ADJOURNMENT MEMO TO: CHAIRS MANN AND HOEL AND ALL MEMBERS OF THE SOLID WASTE ABATEMENT COMMISSION FROM: RECYCLING COORDINATOR HAGEMAN DATE: MAY 30, 1990 SUBJECT: EAGAN SOLID WASTE ABATEMENT COMMISSION MEETING OF JUNE 6, 1990 A regular meeting of the Eagan Solid Waste Abatement Commission will be held on Wednesday June 6, 1990 at 11:30 a.m. in the Eagan Municipal Center Conference Rooms A and B. The City will provide a box lunch to Commission Members requesting one by noon, Tuesday, June 5. Please contact Kris Hageman or Jane Helebrant at 454 -8100 to indicate whether you will attend and your luncheon preference. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, requires adoption by the Commission. II. APPROVAL OF MINUTES A copy of the minutes of the Solid Waste Abatement Commission meeting of May 8, 1990 is enclosed on pages through for your review. The revised minutes of the Solid Waste Abatement Commission meeting of April 10, 1990 are enclosed on pages through for your review. These minutes, subject to any change, require approval by the Commission. III. STAFF REPORT A. Visit from Senator Rudy Boschwitz, 5/25/90. The Senator made a number of stops throughout the City on Friday, May 25th. While in Eagan, arrangements were made for the Senator to observe our yardwaste compost site and the residential Recycling Program. Senator Boschwitz visited the compost site and spoke with Warren Wilson of Dakota County, Richard Pecar and other site management personnel. Next, we met a Mendota Heights Rubbish recycling and yardwaste truck out on the route. While stopped on Waterford Rd., we discussed the program and vehicle set up. In addition, a Waste Management Inc. vehicle came by which gave the senator a chance to view two different methods of collection. B. Christmas Tree Program- Discussion with refuse haulers and Dakota County staff. It may seem early to be thinking about a Christmas tree collection /recycling program but there are some important issues currently being discussed by County and city staff and local refuse haulers. A Christmas Tree Steering Committee has been set up to address the following issues: 1. What is the purpose of Christmas tree composting and why is the County looking into such a program? 2. Should the program be mandatory or voluntary for haulers /users? 3. What are the costs involved? In addition, these alternatives are also being discussed. 1. Mandatory hauler collection. 2. Voluntary haulers collection, hauler licenses? 3. Transfer sites throughout the County. - County make site available - Haulers make sites available. 4. Compost site(s) open for public drop -off - specific date, times. 5. City administered /County supported and coordinated. - Cities organize drop -off sites and chipping of materials for transport to compost site(s). - Countywide coordinated program for best promotional results. The Christmas Tree Steering Committee met on May 24th. I will be receiving an update at the local recycling staff meeting on Monday, June 4th and will update the Commission at our regular meeting. IV. OLD BUSINESS V. NEW BUSINESS A. Discussion and Staff Authorization- Commercial Recycling Activities. It has recently come to my attention that the remaining Commercial Activities funds for th Eagan Recycling Program will no longer be available to "carry over" into 1991 if not spent during 1990 as originally stated in the Dakota County funding guidelines. Although 1991 has been targeted as the year to concentrate on commercial recycling activities, I feel we should begin to look into expanding our promotional and coordinating efforts to take advantage of the remaining six months of 1990 and our funding options. I have spoken to Gayle Prest, Dakota County Recycling Specialist, regarding commercial recycling activities and we have developed a plan which expands on our current distribution of the "Guide for M1 Your Office Paper Recycling Program" booklet. The Recycling Program would make available the "desk top" trays to businesses that inquire about and start up a white office paper recycling program. The "boxes" are made available to the City /County at cost ($.55 ea.) from Pioneer Paper Co. and would be distributed through the County or City offices. The program will need some fine tuning in regards to exact amount of money allocated and number of bins distributed etc., but the idea can be integrated into the current program fairly easily and will enable the city to continue it's support of recycling activities both on the residential and commercial levels. ACTION TO BE CONSIDERED ON THIS ITEM: Staff authorization to continue commercial recycling activities and establish additional promotional and /or coordinating efforts in 1990. B. Dakota County Financial Services Director, Richard Johnson. - Discussion, Proposed Tax for Solid Waste Enterprise Fund. Dakota County Financial Director, Richard Johnson, will attend our meeting and give an overview of the proposed tax charged to Dakota County residents to generate revenue for the Solid Waste Enterprise Fund. In order for the Commission to follow through with its original wishes we need to be fully informed on the issue and hopefully by including Mr. Johnson in our meeting, we can discuss the issue from many perspectives. 0 lb d VI. Absent were Darlene Bahr, Todd Gatz and Terry Schnell. Also present were Recycling Coordinator Hageman, Assistant to the City Administrator Hohenstein and representatives of the public and solid waste industry. AGENDA Upon motion by Ista, seconded by Milbridge, all members voting in favor, the agenda was approved as presented. MINUTES Hoel introduced proposed modifications of two sections of the minutes to reflect more closely the comments made at the previous meeting. Upon motion by Knutson, seconded by Moline, all members voting in favor, the minutes of the April 10, 1990 meeting were approved as amended. EARTH DAY REPORT Hageman stated that all Earth Day events had been a success. She stated that 200 people participated in the Earth Day Walk including County Commissioner Don Chapdelaine and City Councilmember Ted Wachter. She stated that the Earth Day display at the Minnesota Zoo had resulted in the distribution of a substantial amount of information and material concerning Eagan recycling. She further stated that the Clean -Up Day had approximately 60 participants out of the 110 who had registered as a consequence of the cold weather. She indicated.that the Lions Club and TCBY had donated food, Coldwell Banker and Country Club had donated garbage bags and Knutson Rubbish had donated roll -offs for the clean -up materials and recyclables. She further stated that Bob Williamson from the County Extension Office had conducted a compost demonstration for ten people at Trapp Farm Park. FINANCIAL REPORT Hageman overviewed the explanations of retained amounts in the capital funding accounts. No questions were raised by the Commission in this regard. COMMISSION GOALS The Commission reviewed the goals it had developed at the April 10 meeting. Hohenstein suggested that the Commission consider possible additions to the list and then proceed to prioritize them for use as a planning tool and to communicate to the City Council. Considerable discussion arose concerning the education and promotion goal and whether or not is should be treated as a separate goal or treated as tasks under other goals. Various suggestions were raised to expand the scope of the educational opportunities available and improve the penetration of their messages. One suggestion was to place posters at the point of purchase in cooperation with the grocery stores to encourage purchases of environmental sensitive products. After further discussion the following goals were prioritized for 1990- 91: 1. Expansion of multi -unit recycling 2. Improve residential and commercial waste reduction 3. Household hazardous waste collection and reduction 4. Community /school outreach programs 5. Addition of more materials in the curbside recycling program 6. Current program expansion *Education and promotion are integral to all of the goals listed above and should be considered to be an overall priority for Commission and staff work. Upon motion by Mann, seconded by Knutson, all members voting in favor, the prioritized goals were approved as indicated above. PROPOSED DAKOTA COUNTY SOLID WASTE FEE Hageman introduced the item and indicated that Dakota County Financial Director Richard Johnson was unable to attend the Commission meeting to discuss the County's proposed solid waste fee. Hohenstein encouraged the Commission to hold off discussion until County personnel were available so that the best possible information could be used in making a decision. After discussion concerning schedules to be certain that Mr. Johnson could attend the next Commission meeting, the matter was continued by acclamation. ADJOURNMENT The next regular meeting will be scheduled to coincide with Dakota County Finance Director Johnson's schedule. MINUTES OF THE SOLID WASTE ABATEMENT COMMISSION Eagan, Minnesota April 10, 1990 A regular meeting of the Eagan Solid Waste Abatement Commission was held on Tuesday, April 10, 1990 at 11:30 a.m. Present were Earl Milbridge, Joe Miller, Terry Schnell, Cindy Ista, Darlene Bahr, Tom Moline, Tim Hoel and Kevin Tritz. Absent were Larry Knutson and Todd Gatz.• Also present was Recycling Coordinator Hageman, representatives of the public and hauling community. AGENDA Upon motion by Bahr, seconded by Schnell, all members voting in favor, the agenda was approved as presented. MINUTES Upon motion by Schnell, seconded by Moline, all members voting in favor, all minutes were approved as presented. 1989 EXPENDITURES REPORT AND BUDGET REVIEW Bahr opened the discussion with a question concerning the commercial and industrial activities carry -over funds in our 1990 budget. Her concern was it was not listed in 1989 as possible funds to carry over. There also needs to be some explanation concerning our 89 expenditure and what the remaining funds are for 90 -91. Hageman stated that there was an original $10,000 to be used for commercial and industrial activities and the City chose to carry over $5,000 of that money into the 1990 account after only using $974 plus in 1989. The County has asked that for all remaining commercial activities, funds to be spent need to be reviewed and approved by County staff. Questions still remained over the carry -over funds for 90 -91 and further clarification will be made at the next SWAG meeting of May 8. Hiar suggested reports on where the budget and expenditures stand each quarter would be helpful and listing the expenditures against the budget in concurrent columns would be easier to read. Some attempts will be made to clarify expenditures throughout the year and new information will be brought to the May 8 meeting. Hiar also commented on the $6,000 extra in salaries for 89 and that there is some concern that that money was absorbed in expenditures somewhere else. Bahr reminded the group that $27,000 had been budgeted in 89 for salaries, when in fact only a little over $11,000 had been community share. 1989 TONNAGE BREAKDOWN AND OVERVIEW Hageman began the review by commenting that all Dakota County communities met their 1989 abatement goal. Some had met their goal on yardwaste/ composting alone. The only City that had not reported any tonnages was the City of Mendota. Also looking at Eagan's residential collection tonnage breakdown, the form stated curbside collection, area drop -offs, miscellaneous and yardwaste weights by material. The City of Eagan totalled 4,118 tons. Our residential abatement goal was 1,882 tons. Looking at the average waste generation in the County and by the number of Eagan residents and dividing that by the amount of material we have recycled, Hageman was able to calculate that the City of Eagan reached a 19% abatement rate for the year. MEETING SCHEDULE Hageman stated to the group that all forms had been returned by Commission members stating their preference for meeting time. The overall consensus was to keep the meeting at its original 11:30 a.m. time period on the second Tuesday of each month. OLD BUSINESS • NEW BUSINESS COMMISSION GOALS 1990 WORK SESSION Hageman began the discussion reminding the group that we wanted to look at our goals for 1990 and possibly beyond. She hoped that everyone was able to review the original Eagan Solid Waste Abatement Commission Strategy Statement and recognize the accomplishments and concentrate on what needs to be accomplished in the years to come. Also, they need to look at the 1990 work plan submitted to the County which highlights goals for the year, but does not get into the specifics, but can be used as an outline to work from. With that introduction, the group began throwing out ideas for priorities and items to concentrate on throughout the year. Hageman also stated the funding requirements for the County in that the multi -unit expansion is worth the majority of the points for our funding, also, meeting the 12% goal for 1990 and some commercial and industrial activity are also required. The main points needed to be prioritized for the year and beyond include: -Waste reduction - Household hazardous waste - Expand promotion -Multi -unit expansion - Additional materials - Schools - education - Expanded advocacy role Additional subpoints are summarized under each heading. Multi -Unit Expansion - Currently 1,600 of 4,800 units -Work with haulers and management companies - Expand promotion /educational materials - design for multi -unit program Waste Reduction - Government level Recycled products procurement - Household level Environmental shopping - Schools -Junk mail, mailing rates - Recycled paper used as "junk mail" Lower rates - Consumers - use of reusable containers - Packaging ordinances Additional Materials In order to reach 35% abatement by 1993, materials expansion is needed. Expansion is also needed to deal with hazardous materials. Plastics PET & HDPE, other Education - watch pilot projects Cardboard White goods - appliances Banned from landfills July 1, 1990 Household batteries Tires Need for additional drop -offs - safe and proper disposal options if not part of collection programs Promotion /Education - Expansion Cable Speakers City -wide activities Bill stuffers - Hauler promotion - Additional information regarding area drop -off centers - Connections with Chamber of Commerce and other organizations Hazardous Waste - Permanent site(s) - Increase number of drop -off days -Eagan generation Commercial & residential level - Increase education Environmental shopper Safe alternatives Schools - Required to do six presentations during 1990 - Schools required to have collection program for 3 materials by 1991 - Curriculum development -Use County as resource - Expanded advocacy role County level In the course of a discussion on what Eagan could do to further increase the level of participation by Eagan residents in the recycling program, Hoel related an opinion expressed by several of his neighbors and acquaintances. They had come to him as a member of the Solid Waste Abatement Commission and had expressed surprise and disappointment that "the community's reward for its admirable level of recycling to date, was to have its tax increased by Dakota County because there was less garbage going into landfills." Hoel said that this new proposed tax may be a disincentive to recycling, and suggested that the SWAC should convey this concern to Dakota County. He is concerned that government does have other resources for revenue and he is curious why the money is going to be spent for other things rather than recycling and other solid waste management practices. Hoel is also concerned that the money generated for recycling will be transferred to other places. Kevin Tritz noted that Hennepin County does collect money from the TIP fees for operation of County compost sites, but they do not have any such sites operating to this date. Joanie Davis added she had heard that the $12 fee was needed to underwrite the bond referendums for the proposed resource recovery facility. Floyd Hiar noted that we need to send a message to the County Commissioners that we "the Commission" do not approve of such actions. A question then came up in regards to the exact steps the Commission needs to take in order to inform the City Council and /or Dakota County Commissioners about our concern over the issue. Hageman stated that there would be a need to inform the Eagan City Council of our view of the subject and ask for additional guidance as to future steps to be taken, i.e. contact or resolution sent to the Dakota County Commissioners. After a lengthy discussion, Hoel attempted to summarize the discussion and made a motion to direct staff to: Submit a recommendation to the City Council stating that the City and /or Solid Waste Abatement Commission inform Dakota County of the negative impact the additional $12 tax has on recycling programs in the area, that we also question the use of the funding. We urge you, the County, to use the funds to further recycling efforts County- wide. Also included in this is a request that you "County" take no further action until the Solid Waste Abatement Commission and the residents can study the proposed procedures. The motion was seconded by Mann, and all members voting in favor, the motion passed as presented. Hageman also stated that she would need to check on proper procedures for informing City Council and asking for direction from the Council on further Commission action. Staff was also instructed to watch the designated score funds generated by the 6% sales tax on refuse collections and follow its funding uses and options for the coming year. As time was running short for the meeting, Hageman recapped the items listed for our work session and will organize the notes for the May 8 meeting.
