOOTE DATE: April 12, 2001 SUBJECT: EAGAN ADVISORY COMMISSION MEETING OF April 19, 2001 A regular meeting of the Eagan Waste Reduction & Recycling Commission will be held on Thursday April 19, 2001 from 5:30 p.m. until 7:00 p.m., at the Eagan Municipal Center in the City Council Chambers. This meeting will be televised. Please contact Joanna Foote at (651) 681 -4604 by Tuesday, April 17 to indicate if you cannot attend. I. ROLL CALL AND ADOPTION OF AGENDA (5:30 -5:32) The agenda, as presented or modified, requires adoption by the Commission. ACTION TO BE CONSIDERED ON THIS ITEM: approve, deny or modify agenda II. APPROVAL OF FEBRUARY 15, MEETING MINUTES (5:32 -5:35) A copy of the minutes of the Waste Reduction Commission meeting of February 15, 2001 is included as an attachment. ACTION TO BE CONSIDERED ON THIS ITEM: approve, deny or modify February 15, 2001minutes III. VISITORS TO BE HEARD IV. ORGANIZATIONAL BUSINESS A. Sign Oath of Office The newly appointed members will be asked to sign an oath of office form. ACTION TO BE CONSIDERED ON THIS ITEM: Sign and return oath. V. INFORMATIVE A. Membership Changes (No Discussion Necessary) Facts: The resignations of Mike Stone and Jim Weinzettel were accepted by the City Council at last night's meeting. Doug Link of BFI was accepted as Mike's replacement. A letter will be sent to all haulers for their interest in applying for Jim's seat and a notice has been sent to the Chamber of Commerce to solicit applications for the vacant business representative seat. Please encourage any eligible individuals you know to apply for these seats. B. Junk Sculpture Project (No Discussion Necessary) A copy of an Ordway announcement is included as an attachment. C. "Improving Recycling of Residential Paper" Grant (No Discussion Necessary) Facts: The City of Eagan and BFI are participating in a Minnesota Office of Environmental Assistance Grant Project to increase the amount of paper recycled from residential households. A questionnaire will be mailed soon to the test route households and on May 7 the project data collection will begin. A meeting discussion will take place after survey data is available. D. Earth Day Event (No Discussion Necessary) The Earth Day Celebration is on April 29 at The Garage in Burnsville from 1 p.m. -5 p.m. An advertisement will be placed on the monitor either before or after the meeting. VI. NEW BUSINESS A. Discussion Regarding Waste Processing Related to Waste Hauler Licensing Cap (5:35 -5:45) A resident has complained that none of Eagan's licensed residential haulers brings waste collected to a facility that burns it. He believes the hauler cap is preventing residents from choosing a hauler offering this type of service. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion B. Dakota County Compost Project (5:45 -5:55) Sue Bast has been on vacation and information on this item will be provided at the meeting. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion C. Community Service Open House Discussion (5:55 -6:10) Facts: The City of Eagan is holding a Community Service Open House on May 31, 2001. Sue Bast has been on vacation and information on this item will be provided at the meeting. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion of Open House activities D. Review of County Grant Goals (6:10 -6:20) The goals mentioned in the County Grant will be reviewed. The Commission may wish to discuss how the goals can be met during the year. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion VI. OLD BUSINESS A. Commission Goals for 2001 (6:20 -6:35) The Commission began discussion regarding its 2001 meeting goals at its February meeting. The item was tabled for further discussion at the March meeting which was cancel due to the lack of a quorum. A draft of possible goals was distributed to Commissioners to further the discussion before this meeting. The staff has prepared a summary of the comments received from Commissioners. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion and adoption of 2001 Goals. A copy of the draft of revised goals is included as an attachment. B. 2001 Meeting Schedule (6:35 -6:57) The Commission began discussion regarding its 2001 meeting schedule at its February meeting. The item was tabled for further discussion at the March meeting. The Commission may also wish to further discuss which meetings it wishes to televise and which meeting it might like to hold off site. ACTION TO BE CONSIDERED ON THIS ITEM: Discussion and adoption of 2001 meeting schedule. VIII. ADJOURNMENT Next meeting- May 17, 2001 (6:57 -7:00) JUNK SCULPTURE ALERT! It's spring cleaning time! Feeling the urge to purge ?? Go through your junk drawer, your closets and basements... I've got a use for some of your junk! Read on.... My name is Andrea Sisel and I've recently received a grant from Forecast Public Arts to do an public art project with kids during the Ordway Center's Koch International Children's Festival. The festival will take place in downtown St. Paul's Rice Park from Wednesday May 30 to Sunday June 3, 2001 and provides opportunities for school groups and families to participate in a variety of activities outside (music, ART, food and fun) as well as to attend performances (again- music, dance, puppets, acting...) inside the Ordway. My project is this: kids will be able to create their own personal JUNK SCULPTURE out of recycled and reused materials and then add theirs to a giant collaborative sculpture in Rice Park. I'm looking to involve many of YOU in this interactive art project - -I need your JUNK! I'd like to define the word JUNK: safe, clean, previously used or everyday objects (see extended lists below). Because of the sheer volume of stuff that I need to collect for this project, please be kind and make sure that donated items are CLEAN, usable and appropriately sized —so far the best methods of attachment have proven to be wire and hot glue...(i.e.- -big things will not hold together for long with these methods). ACTUAL PROJECT DATES: WED. MAY 30 -SUN. HOW YOU CAN HELP... - "I have some junk to donate to your project. I will put them in grocery bags or small, lightweight boxes" - "I have no junk but would love to help sort/pick -up other people's junk." - "I know of another glue /attachment method that is kid -safe and kid - friendly." - "I would love to volunteer in some way before, during or after the project" If you have questions or junk to donate, please send an email to: junk4art ©ordway.org I have set up 2 dates and times as "drop -off dates" for easy delivery of JUNK: Saturday April 14 from 11 am -1 pm in front of the Ordway at Rice Park (where the sculpture will be created during the festival). Andrea Sisel WASTE REDUCTION AND RECYCLING ADVISORY COMMISSION 2001 GOALS (DRAFT) Tour of BFI This was an item that was not met from last year's goals. A suggested time to have the tour would be in September when the data collection for the Paper Recycling Project would be wrapping up. Tour of Hirshfield's Hirshfield's is offering tours on May 2 and 16 at 1:00 p.m. (We are checking to see if there could be an alternative time for a tour.) The tour will emphasize product performance, testing and Hirshfield's quality assurance program to make both recycled and non - recycled latex paint products. Mural wall in Cascade Bay An opportunity to use recycled latex paint products could be painting murals on Cascade Bay's bathroom walls. This idea has been briefly discussed in the past with the Eagan Art House. They would provide the mural design and the painters. The City would have to supply the paint. It may be possible to receive a Dakota County grant for the purchase of recycled- content paint. Procurement/Green Building This goal could be covered in more than one meeting. The Commission could continue to discuss green building ideas for the Community Center as the planning process continues. Along with this, the Commission could discuss promoting the purchasing of recycled- content products. The Recycling Association of Minnesota has a display of recycled- content products that the City could use at events. America Recycles Day America Recycles Day is November 15 This may be a good opportunity to educate the public about purchasing recycled- content products. Pollution Prevention Week Pollution Prevention Week is in September. Burnsville /Eagan Recycling is planning on holding a mercury thermostat exchange for City employees to promote pollution prevention. RAM /SWANA Conference The Paper Recycling Project results are to be shared at this conference in November. County Grant This would be covered during two meeting. In April, a review of the goals set for 2001. In September, the Commission would review of the 2002 annual grant application before it is sent to the City Council for approval. ARROW Update an increased participation numbers. Discuss way to promote program to businesses. Subject to Approval MINUTES OF THE WASTE REDUCTION & RECYCLING ADVISORY COMMISSION Eagan, Minnesota February 15, 2001 A regular meeting of the Eagan Waste Reduction & Recycling Advisory Commission was held on Thursday, January 18, 2001 at 5:30 p.m. in the Council Chambers of the City Hall. Present were Gary Hansen, John Tapper, Kari Sammon, Donald Armborst, Rick Patraw, Linda Merkel arrived at 5:40 p.m. and Patricia Hurd arrived at 5:45 p.m. Absent from the meeting were Clint Hooppaw, Mike Stone, and Jim Weinzettel. Also present were Recycling Intern Seubert and Communications Coordinator Foote. APPROVAL OF MINUTES Hansen noted changes to the minutes of the January 18 meeting. On page 1, under Old Business, Review and Discuss Neighborhood Organization Survey Cards, first paragraph, seventh line, Hansen requested that "Another..." be changed to "Other... ". On page 2, under Old Business, Review and Discuss Recycling Survey Card, first paragraph, fourth line, he requested ". . . anyway... " be changed to ". . . any way... " and third paragraph, third line, the word "and" be deleted. On page 3, under Old Business, Discuss Hauler Survey, line 2, he requested ". . . by comparing prices... " be changed to "... about billing practices... ". The approval of the January 18 minutes was motioned by Hansen. It was seconded by Tapper with all members present voting in favor. ORGANIZATIONAL BUSINESS A. Introduction /Orientation of New Members The Commission members and staff briefly introduced themselves and discussed the make -up of the Commission members. The prolonged absence of Member Weinzettel was discussed. Staff was asked to contact him to determine his desire to remain involved. B. Sign Oath of Office Sammon and Armborst signed the oath of office. C. Elect Commission Chair and Vice -Chair Foote opened the floor for nominations for Commission Chair. Hurd nominated Patraw for Chair. It was seconded by Merkel. Patraw nominated Hansen for Chair. Hansen declined the nomination. Foote opened the floor for the vote of Patraw as Chair. All present voted in favor. Patraw opened the floor for nominations for Commission Vice - Chair. Hurd nominated Hansen for Vice - Chair. It was seconded by Tapper with all members present voting in favor. INFORMATIVE A. Earth Day Foote stated Earth Day planning typically has been a staff decision with commission members volunteering. Currently, there are activities planned for the spring on every weekend day. This year Earth Day activities will be a combined with Burnsville. Burnsville is holding an event at The Garage (Teen Center) on April 29 2001. There is still the possibility to provide the no waste lunch with the Eagan Day at the Dome, Holtz Farm Spring Festival or during Pollution Prevention Week in the fall. Tapper stated the Commission could have a booth at City events to inform residents about the Commission. The Commissioners discussed this idea. Foote stated that there is always a recycling presence /display at the Community Services open house, this year scheduled for May 31. Waste Reduction & Recycling Advisory Commission Meeting Minutes Page 2/February 15, 2001 NEW BUSINESS A. 2001 Goals Foote stated that all the goals for last year were not met due to the Community Center discussions. It is a possibility to cover those goals this year. Hurd requested that a copy of those goals be brought and discussion continued to the next meeting. B. 2001 Commission Meeting and Televising Schedule Foote stated that last year the Commission decided to televise meetings quarterly. This was decided due to concern that hauler representatives would not be able to be as candid about their practices with the Commission if all the meetings were televised. The Commission needs to decide how often to televise in 2001. Tapper motioned to keep televising the meetings quarterly. It was seconded by Hurd. Hansen requested to change the motion to televising meetings at least quarterly. All present voted in favored of the amended motion. Members discussed televising the April meeting and all present agreed the April meeting should be the first televised in 2001. ADJOURNMENT Merkel moved to adjourn the meeting at 6:50 p.m. It was seconded by Tapper with all members present voting in favor. Date Secretary
