ADJOURNMENT MEMO TO: CHAIR HOEL AND MANN AND ALL MEMBERS OF THE SOLID WASTE ABATEMENT COMMISSION FROM: ADMINISTRATIVE ASSISTANT HOHENSTEIN DATE: DECEMBER 8, 1988 SUBJECT: EAGAN SOLID WASTE ABATEMENT COMMISSION MEETING OF DECEMBER 13, 1988 A regular meeting of the Eagan Solid Waste Abatement Commission will be held on Tuesday, December 13, 1988 at 11:30 a.m., in the Eagan Municipal Center Conference Rooms A and B. The City will provide a box lunch to those requesting one by noon, Monday, December 12. Please contact Jon Hohenstein at 454 -8100 to indicated whether you will attend and your lunch preference. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, requires adoption by the Commission. II. APPROVAL OF MINUTES A copy of the minutes of the Solid Waste Abatement� Commission meeting of November 9, 1988, is enclosed on pages ' , for your review. These minutes, subject to any change, require approval by the Commission. III. CURBSIDE RECYCLING IMPLEMENTATION A. Hauler Material Support Levels- - 1.Recyclable Tonnage - As you will recall, the commission and staff had previously discussed the use of approximately $26,700 of the City's share of the County Landfill Abatement Fund for performance based funding. If the City achieves its 1989 target of 9% of the waste stream, it will capture approximately 1760 tons. One alternative then is to apply the available funds evenly over the expected tonnage ($26,700/1760 = $15.17 /ton). A second alternative would be to offer support only for recyclables because of the additional handling costs associated with them. To do so, the City would have to control for the expected tonnage of yard waste included in the 9 %. Current County estimates for 1989 indicate that approximately 3% of the waste stream will be captured as yard waste next year or about one -third of the 1989 target. Considering ranges around this estimate, the following scenarios may occur: Rycycf ables /Yard Waste 75 %/25% (1320 tons) - $26,700/1320 = $20.23 /ton 67 %/33% (1180 tons) - $26,700/1180 = $22.63/ton 50 %/50% (880 tons) - $26,700/880 = $30.34 /ton A third alternative would be to offer support for both recyclables and yard waste, but at different rates for each. Unfortunately, staff has not been able to develop a program for participation in the Burnsville facility at this time. What may be reasonable is a system which covers or approximates the tipping fee for yard waste at the County facility. At the present time the 1989 fee is estimated to be approximately $2.00 /yard or about $11.00 /ton (conversion factor of 5.5 yards /ton). Using the same ranges as above, support levels could be as follows: Recyclables /Yard Waste 75 %/25% (1320/440) - ($26,700 - $4840)/1320 = $16.56 /ton 67 %/33% (1180/580) - ($26,700 - $6380)/1180 = $17.22 /ton 50 %/50% (880/880) - ($26,700 - $9680)/880 = $19.34 /ton As you can see the support level for yard waste will have a considerable effect on what would be available for recyclable support. At the County's estimate of yard waste as one -third of next year's abated waste, the differential is approximately $4.50 /ton. As a point of reference, it appears that the City of Burnsville will be offering approximately $20.00 /ton of recyclables and free use of their compost site for Burnsville yard waste. Other cities plans are still being formulated at this time. Two points should be considered. First, the County has broadened its guidelines to allow application of capital funds to operational support of this kind at the discretion of the City. Therefore, Eagan could use that as a source of funds to augment its available dollars if recycling exceeds 9% or the Commission wishes to match the going rate in Burnsville. Second, it should be noted that all support programs are to be reconsidered on an annual basis and that support payments should be expected to be phased out as rising tipping fees make cost avoidance the prime reason for haulers and waste generators to recycle. ACTION TO BE CONSIDERED ON THIS ITEM: To recommend for City Council consideration a support level for performance based funding for residential recyclables for 1989. 2. Yard Waste Tipping Fee - See discussion above. B. Eagan /Dakota County Joint Powers Agreement- - As indicated in the agenda, this item is tentative depending upon <71.2 its completion by and receipt from the County. At the time of packet preparation, it had not been received. If it arrives in time for distribution, it will be forward to the Commission under separate cover. IV. OTHER BUSINESS A. Commission Update- - 1. Container Bid - Bids were received for recyclable containers under the recommendation of the Commission and were considered for Council action on December 6, 1988. The apparent low bidder was Rehrig- Pacific at $9.68 /set. Shamrock industries was the only other bidder at $10.76 /set. Representatives of Shamrock were present at the Council meeting and requested a reconsideration of the specification to include a requirement of a solid sided container for glass to minimize adverse consequences of potential breakage and to include a longer warranty period. As a result the Council chose not to award the bid and directed staff to rebid the containers with the additional requirements. Bids will be received on December 19 for consideration at the December 20 City Council meeting. 2. Ordinance Amendments - The solid waste ordinance amendments were approved as recommended by the City Council at the December 6 meeting. As the haulers had requested, the section of the ordinance requiring prior approval of rates was replaced by the language requiring prior notice of rates and rate changes. 3. Recycling Intern - Staff has received approval for and will be advertising for a Recycling Intern to assist with implementation of the City's programs for next year. It is hoped that the intern can be on board early in January. V. NEXT MEETING The next regular meeting of the Solid Waste Abatement Commission will be on Tuesday, January 10, 1989. VI. ADJOURNMENT The meeting will adjourn at or about 1:00 p.m. dmistra €i a Assistant cc: Tom Hedges Dale Runkle Subject to Approval MINUTES OF THE SOLID WASTE ABATEMENT COMMISSION Eagan, Minnesota November 9, 1988 A regular meeting of the Eagan Solid Waste Abatement Commission was held on Wednesday, November 9, 1988 at 11:30 am, at the Eagan Municipal Center. The following members were present: Milbridge, Marshall, Schnell, Tritz, Mann, and Hoel. Absent were: Knutson, Bahr, Ista, Nordby and DeBilzan. Also present was Administrative Assistant Hohenstein, Administrative Intern Mundahl and representatives of the hauling industry and public. AGENDA Upon motion by Schnell, seconded by Marshall, all members voting in favor, the agenda for the meeting was approved as presented. MINUTES Upon motion by Schnell, seconded by Hoel, all members voting in favor, the minutes of the October 11, 1988 meeting were appro- ed as presented. ORDINANCE REVIEW Hohenstein reviewed the ordinance proposal as presented to the Commission for their approval. There was discussion on whether to remove the Code section regarding City Council rate regulation. It was the opinion of the Commission that the "Market" would handle the rate structure, but if any problems arise, the City could reconsider rate regulation later on. An amendment to Section 6:37 Subd. 4D and D.1 recommended Council consideration of eliminating rate regulation, but requiring prior notice of rate changes was moved by Schnell, and seconded by Marshall the amendment was passed 6 -1. Upon motion by Schnell, seconded by Milbridge, all members voting in favor, the Ordinance for the Recycling program was approved as amended. STACKABLE CONTAINERS Hohenstein reviewed the possible alternative containers to use for recycling by a variety of different manufacturers. After discussion of different model styles, upon motion of Milbridge, LI seconded by Marshall, two stackable container system would be used in Eagan's recycling program. One would be stamped CANS, and the second container would be stamped. GLASS. The motion was approved by 6 -1 vote. NEXT MEETING Hohenstein indicated that the next regular meeting of the Solid Waste Abatement Commission will be Tuesday, December 13, 1988, at 11:30 am in the Eagan Municipal Center.
