12/20/1988 - City Council SpecialAGENDA SPECIAL CITY COUNCIL MEETING DECEMBER 20, 1988 3:45 P.M. - MEETING CALLED TO ORDER /REVIEW INTERVIEW PROCEDURE 4:00 P.M. - FIRST INTERVIEW 4:30 P.M. - SECOND INTERVIEW 5:00 P.M. - THIRD INTERVIEW 5:30 P.M. - COUNCIL TO REVIEW INTERVIEWS - OTHER BUSINESS - ADJOURNMENT MEMO TO: HONORABLE MAYOR & EAGAN CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: DECEMBER 16, 1988 SUBJECT: DECEMBER 20 INTERVIEWS OF FINAL CANDIDATES/ CHIEF OF POLICE As the Council is aware, we are now at the final interview stage for the position of Chief of Police for the City of Eagan. When the position was originally advertised, approximately 35 applications were received. After thorough screening of these applications, seven candidates were invited to the Eagan Municipal Center for a preliminary interview. The interviews were held on Friday, December 9. The interview panel was comprised of the Superintendent of the BCA, the City Manager from New Hope (who also is an ex -Chief of Police), Administrative Assistant Duffy and myself. For your information, Superintendent Mark Shields had worked with most of the candidates as a part of his job and /or was very familiar with the reputations and operations at the police departments from which they came. He was able to provide valuable insights to the panel. The panel is recommending three final candidates to be advanced to the final interview stage. The final interviews will be held at a special City Council meeting to be held on Tuesday, December 20, at the Eagan Municipal Center beginning at 4:00 p.m.. Each interview will be scheduled to last one -half hour. In order to avoid discrimination and to be fair to all candidates, we will follow the same procedure as that used for Community Development Director interviews. Each candidate will be asked the same five questions. If you wish to ask individual follow -up questions, they should, if possible, be directly related to one of the questions asked or answers given. As a reminder, it is illegal to ask any questions regarding a candidate's national origin, color, race, religion, political affiliation, creed, age, marital status, family, disability, sexual preference, status in regard to public assistance, or sex. I have attached an agenda for the special City Council meeting. Please note that all Councilmembers should be present at 3:45 p.m. in order to discuss the procedure and familiarize themselves with the questions. The first interview will begin at 4:00 p.m. The candidates will be interviewed in alphabetical order: David Farrington, Patrick Geagan and Leslie Sharrock. Also attached for your information are copies of the application information for each of the final candidates and a copy of the position write -up. For your information, a reporter from the Minneapolis Star /Tribune contacted this office to inquire if the meeting were public. She was informed that, according to the open meeting law, it would be a public meeting. She subsequently published that information in an article regarding the Chief of Police selection in Eagan. Therefore, it is possible that reporters or other interested parties may be present at the meeting. On the other hand, it is also possible that no one will come. If any councilmember has any questions or would like to request further information, please contact me or Administrative Assistant Duffy on Monday during the day. 61..
