From: COMMUNICATIONS DIRECTOR GARRISON
Date: August 29, 2012
Subject: Draft 2012 Eagan Residential Survey
Attached is a draft of the 2012 Residential Survey prepared by Decision Resources which
includes questions Eagan (and other cities in the region) have asked historically for
tracking and trend purposes, plus those local questions developed specifically for Eagan.
The timing of an early September Communications Committee meeting is very good,
because our residential surveys are typically pre - tested and fielded this time of year in
even years, to fall in between the primaries and general election polling residents
typically receive from other sources.
I welcome any suggestions the committee might have and am familiar with the League of
Minnesota Cities questions which we have typically asked separately, but could be asked
in this instrument. Regarding retail and restaurants, questions 90 -95 focus on that
specifically, but could be added to if something is missing or needs to be asked a
different way than we have historically.
For the committee's benefit, Decision Resources conducts a telephone survey with a
random sample of 400 Eagan residents spread across all precincts of the city with an
equal amount of female and male participants. Phone interviews, because of the length of
the survey, are prescheduled to a convenient time for the resident. Results are accurate to
a 95% degree of accuracy, or put another way, with a +/- 5% margin for error.
Below is an index of the categories for the 144 question survey, which may help you
more quickly review areas of interest. The survey costs approximately $20,000 to
conduct.

Minneapolis, Minnesota 55416 REVISED 2.0 AUGUST 2012
Hello, I'm of Decision Resources, Ltd., a survey research
firm located in Minneapolis. We have been retained by the City of
Eagan to speak with a random sample of residents about issues
facing the community. This survey is being conducted because the
City Council and City Staff are interested in your opinions and
suggestions about current and future city needs. I want to assure
you that all individual responses will be held strictly
confidential; only summaries of the entire sample will be
reported.

Some areas in Eagan are aging or in decline. Other cities have
used development incentives, such as public financing assistance,
to encourage redevelopment.
As you may know, the City has incurred costs as areas of the city
are developed and other areas are redeveloped.....

Redevelopment activities are typically more expensive than devel-
opment on bare land. Some cities have issued bonds backed by city
property taxes to acquire the funds for redevelopment efforts.
Other cities have used an additional property tax levy to fund
redevelopment activities. If it were necessary to spur
redevelopment in certain areas....

areas of the city? How about
