PARK COMMITTEE AGENDA
BACKGROUND INFORMATION
II. City Administrator Hedges will report on recent City
Council actions relative to the Park Department which includes
the appointment of Thomas Gits to the Park Committee, the
approval to build two new tennis courts at Rahn Park and
to light all four courts. See attached copy of memo to
City Administrator which suggested three alternatives.
The third alternative was selected by the City Council.
He will also report on the awarding of bids for the Thomas
Trail construction project and on the Eagan site for a branch
of the Dakota County Library. See,--attached site plan.
III. Development Proposals
A. Annual PUD reviews City staff has been reviewing
all Planned Unit Developments with the developers. No
changes regarding park dedication are recommended at this
time. Some changes, however, may soon be forthcoming
relative to plats under the Blackhawk Park and Lexington
South PUDs. Staff and Park Committee members will be better
able to react to any proposed changes when the sketch plans
for the area are available. A list of all current PUDs
with a Land Use breakdown is attached for your information.
B. New Proposals Dale Runkle will review two recent
development proposals which are part of existing PUD's
and will not require park committee action. He will also
present two new proposals which will be in final form for
next month's meeting. Development Committee members may
wish to review existing land in the two involved sections.
IV. Park Department Business.
A. 1. All members of the Park Committee are asked to
set aside some time between the receipt of this packet and
the Park Committee meeting to think about and list some ideas
on the following:
1. Your own personal ideas regarding suggested goals
and policies for the Eagan Park System. (Do this without
looking at the goals and policies in the current guide.)
2. Your suggestions regarding possible revisions,
additions or deletions to the goals and policy.-section of
the current guide.
3. Your ideas about specific projects which need to
be undertaken in the near future to provide adequate recreational
facilities and opportunities for Eagan residents.

general or specific. These items will be considered relative
to the development~:of a five year capital improvements project.
2. The Trail Subcommittee will discuss a suggested
draft of goals and policies relative to a trails plan and
its implementation.
3. The Trail Subcommittee recommendation on a trail
on Wescott Road is enclosed for your review and approval.
Action Requested: Approval of recommendation to City Council
for trail on south side of Wescott Road.
4. Research has been done on alternate methods of
accepting trail dedication. Dakota County will now allow
the designation of trailway on a plat which will be in
effect similar to City boulevard right-of-way but will
appear on the plat and therefore be a matter of record for
City use.
5. Bids for Rahn Thomas Phase I trail construction
Bids have been received and the project should be awarded
at the May 2, 1979 City Council meeting. The low bid was
in the amount of $49,057.50. The engineer's estimate was
for $66,000 for construction. Due to this extremely favorable
bid, the City has approximately $15,000 in excess trail funds
under a 90% grant combined Lawcon and State grant.
The grant contract -can be amended to include additional
trail construction which-meets the same general criteria as
the original grant proposal. Examples would be a trail
through the native prairie area in Thomas Lake Park and/or
a.trail through Evergreen Park providing it connected to the
main trail. Possibly both segments could be accomplished.
Additional information will be obtained from City Consulting
Engineer Bob Rosene regarding these proposals.
IV. -B.. Recreation
1. A proposed field use policy is enclosed for your
review and approval.
Action Requested: Approval of Field Use Policy.

V. Special Meetings
A. The next meeting of the Trail Subcommittee should
be scheduled and should include discussion of recommended
trail widths, the trail plan relative to the Park Develop-
ment Guide, and other pending projects.
Action Requested: Set next meeting date for Trail
Subcommittee.
B. Park Committee members are reminded of the next
Comprehensive Plan meeting, May 8, 1979, which is scheduled
to complete the Park Guide Section.
C. Chairperson Lundsten, Park Committee Member Martin
and Park Director Schmidt met with the Wilderness Run Home--
owner's Association relative to the overall park system and
suggested improvements for Oak Chase Park - a report will be
presented for discussion of the suggestions submitted by
representatives of the Homeowners Association Park Committee.
D. Park Committee Member Thurston and Park Uirector
Schmidt met with residents of the South Oaks neighborhood
regarding play equipment and other improvements for South
Oaks Park. Equipment selected included 2 backhoe diggers,
and a satellite climber which have been ordered. In addition,
the Park Department crew recently reclaimed a swing, slide
and climber unit from a Howard Johnson motel which is programmed
for installation at South Oaks. Residents have also requesteed
one small soccer goal to be installed on the play field area.
VI. Old Business
Duckwood II - City staff will recommend to the Park
Committee the suggested form for the trail dedication in
Duckwood II.

As you can see, it is most cost effective to light all four i
courts at once. The $14,500 was received by Eagan in August 1978.
The State contract will expire 12-31-80. If Eagan wishes to
take advantage of this grant we should proceed this season as
any additional delay will increase costs. There are some funds
available in the park site fund, however, they were not contri-
buted from this neighborhood area. s
Actions requested for consideration:
1. Decision to provide matching grant funds to be repaid by

EAGAN PARK DEVELOPMENT GUIDE
PROPOSED TRAIL GUIDES
1. To plan a City wide trail system with emphasis on safety,
to provide for a wide variety of transportation and recreation
needs for persons of all ages.

2. To'mplement this system as much as possible through the
sidewalk and park dedication requirements of the City's
subdivision ordinance through coordination with the Dakota
County Trail system and by seeking outside sources of funding
wherever available.
JUSTIFICATIONS
1. To encourage alternate modes of transportation
in order to conserve energy.

SUBJECT: WESCOTT ROAD SIDEWALK/TRAIL
The Trail Subcommittee of the Eagan Park Committee at a
special meeting held 3/22/79 recommended that a trail be
installed on the south side of Wescott Road and the
sidewalk on the north side. It was felt that the trail on
the south side of the road would provide a safe bicycle path
for youngsters wishing to go to the library-facility proposed,
to be"located on the 40 acre City site.

SUBJECT: TOURNAMENT FIELD USE POLICY
LOCATION: NORTHVIEW ATHLETIC FIELD
Groups Using the Fields
During the week leagues playing in the City of Eagan would be
scheduled to use the Northview Park fields on a regular basis.
Anticipated requests for tournament usage of.the fields
could be considered only on weekends during the summer months.
Tournament Requests
Reservations from Eagan Leagues would be taken prior to May
1. Reservations for outside groups would not be taken until
after May 1 of each year.
Classification of Users
Class. one: CAA, Mend-Eagan, RAAA
Class two: Eagan adult leagues
Class three: Individuals representing no league, leagues not
normally playing in Eagan, Eagan teams or
leagues bringing in outside teams.
Fees
Class one: $25 deposit, refunded if trash is picked up by
organization
Class two: $50 deposit, refunded if trash is picked up and
extra satellite service taken care of by organization
Class three: a. $100 deposit, refunded if trash is picked
up and extra satellite service taken care of
by organization.
b. $50 usage fee per field per day
Additional Services
Trash pickup a. A charge of $25 if City picks up trash.
b. If users arrange for own pick up, trash must
be gone by 3:00 p.m. on Monday following the
tournament or $25 will be deducted from deposit.
Dragging of Fields: a., $60 fee for dragging of fields by
Park Department midway through tournament.
Satellite Service: a. A $20 fee or current rate for call
out, for extra service on satellites,
arranged for through the City.
b. Amount deducted from deposit if
organization fails to have satellites
removed.
Beer License: a. Applied for through City channels, pay
all fees in accordance with City Ordinance
#43.
All fees subject to review and change.

Evaluation:
The films were worthwhile to gather the children together,
unfortunately, the 2nd film shown was not as good as the first so
the children began to get restless.
The older children (3rd & 4th graders, although the group may
have been usurped by some overage children) were not so much enthralled
by the hunt, rather were aggressive and out to get all they could.
The younger children (grades K-2) were delightful and behaved
in the spirit of the hunt, sharing, showing concern for the success
of their friends etc...
The areas we roped off for the different age groups were a
bit close together and should be farther apart the next time.
Thoughts for next year:
1. Change age levels to: ages 2-8
2. Eliminate the films if another way of assembling the group
can be devised.
3. Hide the eggs the very last minute so that peopld wandering
through the park do not disturb the hidden eggs.
4. Try another park. Perhaps rotate the site every year.
5. Continue to register the children to determine numbers, at
least until the hunt grows to the point where hundreds of
children come and we simply expect them.

relative to Public Facilities.
2. A letter received from Niel and Barb Houck, who live on
the east border of Patrick Eagan Park.
3. A copy of the final list of suggested facilities for
Holland Jensen Park as presented by the Eagan•Park Committee
at the April 4, 1979 public meeting on the park master plan.
In Addition
1. Dave Wallace has reported that a large number of Eagan
residents are interested in seeing a swimming pool constructed
by the City. Many of the people he surveyed felt that a pool
was the highest priority need for the park system.
2. Another group of residents, consisting mainly of Eagan
Hockey Boosters, are currently discussing ways and means of
obtaining a covered ice arena. It has been suggested that
the two groups consider combining forces.

ORDINANCE NO. 43 - NON-TOXICATING MALT LIQUOR ORDINANCE
THE CITY COUNCIL OF THE CITY OF EAGAN, DAKOTA COUNTY, MINNESOTA, DOES HEREBY
AMEND ITS ORDINANCE.NO. 43 AS FOLLOWS:
SECTION 43.15 - TEMPORARY ON-SALE LICENSE.
Subdivision 1. A temporary on-sale license may be issued upon application
to the City Council to any charitable or non-profit organization or to any
~ owner or authorized user of property zoned Public Facilities for a fee
prescribed by the City Council on a one-day basis and not to exceed four
consecutive days. The City Council shall prescribe such conditions to the
permit as it deems advisable and necessary under the circumstances.

CITY OF EAGAN

AMENDMENT TO
ORDINANCE NO. 52 - ZONING ORDINANCE.
THE CITY COUNCIL OF THE CITY OF EAGAN, DAKOTA COUNTY, MINNESOTA, DOES HEREBY
AMEND ITS ORDINANCE NO. 52 AS FOLLOWS:
SECTION 52.07 - USE DISTRICTS.
Subdivision 4. Residential Districts. ,
B. Conditional Uses.
3. Beauty parlors, in R-1 districts only, subject to the following
conditions:
(a) Hours of operation shall be from 8 a.m. to 8:30 p.m. only.
(b) The only employee shall be an occupant of the household.
(c) The parking shall be on site and shall be limited to two
a
(2) customer automobiles.
(d) There shall be no commercial signs advertising the business
except for the type of sign that is allowed in R-1 districts.
(e) There shall be no over the counter sales of merchandise.
Subdivision 6. "P" Public Facilities District.
A. Permitted Uses.
Within any Public Facilities District, no structure or land shall
be used except for one or more of the following uses or uses deemed
similar by the City Council:
Public structures, parks, playgrounds, camping grounds,
swimming pools, tennis courts, golf courses, churches,
schools and hospitals, provided any such purpose is not
a commercial profit making enterprise.
B. Conditional Uses.
Within any Public Facilities District no structure cr land shall be
used for the following uses or uses deemed similar by the City except
by a conditional use permit:
1. On-sale beer at golf courses with club houses only in
conformity with Ordinance No. 43.
2. On-sale beer through temporary licenses with a maximum
of four days only in conformity with Ordinance No. 43.

C. Developments within a Public Facilities District shall meet the

following requirements:
1. Prior to construction or alteration of any such facility,
a building permit approved by the City Council shall be
required.

2. Every public facilities structure shall have a minimum
setback from its lot or land area boundaries of 2 feet
for each 1 foot in height of such structure, excluding
steeples, ornaments or antennas.
3. Parking areas commensurate with the type of and use of t
any public facility shall be required which shall be
determined by the City Council.
4. Public utility structures and equipment, even though
owned by profit making enterprises, however, may be
permitted where the location thereof is necessarily
restricted by virture of operation or utility.
