A. Administrator's Report - See Morning After of November 8, 1979 III. Development Proposals A. Wedgewood Addition - Staff has drafted a recommendation on Park Dedication for the Wedgewood plat in accordance with discussion held at the last Committee meeting. The developer has indicated agreement with the recommendation by signing a copy of the letter. from the Park Director and returning it to the City. This matter is in order for consideration by the Committee and recommendation to the City Council. IV. Park Department Business 1. A rough draft of the winter recreation programs and the rink location and schedules is attached for committee review and comment. This information will be included in a City Newsletter to be mailed in mid-December. 2. Park Committee members whose terms expire as of December include Myrel Lundsten, Neil Coates and Carolyn Thurston. Committee members wishing to be reconsidered for appointment are requested to indicate their wishes, to the City Council by letter.. VII. New Business A. An Eagan resident, Steve Morris, who is also active in the Rosemount Area Hockey Association, has requested to be on the agenda to discuss the potential of a renewed effort to build an Eagan Community Center Site. Your representative, Rod Hardy, was present at the meeting. City staff was directed to work out an agreement with you regarding park dedication in this area and report back to the Park Committee at their December 6, 1979 meeting. City staff has developed the following recommendation: Park dedication in the Wedgewood area of the Lexington Park PUD is to be satisfied as follows: 1. Retain Outlots A and F as park dedication, 2. Eliminate Outlot B as park dedication and draw lot lines into the pond, 3. Retain Outlot C as park dedication, 4. Reduce Outlot E to a small triangle in the southeast corner of the Outlot. In addition, and in lieu of the parkland previously committed to be dedicated under the Lexington South PUD, at the time of final plat approval: 1. Developer is to provide a letter of credit guaranteeing the payment of $10,000, one year from the date of final plat approval, to be placed in an escrow account to be used for park development in the Wedgewood area. a. In the event that the City determines that construction of the trail at this location is either not feasible or undesirable then the funds are to be used for other park development in the area to benefit the residents of the Wedgewood Addition. c. In the event that the funds are not used within five (5) years from the date that the east side of the lake is platted as a part of a residential development and the building permits in the related park service area?total 100 units, then the cash escrow fund including interest earned will revert back to the developer. 2. The total acreage amount of the park land previously committed to be developed will be subtracted from the total park dedication required for the Lexington South PUD on the official accounting which is being developed by the City and the developer. Please call me if you have any questions regarding the recommendation or if it is necessary for us to discuss this matter further. II CITY OF EAGAN SUBJECT: REZONING AND PRELIM-INARY PLAT PETITIONER: GORDON & DORIS LEIBEL LOCATION: PART OF THE NW; OF SEC. 20 & PART OF THE NE3-4 OF SEC. 19; PARCEL IS 1ACATED SOUTH OF BEAU D' RUE DR. & WEST OF GOLD TRAIL EXISTING ZONING: A (AGRICULTURAL) DATE OF PUBLIC HEARING: NOVEMBER 27, 1979 DATE OF REPORT: NOVEMBER 21, 1979 REPORTED BY: DALE C. RJNKLE, CITY PLANNER Applications Submitted The first application submitted is request to rezone approximately acre of agricultural land to LB, Limited Business District, to allow an office building. The second application submitted is a request for preliminary plat which would consist of approximately k acre and contain one lot. Comments Presently the parcel is zoned agricultural. It is an isolated parcel surrounded by different land uses. To the south is Woodhaven Park; to the northwest the area is zoned camnmity shopping center and is the present location of the new bowling alley; to the northeast there are existing duplexes. In reviewing the location of the site, it abuts Beau D' Rue Drive and Gold Trail and is across from the c ru rcial shopping center. According to the traffic and liveability of this site, the area would either be suited for either a higher density residential development or a limited business development which would blend or be ompatible with the residential area to the northeast. Staff feels that the limited business/office would be a om-patible use with the surrounding area. The applicant is proposing to convert the existing home into an office and the only changes that would occur is to bring the building up to the State Code; add a parking lot which would conform to the square footage of the office and provide landscaping on the site. i heibel November 21, 1979 :.'Page 2 If approved, the plat should be subject to the following conditions: 1. The building be brought up to State Code prior to occupancy of the building. 2. Utilities shall be brought into the site prior to capletion of the landscaping. 3. The parking area be surfaced and concrete curbing around the perimeter of the parking lot. 4. The landscape bond of $2,000 be required and not released until one year after the landscaping has been completed. 5. All easements shall be dedicated as requested by the City Engineer. *Note--at the present time the revised preliminary plat and site plan have not been received by the City Staff. Staff will review these plans and have them ready for distribution at the November 27, 1979 APC meeting. Contacts made by Committee Members in regard to policy or requests to other agencies for specific action should be made only with the expressed consent of the Committee. This policy does not mean to exclude any Committee Member from expressing personal opinions on any park related subject but requires that such opinions should be clearly expressed as representing the views of the individual and not necessarily of the Park committee as a whole.
