SUBJECT: EAGAN SOLID WASTE ABATEMENT COMMISSION MEETING OF
OCTOBER 9, 1990
A regular meeting of the Eagan Solid Waste Abatement Commission
will be held on Tuesday, October 9, 1990 at 11:30 a.m. in the Eagan
Municipal Center Conference Rooms A and B. The City will provide
a box lunch to commission members requesting one by 9:00 a.m.,
Tuesday, October 9. Please contact Kris Hageman or Jane Helebrant
at 454 -8100 to indicate whether you will attend and your luncheon
preference.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, requires adoption by the
Commission.
II. APPROVAL OF MINUTES
A copy of the minutes of the Solid Waste Abatement Commission
meeting of Se tember 11, 1990 is enclosed on pages LAC
through for your review. These minutes, subject to any
change, require approval by the Commission.
III. STAFF REPORT
A. Christmas Tree Program Update- -
At its meeting of September 18, 1990, the Physical Development
Board Committee reviewed staff reports and the SWMAC recommendation
regarding Christmas tree program activities.
Enclosed on page 6 , you will find the staff report from Warren
Wilson of Dakota County Planning & Physical Development.
B. Multi -Unit Update- -
September has again been a very busy month for program expansion.
After review of new census data and our local plat maps with
housing distribution, our multi -unit count has increased to 6,478.
Currently, 5,248 units are on -line. An additional 150 will be set
up during the next 3 weeks.
C. Dakota County Recycling Center- -
Additional Materials - Dakota County and RMR are expecting to soon
add cardboard to the list of materials accepted at the RCC from
residential recycling trucks. The cardboard issue, as well as the
possibility for phone book recycling, is under study and should be
resolved by the end of October.
*Additional Note: Goodwill Industries have recently received a
grant from the Met Council. The grant is for technical assistance
for their recycling operations which will allow them to accept
textbooks, paperbacks and phone books.
D. Button Battery Recycling Program- -
The Eagan Municipal Center is joining other municipal buildings,
local jewelers, merchants and Target stores as a collection point
for button batteries.
The program started October 1 throughout the County. Residents may
deliver button batteries to any of these locations. It is not
illegal for residents to dispose of these items in their trash,
however, because of the potential problems associated with them,
Dakota County wishes to provide environmentally sound alternatives
for their disposal.

A. 1991 Performance Funding Levels- -
In review of past policies:
We began the curbside program with a funding support level of $20
per ton collected from single - family to four -unit dwellings. Also
included in the support program was $5 /ton for local redemption and
drop -off location recycling activities.
As we moved into 1990 and expansion of collection activities to
include all units (5 +) and with the addition of tin food cans to
the list of acceptable items, we reevaluated the funding levels and
increased the per ton payment to $30.
We also included a $.50 /unit /mo payment for all units not serviced
with the City - provided containers.
Our funding level for drop -off locations remained at $5 /ton.
During discussion in 1989/90, most of the larger cities within the
County moved in the same direction regarding funding levels to stay
consistent throughout the County as much as possible.
As all cities developed budgets and completed funding applications
this year, the issue of performance funding was again of most
importance.
At the latest local solid waste staff meeting, I asked for other
cities' plans for 1991. They are as follows:

The main variable we need to be aware of regarding funding
capabilities is the lack of information we have regarding 1992
funding and beyond. The County has stated there will not be a
drastic cut but we should anticipate a sunset.
Without guidelines or estimates for future funding and as we ask
the haulers to add materials to collections, our decision needs
special attention.
ACTION TO BE CONSIDERED ON THIS ITEM: Recommend hauler performance
levels for 1991.* (per ton payment)
*We have established the $.50 /unit /mo for multi -unit recycling
through December 31, 1991.

MINUTES OF THE SOLID WASTE ABATEMENT COMMISSION
Eagan, Minnesota
September 11, 1990
A regular meeting of the Eagan Solid Waste Abatement Commission was
held on Tuesday, September 11, 1990 at 11:30 a.m. Present were Tom Moline,
Dennis Seiz, Tim Hoel, Tom Mann, Floyd Hiar, and Darlene Bahr who arrived at
12:15 p.m. Also present were Recycling Coordinator Hageman, Assistant to the
City Administrator Hohenstein and Mike Trdan.
AGENDA
The agenda was approved as presented.
MINUTES
The minutes of the August 14, 1990 meeting were approved as
presented.
STAFF REPORT
Christmas Tree Program
Hageman updated the group on the latest discussion at the County
level regarding the Christmas tree program. The issue has gone before groups
of local staff, refuse /recycling haulers, the SWMAC and the County's Physical
Development Board Committee.
The Commission chose not to forward a position to the County.
Instead, they agreed to monitor what happens from the Physical Development
Committee.
Multi -Unit Update
Hageman updated the group on expansion levels. She stated the
program is moving at a fast pace and is confident all complexes will be on line
in the near future (1,100 units went on line in September). Hageman also
mentioned that the Residence Inn has started an extensive recycling program.
Household Hazardous Waste Program Update
Hageman reviewed the Dakota County HHW program plan and its recent
changes. The main areas of focus were: development of a permanent drop -off site
in Lakeville, two drop -off locations throughout the County and the opening of
a Reuse /Recycling Center for trade or pick -up of usable products.
OLD BUSINESS
Commercial Recycling Activities
Hageman updated the group on the NATCO facility recycling plan which
the City supported. Hageman also mentioned a target date for distributing the
business brochure as the end of October, 1990. Hageman also noted Commission
member suggestions for brochure content.
NEW BUSINESS
1991 Funding Application Overview
Hageman reviewed the main components of the 1991 funding application.
By reviewing goals for 1991 and beyond, a significant amount of operations money
had been budgeted for promotional activities. In addition, the City has chosen
to purchase an additional 7,500 sets of containers for the curbside program to
support the still growing community.
Bahr moved, Moline seconded, to approve the funding application for 1991
and recommend it for adoption by the City Council. Motion passed 5 -1.
Dakota County /Eagan Yardwaste Compost Site
Program Plan /Options for 1991
Staff reviewed the current situation regarding yardwaste facilities
throughout the County and Dakota County plans for future sites and programs.
Future plans for the Eagan site will be discussed at future meetings.
OTHER BUSINESS
Mann suggested the City recognize SWAC and other City Commission
members for their activity in local issues and programs. Mann also suggested
that a letter be sent to former Commission member Terry Schnell for his years
of service and important contributions to SWAC.
ADJOURNMENT
Motion by Bahr, seconded by Seiz, all members voting in favor to
adjourn the meeting. The meeting was adjourned at 1:00 p.m.

STAFF REPORT
YARD WASTE
The issue discussed most frequently in the past three months
is Christmas trees. Following the September report to this
group, an executive summary was prepared which responded to
the County Board's direction to staff. A recommendation was
made to the Physical Development Board Committee (PDBC)
which could enable the County to implement mandatory source -
separation of Christmas trees generated during the 1990
holiday season.
As background, staff prepared language for amendments to the
Source Separation Ordinance, and estimated program costs.
The recommendation to the PDBC suggested that an effective
date for Ordinance amendments should be set, and that the
PDBC should recommend to the Board that a date for a public
hearing should be set. This would enable the cities and
other effected parties to be notified of the public hearing.
In effect, a program could be implemented if:
O the County's Source Separation Ordinance was
amended;
O an education program was implemented (it was
pointed out that the impact of the program would
be less than optimum because of the short time
available); and
O a public hearing date was set for the purpose of
receiving comments on the proposed Ordinance
amendments (the earliest possible public hearing
date is Tuesday, October 9, 1990).
To enable the County Board to receive pertinent comments,
December 15, 1990 was set as the effective date of the
Ordinance amendments.
Following the PDBC meeting, two resolutions have been
prepared as alternates to the Resolution which set an
effective date for amendments, and a date for the hearing:
1. A Resolution by which the Board would approve a
voluntary program. There is no sunset date.
2. A Resolution by which the Board would approve a
voluntary program for trees generated during the 1990
holiday season, and requiring an evaluation of the
response by April 1, 1991.
