PETITIONS
Two (2) petitions have been filed; a petition for a rezoning in order to establish this
area as a Planned Development with the underlying zoning remaining Multiple Residential
(R-4) -
- a petition to plat this area into a four-block multiple residential plat.

t_ ,PLANNER'S COMMENTS
1. Density Calculations: The net usable acreage of this site, after deducations for
public street right-of-way and ponding, is 24.06 acres. The development meets the
density requirements on an overall basis as contained in Section 52.07, Subdivision
5 of the City's Zoning Ordinance. The proposed condominium lot by itself, could
not meet the density requirements, however, under a Planned Development, density
calculations generally are based upon the usable land area for the entire project
and on an overall basis, the City's minimum required densities for Multiple R-4 t
zoning are met.
' 2. The area appears to be generally well-designed. The public street - Duckwood Curve -
will provide, public access to all of the properties. The plan also respects the ex-
isting lakes and ponding areas in the area and also orients the higher densities toward
Lexington Avenue and Duckwood Drive which is designed as a residential collector street. '
This plan is being presented as a preliminary plan of the planned development As such,
all of the required information has been submitted except a staging plan. Prior f

final approval by the City, a Planned Development Agreement will have to be executed
between the petitioner,property owner and the City. Also, prior to the issuance of
any building permits, detailed plans of each individual site, including grading,
utility and landscape plans, will have to be reviewed by the Planning Commission
and approved by the City Council. These individual construction plans are expected
to be submitted in stages as construction ensues over the next several years.
3. Rezoning If the rezoning is approved by the City, it should be only completed after
a staging plan has been submitted and a Planned Development Agreement has been executed.
4. Preliminary Plat: If the preliminary plat is approved, it should be subject to the
following conditions:
/A. The minimum 30' wide trail easement shall be dedicated to the City along the
north boundary of Block 1. Park dedication otherwise, was previously satisfied
when the public land area shown along the north edge of this property was pre-
viously dedicated to the City.
B. The Environmental Assessment Worksheet submitted for this development shall be
approved by the City and the State of Minnesota prior to approval of the pre-
liminary plat.
C. The Dakota County Plat Committee shall approve of the preliminary plat prior . t
to final approval by the City.
D. Preliminary grading, drainage and utility plans shall be approved by the Public
Works Director prior to approval of the preliminary plat. This also includes }
the requirement for dedication of ponding easements as designated by the Public
Works Director and shovm on the preliminary plat.
E. All platting shall be done in accordance with the provisions of the Planned De-
velopment Agreement.

SUBJECT: PRELIMINARY PLAT - DUCKWOOD PLAN DEVELOPMENT
(I=MCN AVENUE & DUCKWOOD DRIVE)
The Engineering Division of the Public Works Department submits the following
comments in regards to the above referenced plat for consideration by the
Planning Conmission and City Council:
UTILITIES
Sanitary sewer is available from the existing facilities located in the north-
west corner of this proposed plat and also in Duckwood Drive of sufficient
size and depth to adequately handle this proposed development. Water main
is provided by that 24 inch trunk water main on the north side of Duckwood
Drive and the 18 inch trunk water main on the west side of Lexington Avenue.
The water main will be looped through this plat with connections to both
Duckwood Drive and Lexington Avenue. It will also be stubbed to the north
property line in the northwest corner of this proposed plat for future
connections upon development.
STREETS
The main access to this proposed plat is provided by the in place Lexington
Avenue (County Road #43) and Duckwood Drive which is scheduled to be completed
to an improved section during the summer of 1979. The main street pattern
looping Lexington Avenue to Duckwood Drive (Duckwood Circle) is proposed to
be dedicated as a public street for perpetual maintenance. Zhe street
extensions in the northwest corner and the northeast corner are proposed
to be a private street system with maintenance to be handled by a Hcnxx)mers
Association. It is rec amended that these streets still be constructed to
5 ton/axle load limit capabilities. An access permit will have to be obtained
fran the Dakota County Highway Department for the proposed connection to
Lexington Avenue.
DRAINAGE
Drainage for the proposed plat is intended to be handled by a interior storm
sewer system with catch basins located at a minimum 600 to 700 foot intervals.
The majority of the remaining surface drainage is intended to be directed to
existing lam lying wet lands in the southwest corner of this proposed plat.
Tftis will be reconstructed into a 3 foot deep sedementation pond with an

overflow into the major lake on the northern end of this plat. All
appropriate permits will have to be obtained from the pertinent regulatory
agencies (DNR, etc.) before construction can be initiated. This drainage
system does fit into the overall storm sewer plan of the City of Eagan.

EASUVOM/R. O. W.
Sufficient right-of-way nnmt be dedicated to provide for a 40 foot half
right-of-way along Duckwood Drive and a 50 foot half right-of-way along
Lexington Avenue. A 10 foot drainage and utility easement should be
dedicated adjacent to all road right-of-way property lines.
GENERAL CQMMENTS
We have reviewed the Environmental Assessnent Worksheet (EAW) to this
proposed plat and have determined that it meets all the existing criteria
of the City pertaining to engineering standards and that adequate design
criteria have been proposed to maintain any erosion generated from the
develoFmnt of this plat to a minimum. Final design criteria pertaining
to the construction and installation of the utilities and streets will be
reviewed and approved during the plan approval process.
I will be available to answer any questions pertaining to this plat at the
February 27, 1979, Cotmission meeting.

1. See enclosed report from meeting with DNR representative
for update on trail uses in Fort Snelling State Park.
2. Meeting notes from DNR and U.S. Fish and Wildlife repre-
sentatives regarding plans for the Minnesota National Wildlife
Refuge are enclosed for your review.
3. A copy of a five year action plan for community parks and
athletic fields as submitted with the grant application for a
park in Section 9 is enclosed for your review. A similar plan
should be established for neighborhood parks, etc., as a part
of the current planning effort.
Park Committee Members are reminded of the Tuesday, March 13,
1979 Comprehensive Land Use Plan meeting to be held at 7:00
p.m. at the City Hall. The agenda items include:
Review natural resource data
Review existing land use data
Goals and policies on parks and open space
All Park Committee Members are urged to attend.
