BOX 21199 BEA BLOMQUIST EAGAN,MINNESOTA 55121 Mayor PHONE:(612)454-8100 THOMAS EGAN JAMES A.SMITH JERRY THOMAS THEODORE WACHTER October 22, 1982 Council Members THOMAS HEDGES City Administrator DEBORAH HEDGES EUGENE CVACl Clerk k 1821 CINNABAR CT EAGAN MN 55122 Dear Mrs. Hedges: It has come to our attention through a formal complaint that on or about October 12, 1982, your husband acting in his capacity as City Administrator during a staff meeting at the Eagan Police Department served doughnuts for which the safe period of sale had passed. It has been further alleged that in an attempt to cover up this heinous crime the date was crudely and clumsily altered. Our investigation of this matter has revealed that he may have been aided and abetted by you in the purchase and/or storage of these potentially unsafe and pathogenic doughnuts. While the City Council, City staff, all citizens of Eagan and especially Tom's mother and father appreciate your unlimited capacity to tolerate, support and encourage this man in his many and varied endeavors (has he really played softball prior to this past summer?) , we would like to encourage you to exercise all prudent restraint while he engages in questionable activities relating to the purchasing and serving of pastries at staff meetings. Since the evidence is only circumstantial in your case, prosecution is un- likely. However, considering the case against Tom and the potential prob- lems involving the participants at the staff meeting, prosecution and con- viction are near certainties. Although it is not our intention to act as judge and jury, we feel that our advice may be helpful in this time of trauma and uncertainty. Perhaps with a total and complete reformation of Tom's callous, indifferent, and bombastic attitude regarding the fur- nishing of doughnuts/rolls for these staff meetings, the charges could be dropped or at least plea bargained. Perhaps the doughnuts/rolls could be served fresh and in sufficient quantity to provide one each for all par- ticipants at the meetings. Statements such as "Pot luck will be served (if there is anything in the pot! )" tend only to agitate and incite rather than subdue and placate. Please do not expect leniency or compassion based on good behavior. There really hasn't been much of it. THE LONE OAK TREE...THE SYMBOL AND GROWTH IN OUR COMMUNITY / v- City of Eagan/Deborah Hedges October 22, 1982 Page Two Again, we respectfully request your assistance and cooperation. Please rest assured that this matter is highly confidential and only the people listed in paragraph three have been notified of these indiscretions. Sincerely, B.
