Staff recommends that park dedication be satisfied by cash per
lot. No trail access appears to be needed.
This item was tabled at the February Planning Commission meeting
but could be brought up again in March. Therefore it is
appropriate for the Park Committee to make a recommendation at
this time.

2. A request for a preliminary plat, Sunset Addition, in order to sub-
divide a five (5) acre tract into twelve (12) single family lots.

The proposed plat, Sunset Addition, follows the same design characteristics
as the Saddle Horn Addition which is located directly east of the proposed
plat. The plat meets all the requirements of the R-1 zoning district and
would provide continuity to the undeveloped land which surrounds the Sunset
Addition. Hackmre Drive, which borders the southern boundry of the plat,
would continue when the undeveloped land to the-west if platted. Whisper
lane would also be able to continue north as the land continues to develope.
At present, Whisper lane is intended to have a temporary cul-de-sac on the
northern edge of the plat to allow turn around for maintenance vehicles.
When the area to the north is developed, Whisper lane could also service
this area. The reason Mr. Brandt is proposing to rezone and subdivide his
five (5) acre parcel is that the City is extending sewer and water up
Wilderness Run Road to Dodd Road and up to Saddle Horn Addition. Because
of the assessments, Mr. Brandt wishes to subdivide his five (5) acre parcel
into the twelve (12) lots. The first public hearing for the Saddle Horn
Addition preliminary plat was November 28, 1978. Since that time, the hearing
has been continued until the drainage could be worked out for the proposed
lat. It is ml' understanding, talking with Bob Rosene and Tan Colbert, that
plat.
the drainage problem-has. been resolved. It is also my understanding that a
drainage easement will be obtained fran Dunn & Curry and the runoff will be
diverted to the north. If the preliminary plat is approved, it should be
be subject to the following conditions:

1. The rezoning and final plat should not be finally approved by the
City until the public utility project has been ordered in.
2. No building permits should be issued on any of the lots until utilties
would be available to each lot.
3. Whisper Lane, in the future, is proposed to be a through street.
However, since develognent to the north has not occurred, Whisper
lane will be a temporary cul-de-sac and would require a 20 foot
variance until Whisper lane becomes a through street.
4. On the proposed plat, Hac}amre Drive has only a 30 foot half right-
of-way. There should be an additional 30 foot half right-of-ray
dedicated fran the property owner frcxn the south.

The Fngineering Division of the Public works Department offer the following
ccmnents for consideration in review of the above referenced preliminary plat:
UTILITIES
Sanitary sewer and water will be provided during the 1979 construction season
under Project #241 to the Saddle Horn Addition, immediately east to and adjacent
to this proposed plat. Extensions of this proposed plat to service Sunset
Addition itself will have to be at the specific written request of the
developer.
DRAINAGE
The existing drainage of this land splits in the middle and drains to the
north and to the south. Because no storm sewer system has been proposed
or will be provided to service this plat, it is the developers responsibility
to handle any excess runoff generated frcan this plat in a positive manner. 3
The drainage for the south half of this plat is proposed and will be required
to be handled in a temporary holding pond to be constructed on Lot 1, Block 1.
A berm of sufficent height and width as determined by the City Engineer will
be required along the west property line of Lot 1, Block 1, to insure that all
excessive drainage generated from this plat will be retained on site until a
positive storm sewer system is made available. Drainage for the north half
of this plat will drain to the north and then east across the north property
line to the existing drainage swale on the existing property to the north of
this proposed plat. Drainage easement or letter of understanding granting
permission for this excessive runoff to run across this property to the north
must be obtained by the developer prior to final plat approval.
STREETS
It should be required that Hackmore Drive be improved to the west proper-ty
line of the proposed Sunset Addition. Whisper lane will be improved with a
temporary cul-de-sac at the north end providing for continuation of the street i
when the properties to the north eventually develop. It will be the responsibility
of the developer to petition for the streets should he want it to be installed
under City improvement project.

Tb insure proper access to this proposed plat with a standard 32 foot-
residential 5 ton street, a 60 foot street right-of-way is required
for the extension of Hacktmre Drive. The northerly 30 foot half right-
of-way will be dedicated as part of this plat. Whether the City or the
developer is required to obtain the southerly 30 foot half right-of-way it
is reccurended that this must be acquired prior to final plat approval.
In addition to the common 5 and 10 foot drainage and utility easement
adjacent to the lot lines, a 15 foot drainage and utility easement will
be required adjacent to the north lot line of Lot 6, Block 2, for proposed
future storm sewer extension. And a 30 foot drainage and utility easement
will be required to be centered over ccnmon lot line of lota 3 and 4, Block
1, for proposed future storm sewer and/or drainage swale construction.

Neighborhood Study Results
A neighborhood study for this area has been completed.
A 15 acre neighborhood park has been designated to be located
in part on the Braun property (E2 of the NW;, Section 33) and
in part on the R & D Services property (WZ of the NE4). This
the Park Committee at the February 8,
location was reviewed by
1979 meeting.
The planned all purpose trail link from the High Line Trail to
Holland Jensen Park transects Section 33 and impacts the subject
property. This route was also approved by the Park Committee
at the February 8, 1979 meeting. See attached map.

Previous Action

The Park Committee recommended that staff pursue the dedication
of two trail easements; one located along the north line of Lots
9-12 for the all purpose trail, (width to be determined) and one
located between Lots 66 and 67 for a walkway to Holland Jensen
Park with the park dedication to be satisfied by a cash donation.'
In addition the dedication of Outlot A to the City for future
transfer to Dakota County has been discussed.
Park Director's Comments
It is suggested that park dedication be accomplished as follows:
1. The developer shall provide the City with a 30 foot easement
for trail purposes south of the north line of R2 lots 9,10,11 & 12.
An easement is recommended at this time since the trail link has
not been totally finalized. An outlot could be requested prior
to final plat approval if the trail location is firmly established r
through this section and to the north at that time.

2. The developer shall construct an 8 foot wide asphalt pathway,
to City specifications, between Lots 66 and 67 at the time of
road construction and will grant an easement to the City for the
pathway plus one additional foot on either side when the pathway
has been constructed and accepted by the City. The development
bond should include escrowed funds to guarantee this construction
and dedication.
3. Outlot A should not be accepted by the City for park dedication.
but should be dedicated directly to Dakota County or platted
into lots. See attached memo dated 2-26-79.
4. The park dedication should be satisfied by cash per lot.
Additional Comments

The developer has been notified of the City's sidewalk require-
ment and has agreed to construct an 8 foot asphalt pathway
on the east side of Johnny Cake Ridge Road within the road right-
of-way. Dakota County plans to construct a 10 foot asphalt
pathway on the west side of Johnny Cake Road to the zoo and
will also construct a pathway from the subject property south
-along the park border. The county would prefer a 10 foot width
or could conform to what the City requires of the developers.
The Park Committee may wish to recommend that the pathway adjacent
to this development be constructed to the ten foot width because
of the potential heavy use from zoo traffic. Current figures
indicate that a 10 foot asphalt pathway costs only 6% more than
the 8 foot width.

It appears that there could be scene problems associated with the suggestion
that the City of Eagan take dedication of Outlot A in the Brittany Plat and
then in turn donate it to the County as an addition to Holland-Jensen Park.
The County Park Director indicates that he has no real concern about whether
this outlot is added to the County Park.
Acceptance of the outlot would require formal action by the County Board who
could easily raise questions about what value this would have to the County.
This would be difficult to answer since the County is not concerned about
controlling the run-off into this particular pond.
According to the CcmPr&,ensive Sewer Plan, if I read it correctly, this f
pond is LP-3 and has a high water level of 899 and a normal water level
of 887. Sketching these lines on the topo map shows me there would be
fairly steep area approximately 200 feet wide between the normal water
line and the property line. If the County does not accept the outlot, this
area would become a maintenance responsibility for the City. It is my
understanding that we are attempting to avoid dedication of land and
water for parading purposes and instead are requiring ponding easements
to specific water elevations.
In veiw of the above, I recomTend that the City not accept this dedication
but rather that the developer either plat the pcnding area as part of the
adjacent lots or contact the County directly regarding its possible addition
to Holland-Jensen Park. Please let me know your thoughts on this matter. .
In addition, the developer should be made aware of the City sidewalk policy.
A sidewalk or trail should be constructed within the road right-of-way. In
the past, sidewalks have been required only in conjunction with road
construction. However, the sidewalk policy is part of the subdivision
ordinance. The right-of-way was benched in when the road was constructed.
Dakota County plans to construct a ten foot asphalt bike path on the east
side of Johnny Cake Ridge Road from Eagan's south bonder to the north side
of Holland-Jensen Park just south of this plat. If Eagan was to require an
eight foot trail from Brittany, Dakota County would construct their trail
eight feet wide to conform. (The County will be constructing a ten foot
trail on the west side of Johnny Cake Ridge Read this summer.)

°LANNER'S COMMENTS
1. Land Use Plan: In both the "Eagan Land Use Plan" and the "Zoo Area Development Guide"
this area is proposed for low density, mixed residential use, therefore, the proposed ;
rezoning to R- l and R-2 appears to be consistent with these guide plans.
j2. Design: The preliminary plat appears to be well-designed. It provides street*con-
tinuity to the adjacent Beacon Hill plat to the north and provides for street access
in the future, to the east along proposed Brittany Road. Most of the area is planned
for large-lot single family development (20,600 s .ft. average) with with a 6.6 acre
area proposed for ten (10) two-family structures (20 dwelling units) adjacent to
Johnny Cake Ridge Road. The plat also provides for a 20' wide walkway easement to
the south where this plat would border the Dakota County Park - Lebanon Hills.
3. Park Dedication: In a preliminary review, the Park Committee indicated that a cash
donation wou d e required rather than land dedication because of the proximity to the
Dakota County Park and plan for a neighborhood park in another location to the north
to serve this neighborhood. The petitioner has indicated a willingness to dedicate
Outlot "A" which is located at the southwest corner of the plat to the City which, in
turn, could dedicate this outlot to the County Park. The outlot would provide for
dedication of a portion of a ponding area and a slope which more naturally should
exist as a part of the park area. The petitioner would not receive park dedication
credit for dedication of this outlot. Also, the Park Committee is requesting the
dedication of a 30'_widetrail easement along the north boundary of proposed lots
9, 10, 11 and 12 of-the-R-4 area (Brittany Court North).

The Engineering Division of the Public Works Department offers the following
comments for consideration in the approval of the above referenced preliminary
plat:

UTILITIES
Sanitary sewer excessibility is provided by the existing 24 inch trunk sanitary
sewer line located on the eastern end of this proposed plat and also through
the proposed development and utility installation associated with Beacon Hill
Plat northeast to and adjacent to this plat. These two systems are capable
of handling the proposed flows generated by this plat. Water main will be
provided through the previously mentioned Beacon Hill develognent. It is
also proposed to be stubbed to the east from the cul-de-sac in the southeast
corner and the proposed through street and also proposed to be stubbed to the
north for future development along the proposed cul-de-sac on the northwest
corner. Appropriate looping, hydrant placement, gate valve placements, etc.,
will be provided for during the final utility plan approval process.
STREETS
Because of the existing irregular terrain, the proposed street pattern appears
to be the most feasible. Some minor variations are recommended though. The
cul-de-sac in the northwest corner of this plat should be extended to the north
with a temporary cul-de-sac for a proposed through street providing for a proper
connection to the future development to the north. The proposed through street
through the middle of this plat should be bowed to the east, sufficient distance
to eliminate the proposed half cul-de-sac. After reviewing the preliminary
street grades that were submitted, it is.recamended that the maxinum grade
be established at 8% for any particular section of street.
DRAINAGE
All drainage from this p t is proposed to be handled on-site through a series
of existing low land depr ssions. With the Dakota County Park immediately south
and adjacent to this plat no drainage will be allowed to enter into Gerhardt
Lake. An internal storm sewer system is proposed to direct surface drainage
into these existing we and depressions. In reviewing the Environmental
Assessment Worksheet ( +1), satisfactory erosion control measures have been
proposed to prevent any excess siltation or erosion during the development
of this plat. The overall drainage of this plat is consistant with the
comprehensive storm water plan of the City.

Sufficient right-of-way shall be dedicated to provide for a 50 foot half
right-of-way from the center line alignment of Johnny Cake Ridge Road.
The nominal 5 foot drainage and utility easement adjacent to all side
and rear property lines and the 10 foot drainage and utility easement
adjacent to all road right-of-way will be required as normal. Pdditional
drainage and utility easements will be required once the final utility
plan has been submtted and approved by the City. The drainage easement
proposed on the plan dated 2/2/79 for the existing storm water basins is
satisfactory as shown. A 25 foot all purpose trail easement must be
dedicated through separate deed process over the westerly 500 feet
adjacent to the north property line.

Previous Action and Park Director's Comments
Park dedication for this plat was satisfied in the past when the
City accepted DeBoer Pond. However, a required trail connection
to the pond was not provided at that time. In addition the trail
connection which was required for Duckwood I has also not been
provided to the City. Contact has been made with the developer
and the easements are currently being prepared for the trail for
Duckwood I and have been delivered to the City Attorney's office.
Enclosed is the old drawing for the trail for the Duckwood II
area for review by the Park Committee. Staff recommends the
30 foot width as previously agreed and the alignment of the trail
in relation to the buildings should be carefully reviewed in
the future when the final plan for Stage V is brought before the
City for approval.

III. Development Proposals Four development proposals are
in order for consideration by the Park Committee as listed on
the agenda. Please note Park Department report attached to each
item for specific recommendations by staff. Both the Brittany
and the Duckwood plats were acted on at the February 8, 1979
Park Committee meeting, however, additional information is now
available which could warrant further action by the committee.
IV. Park Department Business
A. Administrative items
1. Fire Station #3 According to Public Works Director Tom
Colbert, the recommended site for Fire Station #3 is the Electric
Co-op Substation which should prove feasible barring any unfore-
seen complication.
2. Park Committee meeting dates It has been recommended
at a recent staff review, that the regular meetings of the Eagan
Park Committee be scheduled for the first Thursday of each month
in order to allow time for Park Committee input to be properly
communicated to the Planning Commission,and!.City Council. In the
past staff has not had adequate time to research and prepare
reports in time to make the deadline for packet preparation.
B. Recreation Programmer, Dorothy peterson, is requesting
input from the committee regarding a field use policy for future
tournaments at Northview Park. See enclosed recreation report
for more information.
V. Special Meetings
A. The Trail Subcommittee may wish to schedule their next
meeting.
B. The committee may wish to establish other subcommittees at
this time.
C. An orientation session for the new Park Committee members
could be scheduled.
VI. Follow up on Development Proposals
1. Cash dedication for Beacon Hills was paid 3-1-79 in the
amount of $45,840.
2._ Cash dedication for Vienna Woods in the amount of $28,080

Dear Ms. Schmidt:
We have recently been commissioned by the County Board of Dakota County and
Mr. Charles Lowry, Dakota County Park Director to prepare a complete and
comprehensive design study for the future development of the Dakota County
Park known as Holland-Jensen Park. The park is basically within the Eagan
City Limits however the park is adjacent to the Cities of Apple Valley and
Rosemount. It is therefore expected that the park development will be of in-
terest to all three communities and also to the private developments within
the area.
It is felt that with proper planning and design this park area can be an asset
to the affected communities.
For this reason it is felt that your input is very important at this time
since the overall design will gradually be realized and can benefit your com-
munity.
We would like your thoughts, ideas and desires as to what you and your com-
munity would like to see in the park. This should indicate types of accivities$
facilities, location suggestions, means of coordination with your coemmunity de-
velopments and any other pertinent information you might feel would b@ helpful
in the study. We would also appreciate copies of your zoning and land use maps,
park and trail location maps and major road layouts.
If you have any other suggestions or questions on this matter, please feel free
to send it to us or contact our office. We will appreciate your help and in-
terest in this endeavor.

SUBJECT: RECREATION REPORT
Cross Country Ski Lessons Sixteen adults and one child took
advantage of the cross country ski lesson offering. The
instructor provided to us by Journey Sports of Eden Prairie was
excellent. Positive comments were received from class members
regarding the lesson format and the instructor.
Figure Skating Lessons Three classes of figure skating lessons
were conducted; two for 5-7 year olds, one for 8-11 year olds.
A total of 24 children were involved. Instructors were two
members of the Rosemount High School Figure Skating team.
Classes were conducted on five consecutive Saturdays in January
and February.
Parents of the children were enthusiastic about the lessons
and delighted with the progress their children made, moving from
non skaters to work on spiral turns, the Bunny Hop, Shoot the
Duck and other exercises in balance and sill. Parents were
amazed by how much the children learned.
Broomball for men and Couples Badminton These offerings were
cancelled due to lack of registrations.
Skating Rinks, Warming Houses The season began December 23
and ended on February 26. This 9 week season was the longest in
recent years. Numbers of skaters were greatest at Rahn Park,
the Well Site and Lexington Park. The fewest numbers of skaters
were reported at Highview, Pilot Knob and Cedar Pond. Woodhaven
and Carnelian seldom had large numbers of skaters but on the
other hand, usually had some skaters present.
A limited number of calls challenging the Park Department policy
of closing warming houses when the wind chill is -300 or
colder were received by the Park office. South St. Paul has a
similar policy, however, no other area city closes their rinks
during bitterly cold weather.
The Park Department is in the process of surveying other communities
regarding their policies for use of City fields for weekend
softball tournaments. Dorothy Peterson would be happy to work
with the Park Committee to establish policy for tournament use
of Northview Park.

Neighborhood Study Results
A preliminary neighborhood study for Section 22 indicates need
for active park area. Patrick Eagan Park satisfies the passive
park needs. The proposed expansion will provide six additional
acres for active park use. In addition the City office center
may allow for s me active facilities. A more detailed study as
to specific pale locations in this neighborhood is needed.
Previous Actions
This plat was reviewed informally by the Park Committee at the
February 8, 1979 meeting. See enclosed minutes.
Park Director's Comments
This proposal is for 44 townhouse units and one open space lot.
Staff recommendation is for cash for each of the 44 units as the
land is not located adjacent to either of the two public properties
located within this neighborhood.
Additional Comments I
This application was denied at the February Planning Commission
meeting but will appear before the City Council March 6, 1979
therefore a Park Committee recommendation is in order.

PETITIONS
Two petitions have been submitted;
- a petition for rezoning a 13.24 acre area from Residential R-1 to Residential Town-
house R-3.
- a preliminary plat in order to subdivide this same 13.24 acre area into 45 lots
(44 townhouses plus one common open space lot.)
PLANNING CONSIDERATIONS
1. Land Use Guide: The "Eagan Land Use Guide Map" proposes mixed residential for this
property o a density ranging from 3 to 6 units per acre. Therefore, the proposed
rezoning and development appears to be generally consistent with the Land Use Plan.
The adjacent properties, both north and south of the subject site, have been
subdivided - Skovdale Additions - and developed with single family homes. It-is
somewhat unusual to propose a townhouse development development between two single
family subdivisions, however, if properly developed in terms of preserving much of
the natural terrain and tree cover and with proper access, the townhouse development
could fit well into the area. Much would depend upon the design and architecture.
2. Site Design:
The site plan submitted by the petitioner appears to be well-designed and it respects
the terrain features of the site. There are minor problems with certain details,
namely;
A. Section 52.06, Subd. 24b of the Zoning Ordinance requires a landscaped buffer
where a townhouse development abuts a single family development. Along the
very long expanse of driveway (north boundary of property) a landscaped buffer
should be required. Landscaping is shown over a portion of this driveway (Scotch
Pine) however, this should be more completely developed and a landscaped buffer
should be provided along the driveway along the southwest corner of the property
leading to Pilot Knob Road.
B. The landscape treatment in general and preservation of natural features of the
site is very good. However, the landscaping along the entrances to the units and
around the individual units should be increased.
C. There should be assurance that a second access (public street from the east) will

be provided in the reasonably near future to insure that this development will
not be served only by an access directly to Pilot Knob Road. This would leave
44 units on a very long, private cul-de-sac.
D. It would be desirable to have this site plan drawn to a scale of 1'= 100' with
more dimensions so that it could be more easily interpreted.
3. Preliminary Plat
The petitioner has not submitted a preliminary plat which totally satisfies the
minimum requirements of Eagan's Subdivision Ordinance #10. Much of the information
required on the preliminary plat is contained on the "Plot Plan" submitted with the
petition, however, a separate document titled "Preliminary Plat" detailing dimensions,
proposed grades, proposed utility plans and similar information, as required, should
be submitted before final action is taken on a preliminary plat. This was communica-
ted to the petitioner at the staff meeting and still the City only has a "Plot Plan"
drawn on an existing contour nap and a landscape plan.
4. If approval is given to a preliminary plat it should be subject to the following;
A. All of the engineering information normally required for a preliminary plat
under Ordinance #10 shall be required and approved by the Director of Public Works
before a preliminary plat is approved by the City Ccuncil.
B. Park dedication shall be satisfied as recommended by the Park Committee and
approved by the City Council.
C. The City shall have reasonable assurance that a second access (from the east)
can be provided to the property within the near future before any building
permits are issued.
D. A landscape bond in the amount of $1,000 shall be required to be submitted with
the initial application for building permits to insure compliance with the land-
scape plan.
E. Drainage and utility easements shall be granted to the City as required by the
Director of Public Works.
F. Site development shall be in accordance with the comments made in the Engineer-
ing report and concrete curbs as required by the Zoning Ordinance shall be re-
quired along the perimeter of all parking areas.
G. The preliminary plat shall be approved by the Dakota County Plat Committee
before final action is taken by the City and this shall include dedication
of 75' for 112 right-of-way along Pilot Knob Road (County Road #31) and an
additional 50' setback for any buildings from the future right-of-way for
Pilot Knob Road and the driveway access to Pilot Knob shall be approved by Dakota Co.
H. A landscaped buffer shall be provided along the boundaries where parking areas
or driveways are adjacent to single family residential development. Said land-
scaped buffer shall be approved by the City Planner.

Engineering Division of the Public Works Department has reviewed the
above referenced preliminary plat and offer the following suggestions
for consideration by the Planning Ccurnission and City Council:
UTILITIES
Water main availability is provided by the 12 inch trunk water main located
on the west side of Pilot Knob Read. The internal 6 inch water main lateral
will be looped and eventually connected to the future extension of water
main when the 80 acre Orr property is developed immediately east of and
adjacent to this proposed plat. Sanitary sewer service will be provided
by future extension of an 18 inch trunk sanitary sewer main along the east
boundaries of this proposed plat. Due to the elevation of this area, it
will require the installation of a lift station as part of this trunk
sanitary sewer extension. Before final plat is approved, it should be
required that this development petition for the initiation of the trunk
sanitary sewer extension project.
DRAINAGE
An internal storm sewer system with intermittent catch basins will be
provided to positively handle the street drainage. Natural on-site
drainage will then be directed to the existing natural drainage basin
located in the center of this plat. It is requested that this detention/
retention pond be designed to handle a.100 year storm with a minim= 12 inch
storm sewer outlet extending to the existing drainage basin in the property
immediately adjacent tc and east of this plat.
STREETS
Access will be provided off of Pilot Knob Road with an eventual connection
to future street pattern when the 80 acres to the east is developed. In the
interim period, it will be required that a 60 foot radial cul-de-sac be
dedicated with a subsequent 46 foot radial improved surface at the extreme
eastern end of this plat until future road connection has been completed.
At such time, this cul-de-sac area could be converted to an overflow parking
lot facility or totally eliminated. It is recanmended that appropriate
access permits will have to be obtained from Dakota County Highway Department
for the access onto Pilot Knob Road. Because of the unavailability of sufficient
land to dedicate the necessary 60 foot right-of-way for a public street dedication,
it is my understanding that the developer intends to propose this as a private
maintenance street system. As such, it must still be constructed to City

standards of the 32 foot wide, 7 ton design with concrete curb and
gutter. The road adjacent to the north property line must have a
10 foot setback to provide for snow storage and a boulevard area
from the property line.
EASEI,=/R.O.W.
Sufficient right-of-way must be dedicated to provide for a 75 foot
half right-of-way adjacent to Pilot Knob Road. A 10 foot drainage
and utility easement should be dedicated adjacent to all proposed
future property lines. A 15 - 20 foot drainage and utility easement
will be required to be centered over the proposed storm sewer outfall
alignment for the internal storm sewer detention basin. Drainage and
utility easement or blanket letter of agreement must be obtained by
the property owner immediately adjacent to the east property line of
this plat for the storm sewer outfall.
I will be available to discuss these items in detail at the Planning
Corrdssicn meeting should any Camdssioner have any further questions.
