SUBJECT: EAGAN SOLID WASTE ABATEMENT COMMISSION MEETING OF
FEBRUARY 14, 1989
A regular meeting of the Eagan Solid Waste Abatement Commission
will be held on Tuesday, February 14 at 11:30 a.m. in the Eagan
Municipal Center Conference Rooms A and B. The City will provide
a box lunch to commission members requesting one by noon, Monday,
February 13. Please contact Jon Hohenstein or Jane Helebrant at
454 -8100 to indicate whether you will attend and your luncheon
preference. This is very important so that we do not
unnecessarily spend public dollars if you are unable to attend.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, requires adoption by the
commission.
II. APPROVAL OF MINUTES
A copy of the minutes of the Solid Waste Abatement Commission
meeting of January 10, 1989 is enclosed on pages (S for your
review. These minutes, subject to any change, require approval
by the commission.
III. CURBSIDE RECYCLING IMPLEMENTATION
A. Recyclable Drop Off Support Levels- -
At its December meeting, the commission established a support
level for hauler recycling at $20 per ton for beverage cans,
glass and newsprint which can be verified as collected from the
City of Eagan. Following that meeting, discussion with certain
members of staff and the recycling community raised the issue of
support for drop off centers.
Over the past three years, tonnage payments have been available
in the amount of $4.00 per ton to any recycling program or City
sponsored program which applied for the rebate. Originally this
program was offered by the Metropolitan Council and in 1988 the
responsibility was transferred to Dakota County. The $4.00 per
ton program has been discontinued by the County in favor of the
overall funding program under which the City's activities are
currently being funded. The issue before the commission is
whether or not additional dollars should be set aside to continue
a tonnage rebate program or drop off centers.
The 1988 Eagan drop off programs accounted for roughly 450 tons
of recyclables which resulted in the payment of $1,850. Staff
would recommend that the commission consider a 1989 support level
consistent with the previous programs to encourage these drop off
facilities to continue to be active as an alternative for multi
family units not currently covered by curbside programs and for
others who have established drop off habits.
One qualifier to this support level should be that it is eligible
only for materials for individual collectors and will not be
duplicative of the $20 per ton previously approved for haulers.
That is to say, that the City would not reimburse a drop off
center for tonnages collected from haulers using the center as a
market.
Cl' ACTION TO BE CONSIDERED ON THIS ITEM: To approve or deny an
additional support level of $g per ton for drop off and
redemption centers located in the City of Eagan.
B. Recyclable Tonnage Documentation Plan- -
In order to qualify for City tonnage payments and permit the City
to provide accurate volumes to Dakota County, it will be
necessary for the haulers to provid accurate tonnages on a
timely basis. Attached on pages °I- you will find the 1989
application work plan which indicates volume estimates from the
haulers on June 15 and September 15 and a final report on January
15 of 1990. In order to facilitate transfers of funds to the
haulers, staff would propose to change these interim estimates to
certified quantities including weight tickets with the
appropriate documentation to allow the City to transfer support
payment to the haulers on a quarterly basis. Also enclosed on
pages -°#\o are copies of tonnage survey forms which the County
has used for various purposes in the past. Staff would recommend
a modification of these forms to fit the immediate needs of the
City. In addition to the information listed, staff would further
recommend that quantities be requested for cubic yards of yard
waste, number of households participating and a definition of
participation and an indication of total tonnage of regular
refuse from Eagan residents.
The purpose of this information would be to not only determine
the total amount of recyclables but also the number of households
participating and the size of the waste stream from which the
recyclables were taken. This will give a clear indication of
what percentage of residential waste Eagan is recycling rather
than comparing our tonnage figures against the estimates provided
by the County.
ACTION TO BE CONSIDERED ON THIS ITEM: To approve, deny or modify
staff's recommendation for documentation including 1) quantities
and weight tickets for recyclables, 2) quantities in .,2414c

IV. OTHER BUSINESS
A. Commission Update
1. Recyclable Containers - -The City began receiving its
recyclable containers on Friday, February 3, 1989. Staff has
arranged storage for the containers at R.L. Johnson's Yankee
Place warehouse from which distribution will be staged in late
February and early March. Staff will have samples of the
containers available for distribution on Tuesday.
2. Container Distribution Plan- -Staff is in the process of
defining the container distribution plan at this time. Due to
the early arrival of the containers, it will not be possible to
simply distribute them from the semi trucks on which they
arrived. However, staff is exploring alternatives such as rental
of trucks and hiring of crews or, in the alternative, use of an
independent vendor for distribution. Among the vendors, several
haulers have expressed an interest in doing the entire City. If
we were to accept these offers, it would be staff's
recommendation that the hauler be required to perform the service
in unmarked vehicles and that no advertising would be permitted
to be distributed with the containers. Staff is seriously
considering this alternative, however, because it appears that
the haulers are willing to provide it at a substantially lower
price than has been available from the private sector. It is
currently the staff's intent to utilize established routes such
as snow plowing routes to direct any crews in their distribution.
If further developments occur between now and Tuesday, staff will
inform me of that fact.
3. HERO Program Promotions - -At the present time staff is
anticipating the delivery of promotional materials for the Eagan
recycling program on Friday. If they arrive in time, they will be
distributed with this packet without page number. If not, they
will be distributed at the meeting on Tuesday. Staff has worked
with a graphic artist and other local talent to develop a
promotional campaign geared around the acronym HERO. For the
introductory piece, HERO stands for Here's Eagan's Recycling
Opportunity. In future publicity items it will stand for things
like Help Eagan Recycling Operate, Hit Eagan's Recycling
Objectives, etc. We will also be utilizing newsletters,
newspaper articles, newspaper advertisements to promote the
program.

A regular meeting of the Eagan Solid Waste Abatement
Commission was held on Tuesday, January 10, 1989 at 11:30 am,
at the Eagan Municipal Center. The following members were
present: Marshall, Schnell, Ista, and Knutson. Absent were:
Nordby, Milbridge, Tritz, Bahr, DeBilzan, Hoel and Mann. Also
present was Administrative Assistant Hohenstein, Administrative
Intern Mundahl, Bob Liettet representative of Quality Waste
Control, the hauling industry and public.
AGENDA
No quorum was present to adopt the agenda.
MINUTES
No quorum was present to approve the December 13, 1988
minutes.
ELECTION OF ACTING CHAIRPERSON
By the consences of the members present, Ista was elected as
acting chairperson for this meeting.
EAGAN /DAKOTA COUNTY JOINT POWERS AGREEMENT
Hohenstein reviewed the Eagan /Dakota County Joint Powers
Agreement. The group was concerned in whether or not the percent
requirements should be release to the public. Upon the consent
of the members present, with approval by city attorney, to accept
the Eagan /Dakota County Joint Powers Agreement.
CONTAINER DISTRIBUTION PLAN
Hohenstein presented several options on how to distribute
the containers to the residents, and asked the commission for
input and ideas on how distribution could be accompished. Ideas
of using county services, haulers, city employees, service groups
etc., were discussed. It was the opinion of the members present,
to let Hohenstein work out the details for delivery of the
containers, and to report back to the commission at the next
meeting on what arrangements were made.

CITY LOGO
Hohenstein presented to the commission, examples of the logo
and what is to be printed on the containers. After much
discussion, the commission decided, since the containers are
assigned to the house and not the resident who lives there, that
the words "Property of the City of Eagan" should be placed on the
container. It was also mention that the city phone number should
not appear on the container.
RECYCLING INTERN
Hohenstein mention to the Comission, that the application
and interview process would be occurring at the end of January.
NEXT MEETING
The next regular meeting of the Solid Waste Abatement
Commission will be on Tuesday, February 14, 1989 at 11:30 am in
the Eagan Municipal Center.
ADJOURNMENT
Since there was no official motion to call the meeting to
order, no motion for adjournment was made.
