RuNKLE, CITY PLRz E'R Application submitted An application has been submitted for preliminary plat (Wedgewood lst Addition) which consists of 75.17 acres and contains 72 single family lots and 5 cutlots. This was previously the Wilderness Park 4th Addition plat. Comments 1. The proposed development is part of the Lexington South Planned Development. The land use proposed for this development is R-2 (Mixed Residential) with a density of 3 to 6 units per acre. 2. The proposed development will have a density of the new developable land of 2.6 units per acre. Ordinance 52 allows 3.6 units per acrre. 3. All lots exceed the 85 foot minimum width requirement and the 12,000 square foot requirement for a single family lot. 4. Within the proposed subdivision there are five (5) cutlots. Outlots A, B, E and F are proposed park dedications according to the Planned Development. Outlot C may also be dedicated as park. This cutlot became larger than the original park dedication because of the realignment of Wilderness Run Road. Outlot D is the only outlot proposed for future development. Mien this outlot develops, its proposed use would be R-2 (Mixed Residential) with a density of 3 to 6 units per acre. 5. The proposed plat appears to be well designed. The plat has a curvilinear design and provides continuity by providing accesses to adjacent properties. I If approved, the plat should be subject to the following conditions: 1. A detailed grading and drainage plan be approved by the City Engineer. 2. The plat be subject to the comments of the Dakota County Plat Commission because Lexington Avenue has now been approved as a County road. 3. All easements be approved by the City Engineer. r 1 Wedgewood 1st Addn. Septes~ 18, 1979 Page 2 MnIMMRIW, RECa4vQN DMON 1. A 15 foot drainage and utility easement should be dedicated centered over the cannon lot line of Lots 3 and 4, Block 6; Lots 5 and 6, Block 3; and, Lots 4 and 5, Block 1 to acocamudate the storm sewer system. 2. Sufficient drainage easements should be dedicated to incorporate the following elevations over their respective lots: A. Lots 4 and 5, Block 1 and Outlot A 882.0 B_ Lots 5 and 6, Block 3 and Outlot D; Lots 1, 2, 3, 4, 5, 6 and 7 of Block 3 and Outlot B 892.0 C. Lots 3 and 4, Block 6 901.0 3.' Street improvement project be ordered for improverent by the City for Wilderness Run Road of sufficient length to eneatpass this plat or else the developer shall install a minimum 24 foot paved hard surfaced access to this plat. 'i t f k- 1 t t I i a tt p MEMO TO: ADVISORY PLANNING CCMMISSIM _ & DALE C. RUNUE, CITY PLANNER FROM: THCMS A. COLBERr-, DITMMR CF PUBLIC WORKS DATE: SEPTEMBER 21, 1979 SUBJECT: PRELL (NARY PLAT - %TMEWOOD 1ST ADDITION (DUNN & CURRY) i;. The Public Works Department has the following cammnts to make in retards to the above referenced plat: t UTILITIES Water main and sanitary sewer of sufficient size and depth to service this proposed plat is presently under contract along Wilderness Run Road. STREETS There presently does not exist any street along Lexington Avenue or Wilderness Run Read rights-of-way. No contract has been awarded for any street construction as of this date. Improved street access will have to i be provided prior to final plat approval either by the developer or under the City contract. The Engineering Department has no objections with the internal design layout of the street system. Staff has recamended and the developer has responded in providing a 60 foot access for the future develop- ment of the property to the south of this proposed plat. Wilderness Run Road and Lexington Avenue will be major collector streets and as such all lot accesses have been provided to be obtained through the interior street system. GRADING AND DRAIl GE The drainage from Block 1 and 2 is proposed to be directed into the pond located immediately southeast of this plat. This pond is part of the City's overall master storm water ponding system but does not have the controlled outlet from it. Additional review will have to be performed to insure adequate capacity to handle Blocks 1 and 2. Blocks 3, 4, 5 and 6 plan to split their drainage into the pond located in the middle of this plat and also to the pond located in the extreme southwest corner of this proposed plat. 'T'hese will also have to be reviewed further to insure adequate capacity and outlet control as part of our overall master storm water plan. EASEMENTS AND R.O.W. The proposed dedication for right-of-way for Wilderness Run Road, Lexington Avenue and all interior streets are acceptable as shown. The preliminary plat has shown the standard drainage and-utility easements around the perimeter of each individual lot. However, additional easements will have to be obtained centered over the lot lines that contain the proposed storm sewer outlet. Also, additional drainage easements will have to be dedicated around the proposed ponds to handle the storm water outlet. ctf p submit rl~ 4 f ~c~ mamas A. Colbert, P. E. RUNKLE, CITY PLANNER n7cm: THC MAS A. OOLBERT, DIRER CI' PUBLIC WORKS R DATE: SEPTEM3ER 21, 1979 SiJB.n=: PRELDnNARY PLAT - MEADS ADDITION (WM. D. MEADE) The Public Works Department of the City of Eagan has the following comments to make in regards to consideration of the above referenced plat: UTILITIES Sanitary sewer and water main of sufficient size and depth to service this proposed plat is being provided under present contract for the Vienna Woods Addition which abuts this plat iimiediately to the west. STRE'ET'S Access to this proposed plat is intended to be obtained off Pin Oak Drive which will be constructed as a part of the Vienna Woods plat. An access off Nichols Road should not be considered due to the difficultly with the grade differential and the desire to limit the number of accesses directly s on to Nichols Road. Zhe proposed cul-de-sac is the only feasible way to develop this remaining unplatted parcel of property. GPMING AND DRAINAlE Although this parcel contains an existing pond to handle its present on-site drainage, this pond will have to be greatly reduced and/or eliminated through the develapnent of this proposed plat. Storm sewer of sufficient depth has been provided with the Vienna Woods plat to handle the drainage of this plat through positive storm sewer system. EASEMENTS AND R.O.W. Sufficient right-of-way should be dedicated to provide for a 40 foot half right- of-way along Nichols Road and also customary camion lot line drainage and utility easements will have to be dedicated on the final plat. If it is determined that the parcel inrediately scuth of this proposed plat is to receive its sanitary sewer and water service fran the utilities installed with this plat, additional easements may have to be dedicated to provide for this utility extensicn. I Independent School District 191 The three Community School Co-ordinators (Community Services Staff) are about to do the following: 1. Meet with parent groups from each elementary school to determine interest in an after school elementary program. 2. Plan to implement something, not sure what exactly, by the first week of November that would entail two activity nights per school per week. 3. Among the unanswered questions are: a. Numbers of children to try to accomodate. b. Numbers of staff, salary needed. c. Amount to charge children or offer free. Of major importance possibly is the result to a questionnaire answered by elementary teachers last spring. The response was very poor in terms of interest in supervising after school programs. Independent School District 199 Inver Grove Heights Beginning the week of October 1 at three locations the Inver Grove Community Services Department will offer after school activities for elemen- tary school children. Fee: $3.00 j Activities: Arts & crafts, games, special events, music $ a party. Time frame: 2:30-3:45 or 2:50-4:15, depending on dismissal time Pre-registration necessary Independent School District 196 Currently have no offerings. In the past Community Services ran a joint program with the City of Apple Valley at one elementary school that I am aware of. i I have placed this item on the September 20 Advisory Council Agenda. Three years ago the council discussed this same item, however with virtually a new advisory council since then I wish to re-open the issue. This is primarily based on my feeling that the after school programs belong as an I extension of Community Services, the reasons being: More staff, freer access to facilities, easier access to K-12 staff and a highly programmed registration system. -2- City of Apple Valley When I spoke to Margie Walz her plans for fall programs were not complete. She was unsure of the timing of any elementary programs she might try; she will do some. When Margie worked for the City of South St. Paul she offered very specific classes, primarily for children in grades 1, 2 $ 3. She mentioned a cooking class, knitting, crochet etc. Class size was limited to 10 children, class fees paid for instructors and material costs. She frequently had senior citizens for instructors. She would never consider an open gym type of activity, only specific classes. City of Rosemount In the past the City of Rosemount Park $ Rec. Dept. has offered gymnastics to 5-10 year olds at Rosemount Middle School on Tues. $ Thurs. in the evening and are doing so again. Randy Oppelt has no plans to implement an after school program in the elementary schools. City of Eagan With school districts191 and 197 planning to implement an elementary after school program, it leaves the two 196 elementary schools without an offering of this nature. The construction problems make neither school available until some time in November, or perhaps even later. I would prefer to see Community Services in 196 tackle the program as the other two school districts are doing. I am a bit concerned that if Margie Walz steps in in Apple Valley, the school district will ignore the need, despite their superior level of staffing. i f i I. 11 d wit (6) Burying Utilities. We understand this matter will be discussed at your September 25th meeting and we would like to share some ideas for your consideration. 1. Development of bike trails along county roads which are currently being improved or scheduled such as the already proposed county bike trails along County Road 31 and County Road 32. 2. Development of bike trails along county roads as they are maintained. In many cases this would mean the laying of an asphalt strip to cover the shoulder of the road for use as a bike trail. 3. Development of bike trails along county roads other than those listed as regional bikeways, especially those roads which lead to schools or concentrated areas of employment. 14e have had several inquiries from employees at Blue Cross and Univac about development of bike trails on County Road 26 and County Road 28 for transportation to and from work. 4. Development of bike trails on county roads where increasingly heavy traffic is making those routes unsafe for bikes. x } With the current emphasis on energy conservation, it seems probable that there will be an increasing use of bikes for transportation and recreation. on the local level, we will continue to work to develop a city bikeway system on major and minor collector streets which will give access both to s and from the county trail system. DREXEL HEIGHTS ADDITION. Mr. Colbert also reported on the repair work being done in Drexel Heights Addition and indicated that the breaks in the water and sewer mains are less severe than had been expected. He also reported that it will be necessary to cut into the street in front of the Henry Braun and Harvey Braun property and indicated that Henry Braun requested three driveway accessees through an outlot in Drexel Heights owned by the City. No action was taken by the City Council and it was referred to the Park Committee for recommendation and approval. , MEMO TO: EAGAN PARK Ca'14ITTEE AMID BARB Sa-PUDT, DIRECTOR OF PARK & RECREATION FROM: THOMAS A. ODIBERT, DIRECTOR OF PUBLIC MRKS DATE: OC'T'OBER 11, 1979 SUBJECT: OUTLOT A DRE)M HEIGHTS ADDITION When the plat of Drexel Heights Addition was processed, a residual piece of property located between Drexel Court street right-of-way and the Henry Braun property was transferred to the City of Eagan fee ownership for park purposes. This residual property is referenced as Outlot A on the Drexel Heights Addition. The topography of this outlot is a side hill situation with slope of approximately 3:1. Our city attorney, Paul Hauge, has assured we that this Outlot A is in the fee ownership of the Citv Park Department. Recently, we encountered some recruired sewer correction work through the Drexel Heights plat and subsequently through the sewer lateral that runs through Henry Braun's property. In our negotiation process with Tyr. Braun to obtain entry rights and temporary easements for this corrective work, he has requested of the City to allow him up to three (3) driveway accesses across Outlot A to Drexel Court fran his east property line. Mr. Braun hopes to eventually sub- divide and develop the east 130- feet of his parcel in such a way as to provide three lots of 104 foot frontage along Drexel Court. After reviewing the site with Barb Schmidt, it was mutually determined that the terrain of Outlot A is. such that any type of active park use is not at all possible. It was originally intended to provide fora trailway connection from Pilot Knob Road to the past proposed trail system around Fish Lake. Since the original Drexel Heights plat was processed, Wescott Road was subsequently improved and a trail connection is provided from Wescott Road to the south end of Drexel Court through Outlot B. Therefore, the original purpose of Outlot A for a trail connection is no longer needed.. Engineering Department is requesting that the Park Committee and ultimately the City Council look favorably upon allowing up to three (3) driveway accesses fram Drexel Court across Outlot A to serve the east line of Henry Braun's property. If we can get this assurance from the Park Committee and the City Council, Mr. Braun will grant us the temmorary easement rights to enter his property and do the necessary sanitary sewer corrective work. This work is necessary as the pipe is in a fractured Condition and a state of collapse is very likely in the near future if we cannot get in to repair it at the present time. I regret not being able to attend the Park CcmBmittee Meeting in person to describe the situation but I hope that this brief report gives you a background and an explanation of what we are requesting. I have reviewed this item with Barb Schmidt and hopefully she will be able to answer anv of the questions you may, have. I am enclosing a copy of the area for your review.
