02/26/1973 - Advisory Parks & Recreation Commission VILLAr,E OF EAGAN PARK COMMITTEE SPECIAI. MEETING MINUTES February 26, 1973 Eagan Village Hall Members absent: Dale Everson Also present: Paul Hauge, John Voss, Eldon Hugelen. Charles Hall chaired the meeting. John Voss reviewed the entire financial situation and recommended that we ask the Village Council to authorize sale of the remaining $400,000.00 in park bonds. We could need $200,000.00 this Spring and $200,000.00 by Fall. The Village Council will be advised of this at their next meeting. John also mentioned more stringent guidelines for negotiations which must be followed on our remaining parcels. These include a more detailed report by the appraiser. The Park bond financial situation was discussed in detail. John Voss will update some of the figures and this will be discussed again. An alternate method of financing assessments will be requested when all financial information is complete. John also presented a proposal for designing and writing specifications on park signs. No action was taken. Barb Schmidt moved to recommend to the Village Council that Tony Roszak be authorized to proceed on the Sell property according to HUD's new procedure. Neil Coates seconded the motion. Tony will also be asked to proceed with haste on preliminary negotiations with Kehne and McCarthy. John Voss presented a proposal from Eagan 500 to dedicate portions of our proposed parks at Thomas and Blackhawk Lakes. John was asked to discuss several alternates with them including more flat usable land. It was stated that full credit would not be given for existing easements. Rahn Park and McKee Park concept plans were reviewed with Eldon who will make some changes and bring them back to our next meeting. The meeting was adjourned.
