Report from City Council Meeting A. Administrator's Report 1. Appointment of Committee Member Neil Coates to Advisory Planning Commission ,-2. Approval of Grant Contract with State Planning Agency for Rahn Thomas Trail - Phase II 3. Approval of Low Bid for Dump Truck with Stake Box Body. 4. Acceptance of Resignations of Glenn Olson and Greg Rome as Parks Maintenance Employees and Hiring of Tom Schuster as Replacement for One Vacancy B. Action on Plats 1. The plat for Wedgewood First Addition was approved subject to the Park Committee making a recommendation on Park Dedication at their next meeting. (See Agenda Item.) 2. The preliminary plats for Lone Oak Heights, Eagan Metro Center (Metram) and Meade Addition were approved with park dedication as recommended by the Park Committee. 3. The preliminary plat for Marotzke First Addition was continued until the 11-7-79 meeting. Discussed proposal with Ed Dunn. - kO-ate-~9 Staff suggested the following: 1. Retain Outlot A -6* 2. Eliminate Outlot B as park dedication and draw lot lines into pond. 3. Retain Outlot C with East line as proposed by developer. 4. Outlot D to remain as multiple residential. 5. Reduce Outlot E to a small triangle in the SE corner of the Outlot. 6. In addition the developer is to provide cash for the construction of a trail on the east side of the pond in present Outlot E to be constructed by the City after that area is platted 7. Ed expects area park land not required for dedication to be subtracted from overall dedication requirement. j The following factors determined the staff proposal: f 1. Trail connections to the South cannot be guaranteed at this time except for the bike trail on Lexington Avenue and the pedestrian trail through Oak Pond Hills. 2. A street connection which has been required on the Western portion of the plat should ultimately connect to Cliff Road and will provide an additional connection for residents south of the plat tc get to the neighborhood park NE of Lexington and Wild Run Road. 3. A trail on the east side of the pond on Outlot E appears more feasible than one on the west side. 4. Outlot C provides the only flat land available for park dedication to serve this neighborhood. 5. Outlot A may provide for atrail connection in the future to provide for access to the north for residents of Lakewood Hills. 6. The topography of the NSP easement, which was considered as an alternative~is very severe between the area being platted and Cliff Road and the sight distance for crossing Cliff Road at the easement is very poor there to the extreme curve of the road. INC. ,D,••,.%+ r •,~,+•It SUGGESTIONS FOR DESIGN FOR PARK SIGNS A tree planting area for: 3 pines 2 pines and a speciman tree 1 pine and 2 deciduous 3 pines and 2 deciduous with sign in front (which could be moved forward when trees grow larger) Simple wood sign possibly with log uprights and cover and routed boards. And with garden area for a perrenial bed, with some room for annual accent plantings. Memo To: Park Director Schmidt From: Recreation Programmer Peterson Date: October 25, 1979 Re: Proposed Change in Warming House Hours For the 1980 skating season, I propose that our hours of operation be as follows: Weekdays during school 4:00-9:30 PM Vacation days & Saturdays 10:00 AM-9:30 PM Sundays Noon-9:30 PM Christmas & NY's Eves 10:00 AM-5:00 PM Christmas & NY's Days Noon-9:30 PM The reasons for the proposed changes are: 1. The reduced hours would save the budget $1,000-$1,500. 2. The MRPA survey of 38 municipalities in the Twin City area proved that the majority of rinks are open: Weekdays 4:00-9:00 PM Saturdays 10:00 AM-9:00 PM Sundays 1:00-9:00 PM 3. The fatigue the attendants experience which lessens their efficiency may be postponed or even eliminated by offering reduced hours. 4. Closing at an earlier hour will help to eliminate some of the late hour behavior problems at the warming houses that have occured in the past. Since approximately October 5, job openings have been posted at the area high schools, Inver Hills and-the Vo-Tech. The ad appeared in the October 11 Dakota County Tribune and October 17 This Week. To date we have had 8 applications for warming house attendant jobs. Obviously, this is not a sufficient number of applicants. I will be contacting last years best attendants, however not all of them will be available. We need assistance from the Park Committee and Home- owners Associations to find qualified teenagers, young adults and senior citizens. I y Memo To: Park Committee From: Recreation Programmer, Peterson Date: October 29, 1979 Re: Halloween Party--for your information The second annual City Halloween Party was held on Saturday, October 27 from 2-4 PM at the Rahn Building. Children in Kinder-. garten through grades 4 were invited. Publicity: 1. Fall Community Services brochures; all three school districts. 2. Eagan fall newsletter. 3. Articles in Dakota County Tribune in September and on October 25. i Registration: Telephone registrations totaled 121 children Actual Attendance: 125 children Staff: Recreation Programmer, five summer program staff, two volunteers. Activities: 1. One game with the group all together. 2. Five game stations, indoors and out. 3. Indoors to observe Apple Valley Puppet Wagon performance. 4. Each child received a treat bag as he/she left. Cost: For apples and treats .$53.02 Staff 61.40 Total $114.42 Comments: 1. Attendance was lower than in 1978; we narrowed the age range to K-4 which had an effect. 2. 125 was an excellent sized group for the Rahn Building. 3. The weather was: rain in the morning, cloudy and windy in the afternoon. This undoubtedly affected the number of children in attendance. 4. The children were super--we all had fun! Dear Barb: This letter is to serve as our notification to the Park Com- mission that we do not plan to have the trail system in place on the above referenced project by November 1, 1979. It is our intention to install a portion of the trail system on the exterior edges of the property prior to the end of this con- struction season. The portion of the trail system that is adjacent to the ponds will not be built until next spring after the lake levels have had a chance to moderate. By this letter, we wish to reconfirm our commitment to con- struct such a trail system in accordance with plans and speci- fications already submitted. The exact location of the trail is to be determined by representatives of the Park Commission, the City and the City Engineer prior to the installation of the system. While our intention is to install the trail system along Berry Ridge Road this fall, we wish to point out that we cannot firmly commit to its installation because of the changing weather conditions at this thime of year. This is in addition to an extremely poor building season which has resulted in an evidenced slowdown of the overall development of the property. Please be assured that the trail system will, however, be installed at a time prior to the issuance of at least 500 of the building permits for this area or November 1, 1980, whichever occurs sooner.
