COMMITTEE MEETING
Minutes for the April 17, 1980, special Advisory Park Committee
meeting and the May 1, 1980, regular Park Committee meeting are
in order for consideration, subject to any corrections by members
of the Advisory Park Committee. The Agenda, with additions or de-
letions, is then in order for consideration and should be esta-
blished per action of the Advisory Park Committee. After approval
of the minutes and agenda, the following business is in order for
consideration:
INTRODUCTION OF PARKS & RECREATION DIRECTOR
Mr. Ken Vraa, the newly appointed Director of Parks & Recreation
for the City of Eagan, will be present at the meeting on Thursday
evening. Mr. Vraa will be assuming his duties officially as Parks
& Recreation Director on June 16, 1980. As you recall in a pre-
vious memorandum, Mr. Vraa has been employed in a similar capacity
for the City of St. Louis Park and prior to that held positions
with the City of Fargo, covering numerous recreational activities.
Mr. Vraa has already exerted considerable energy on reviewing the
Parks and Recreation Program for the City of Eagan, the Comprehen-
sive Plan, has toured parks and is becoming very acquainted with
the overall system. I met with Ken regarding the preparation of
the agenda and am quite certain he will have some participation
on Thursday evening.

NAMING OF THE PLAY WAGON
A. Naming of the Play Wagon At the last regular meeting of the
Advisory Park Committee, it was the decision of the Committee that
we solicit names by way of the City Newsletter, for the purpose
of naming the new play wagon. The newsletter was sent out several
weeks ago and several names have been received by the Parks and
Recreation Department. Those names are listed below:

2. Wagonfull 0' Fun
If more suggestions :are received before the meeting Thursday
evening, they will be presented to the Committee.

ACTION TO BE CONSIDERED ON THE MATTER: To approve a name for the
play wagon as advertised by way of the City Newsletter.
CRITERIA. FOR NAMING CITY PARKS
B. Criteria for Naming City Parks The City Administrator has
contacted the Chairman of the History Committee regarding their
participation in the naming of certain parks throughout the City
of Eagan per direction of the Advisory Park Committee. Before the
City proceeds much further with consideration for naming parks in
the City, it might be well to again review the criteria for naming
Eagan parks. The following is the criteria_ adopted some years ago
by the Advisory Park Committee:
1. Parks may be named for the living if they have contribued 75%
of the property or 75% of the land cost for the park..
2. Parks may be named for the deceased after 50 years have elapsed
from the time of death. The deceased may include local or national
heroes, national, state or local officials.
3. Parks may be named for streets, neighborhoods, historic events
and characters, trees, flowers, places and feature names, great
ideas, and mythological and descriptive names. These names should
be important to Eagan.
4. Parks should not be. named for civic organizations in order to
avoid community conflicts.
5. Park or facility names should not be changed without a good
cause. They should be named carefully and with permanent intent.
6. The criteria should be reviewed from time to time, and if neces-
sary, periodically revised to offer the naming committee a practi-
cal, up to date and helpful tool through with practical decisions
may be reached and by which difficult situations may be amicably
reconciled.
It might be well to again review the criteria, realizing that it
has been several years since that policy was established. Parks
and Recreation Director Vraa has reviewed this matter and will pro-
vide some input at the meeting on Thursday.
ACTION TO BE CONSIDERED ON THE MATTER: Consideration for amending
the criteria. for naming Eagan parks, realizing that any action
should be carefully coordinated with the City Council. The Advi-
sory Park Committee may not wish to approve the criteria at this
meeting, but continue its study until the July Advisory Park Com-
mittee meeting.

DESIGNATED COLOR FOR PARK SIGNS
C. Designated Color for Park Signs Advisory Park Committee mem-
ber Marge Tilley has asked that the Advisory Park Committee review
the proposed color for the park signs.
PARK DEVELOPMENT PLAN
D. Park Development Plan The City Council is preparing its
final adoption of the Comprehensive Land Use Plan. It seems appro-
priate that the Advisory Park Committee at least independently re-
view the Park Development Guide which is.Chapter Seven of the plan,
to see if there are any inconsistencies, additions, corrections
or changes they wish to have made before there is final approval
by the City Council. Since many of the Advisory Park Committee
members were newly appointed this year and have not experienced
the meetings and preparation work that transpired in 1979 while
preparing the Park Development Guide & the fact that our new Parks
and Recreation Director is now starting employment with the City,
it would be helpful to discuss it briefly and have one last look
at the Park Development Guide at the July meeting. Time consumed
on this agenda item could be minimal, unless there are some issues
members wish to address.
ACTION TO BE CONSIDERED ON THE MATTER: To discuss briefly the Park
Development Plan as proposed in Chapter 7 of the Comprehensive Land
Use Plan and place the item on the July 1980 agenda for further
review by the new Parks and Recreation Director and Advisory Park
Committee.

RESOLUTION REGARDING LAWCON FUNDING
A. Resolution Re: LAWCON Funding As I have stated at previous
meetings, the Federal Administation has requested that over one
hundred and ten million dollars in fiscal year 1980 for park and
preservation grant funds be rescinded. This action has resulted
in a halt to all LWCF grant programs and also impacts the urban
park rehabilitation grants and historic Preservation grants. The
City received a letter from John Perkovich, who is the Minnesota
Recreation Parks Administration Association Legislative Chairman,
asking that cities pass a resolution asking that our federal legis-
lators support legislation to release 1980 LAWCON funds in addition
to restoring the 1981 LAWCON funding. A draft resolution, as re-
commended by the MRPA is enclosed for your review.

RESOLUTION
CITY OF EAGAN
RESOLUTION REQUESTING THE RELEASE OF 1980 LAWCON FUNDS
AND TO RESTORE THE 1981 LAWCON FUNDING LEVEL
WHEREAS, a regular meeting of the City Council of the
City of Eagan, Dakota County, Minnesota, was held on the day
of , 1980, at 6:30 p.m. at the City Hall, located--at-73795
Pilot no oad, Eagan;'Minnesota, all members being present; and,
WHEREAS, the City of Eagan has established a five year
Park Acquisition and Development Program-to meet Citizens' needs;
and
WHEREAS, the Five Year Program has been implemented
through the joint funding of. local, state, and federal funds; and
WHEREAS, LAWCON funding has made possible the acquisition
of land for preservation, and recreational purposes; and
WHEREAS, funding has provided the opportunity to develop
land to meet leisure needs and satisfy a demand placed on existing
facilities; and-
WHEREAS, the loss of LAWCON funding creates a serious
hardship upon the City of Eagan to acquire land and develop
existing parks; and
WHEREAS, LAWCON funding was allocated from designated
sources; and
WHEREAS, to wait and release LAWCON funding towards the
end of the Fiscal year will take Minnesota Cities out of the con-
struction season; and
WHEREAS, with inflation and its impact on the cost of
land and impact on escalating construction costs;
NOW THEREFORE, upon motion by , seconded by
, it was RESOLVED.that the City o Eagan strongly urges
your support of legislation to release the 1980 LAWCON Funds imme-
diately; and FURTHER that the 1981 LAWCON Funds be restored.

JULY PARK MEETING
B. July Park Meeting The July meeting for the Advisory Park
Committee is scheduled for the night of July 3, 1980. Traditional
ly, the City has not held regular meetings on the eve of a holiday.
Experience has been that committee and commission members leave
town early for -a holiday and also residents who may be affected
by a proposed action. are also leaving town early and it makes it
rather difficult to attend the meeting. It is suggested that the
Advisory Park Committee meeting for the month of July be held on
Thursday, July 10, 1980.
ACTION TO BE CONSIDERED ON THE MATTER: To approve or deny an al-
ternate date for the regularly scheduled meeting of the Advisory
Park Committee for the month of July.
PRELIMINARY PLAT FOR "BLACKHAWK WOODS"
C. Preliminary Plat for "Blackhawk Woods" An application for
a preliminary plat entitled "Blackhawk Woods", consisting of 1.7
acres and containing three (3) single family lots was considered
by the Advisory Planning Commission at their regular meeting held
on May 27, 1980. The plat is quite small, adjoining the Hillandale
Addition #1 and Blackhawk Road, consisting of three (3) single fa-
mily lots. It is the recommendation of the City Planner that a
park dedication in the amount of $300 per lot be required.
ACTION TO BE CONSIDERED ON THE MATTER: To approve or deny the
staff recommendation for a cash donation for the proposed "Black-
hawk Woods" preliminary plat.
PRELIMINARY PLAT FOR "BRAUN SUNRISE ACRES"
D. Preliminary Plat for "Braun Sunrise Acres" An application
has been submitted to rezone approximately 3.8 acres from A, Agri
cultural, to R-1, Residential Single District. A second applica-
tion was submitted for a preliminary plat entitled "Braun Sunrise
Acres", which would consist of approximately 3.8 acres and contain
four (4) single family lots. The Advisory Planning Commission con-
sidered both of the applications at their May 27, 1980, regular
meeting. The Advisory Planning Commission is recommending approval
of both applications to the City Council. The proposed plat

consists
of four (4) single family lots and it is the recommenda-
tion of the City staff that a park dedication in the amount of $300

SUBJECT: INFORMATIONAL
I am sorry the Advisory Park Committee packet was a day late in
distribution. The work load and meeting schedule has been such
the last two days that it was not possible to coordinate the infor-
mation any earlier for distribution. As usual, I have asked all
the department heads and park department personnel for any items
they feel should go before the Advisory Park Committee at this
meeting. Those items were coordinated on the Agenda; I have not
heard of any additional matters from any members
of the Advisory

ark Committee and, therefore, the agenda is a brief one for tomor-
row evening.
The City Council has reached a tentative decision for hiring a
Director of Parks and Recreation. All reference checks have been
made and a final offer presented to a candidate for that position.
He is to get back to me prior to the Advisory Park Committee meeting
as to whether he accepts the offer from the City; so hopefully,
I will have a final status report regarding the selection of a
Parks and Recreation Director for the meeting tomorrow evening.
If there is any additional information any members of the Advisory
Park Committee would like researched for the meeting tomorrow
evening, feel free to contact my office at any time.
If you are unable to attend the meeting, please contact either

Minutes for the April 3, 1980, Park Committee Meeting are in order
for consideration, subject to any corrections by members of the

minutes and agenda, the following business is in order for consi-
deration:
A. Rahn-Thomas Highline Trail At the February 7, 1980, Advisory
Park Committee meeting, a public hearing was held to consider the
proposed extension of the Rahn-Thomas Highline Trail. Residents
on the south side of Shale Lane were. notified of the meeting.
There were five (5) property owners who attended the meeting and
expressed concern regarding the proximity of the trail in relation-
ship to their rear property lines. Therefore, upon action by the
Advisory Park Committee, the engineers have relocated the trail
to the south side of the Highline Trail's easement right-of-way
for consideration. Again, the affected residents were sent notice
of the meeting, a copy of the letter and map in enclosed on pages
through S for your reference.
ACTION TO BE CONSIDERED ON THIS MATTER: To approve an alignment
for the extension of the Rahn-Thomas Highline Trail as defined
and described above and recommend the same to the City Council
so that bids can be taken and the project constructed this summer.
The Consulting Engineer, Mr. Bob Rosene, is in the process of
checking with the Burnsville School District regarding the necessity
for an easement for private entry to construct the trailway that
would be on school property between Sandstone Drive and Rahn Road.

RE: Proposed Extension of Rahn - Thomas Highline Trail
Dear Resident;
As you recall, on January 30, 1980, a letter was sent to your
attention indicating the proposed location of the proposed
extension of the above referenced recreation trail along
your rear property lines within the the existing 200 foot
N.S.P. Power Line Easement. That January 30th letter noti-
fied-you that this item would be discussed by the Eagan
Advisory Park Committee at their February 7, 1980 meeting.
As a result, approximately five (5) property owners attended
that meeting and expressed concern regarding the proximity
of the trail in relation to their rear property line Sub-.
sequently, the Park Committee directed Staff to prepare an
alternate alignment for discussion at a future Park Committee
Meeting. ..This alternate has been established and it moves
the proposed bikeway 8.5 to 105 feet further south than what
was previously proposed. This new alignment would then be
approximately 110 to 130 feet from the rear property line of
those residence along the south side of Shale Lane from
Cedar Avenue to Sandstone Drive.
This alternate has been prepared in a form that is now ready
for re-presentation to the Advisory Park Committee. Therefore,
you are hereby notified that the Advisory Park Committee will
again consider plans and specifications for this trail continu-
ation at their regularly scheduled meeting of May 1,"1980.
This meeting will be held at the Eagan City Hall, located at
3795 Pilot Knob Road. The meeting is intended to begin at
7:00 P.M.
This trail when completed, will offer area residence a safe
bicycle route away from heavily traveled streets. It will
provide access to several existing and proposed future City
Parks, as well as the Thomas Lake and Rahn Elementary Schools.
Trails have been an important element inthe Eagan park system
since the City's park development guide was first formulated in
1969 and the City has been successful in securing several State Grant

Funds to help in the construction of this bicycle trail. Con-
sequently, this trail will be funded by park/trail development
funds which will require no assessments for adjacent property
owners.
The Eagan Advisory Park Committee will look forward to hearing
your comments regarding this trail in'general and this revised
alternate inparticular at their meeting on May 1, 1980.

B. LAWCON Grant Update The City Council, in official action
that was taken at the April 15, 1980, meeting, did approve the
submission of two grant applications to LAWCON. The first.applica-
tion is for an extension of Rahn Community Athletic Park in the
amount of $200,000. The second application was for Northview de-
velopment phase two, which would include construction and lighting
of four tennis courts and lighting two softball diamonds, for a
grant application of $144,000. The following is a breakdown of
the grant applications as submitted.
I. Expansion of Rahn Community Athletic Park (resubmittal)
Application is for funding assistance to purchase 20 acres from
St. Paul Properties (Cedar Cliff).

There is no action to be taken on this matter at this time. The
item is on the Agenda for discussion purposes as an informational

A. U.S. Homes Corporation for Preliminary Plat of Ridgecliff Addi-
tion The Advisory Planning Commission held a public hearing
on April 22, 1980, for the purpose of considering a rezoning and
preliminary plat for Ridge Cliff Addition applications that were
submitted by the U.S. Homes Corporation. The proposed development

consists of 144 acre tract of land located on the S~v4 of Johnny
Cake Ridge Road and Cliff Road. The City Staff, mainly the City
Planner, would lice to discuss. the proposed park dedication as
it relates to this development at the meeting on Thursday. Enclosed
is a copy of the report as prepared by the City Planner on pages
through for your consideration.
ACTION TO BE CONSIDERED ON THIS MATTER: To approve or deny the
recommendation of the City Planner for park land dedication as
it relates to the Ridge Cliff Addition and recommend the same to

SPECIAL NOTE: This item will not come before the City Council

from gricu tural to Residential R-1 and R-3 (Townhouse District).
A second application has been submitted for a preliminary plat - Ridgecliffe - which
pertains to the same 144 acre area.

PLANNING CONSIDERATIONS:
1. Rezoning: The proposed rezoning of the Ridgecliffe area from Agricultural to
Residential R-1 and R-3 appears to be consistent with the Eagan Comprehensive
Plan. It is projected under the Plan that this area develop with mixed
residential uses ranging in an overall density from 3 to 6 units per acre.
The overall density proposed under the Ridgecliffe development is less than
three units per acre and the average residential density is 3.2 units per
acre. The new Comprehensive Plan also proposes a park at the general lo-
cation shown on the Ridgecliffe preliminary plat.
The applicant only requested R-1 zoning for the single family area and R-3
zoning for all of the multiple dwelling areas including the double bungalow
area. It is recommended that the double bungalow areas be rezoned as fol-
lows;

Lots 23 and 24 of Block 5 to R-2
Lots 15 and 16 of Block 2 to R-2
Lots 17 through 22 of Block 2 should be combined into one (1)
lot and rezoned R-3 (see explanation below)
Proposed Lots 17 through 22 of Block 2 would front on Galaxie Avenue and as double
bungalows would create several individual driveways along this minor arterial.
Rather, this area should be rezoned to R-3, R-4 or Limited Business wherein the
number of driveways could be reduced. This area also does not relate well to
other residential development and it is expected to be directly across Galaxie
Avenue from a commercial area. The applicant also owns the existing adjacent
residence to the north which is located at the southeast quadrant of Galaxie
Avenue and Cliff Road. The rezoning of the lots in the plat should be coordina-
ted with the rezoning and future use of this property.
2. Preliminary Plat: The preliminary plat is generally well-designed and provides
for collector streets, parks, right-of-way dedications and similar details
considered by the City. The only problems which may exist are described below;
A. The City is in the process of reviewing the adequacy of the proposed
neighborhood park (16.61 acres). This will be considered by the Park
Committee at the May 1, 1980 meeting and could result in minor revisions
to the plat. The general location and acreage appear to be consistent
with what the City had been expecting for park dedication.
B. The applicant is proposing the dedication of an east-west collector
street through the property - Covington Lane - as an 80'. right-of-way
which was requested by the City. It appears, however, that low density
development in this area will not generate enough vehicular trips to
warrant the need for a collector street (total of 2300 to 3000 trips
per day). The City Engineer will comment on the need for this collector
street.
3. Conditions: If this preliminary plat is approved it should be'subs'ect to the
following conditions:
A. The proposed double bungalow lots, which would front on Galaxie Avenue,
shall be platted consistent with the rezoning of this area (R-2 or into-
one-lot or multiple or limited business zoning).
B. The location of the park shall be determined by the City Council after
review by the Park Committee and any major unanticipated revisions
shall be referred back to the Planning Commission, for review.
C. A trail.shall be required to be constructed by the developer at his cost
along the north side of Covington Lane for the entire distance of the
preliminary plat.

D. This preliminary plat shall be reviewed by the Dakota County Plat
Committee prior to final approval by the City. (The plat abuts on
a County Road - County Road #32 - Cliff Road,)
E. The applicant shall be required to provide berming and a landscape
"screen" where dwelling units have a side or rear yard along Cliff
Road, Johnny Cake Ridge Road or Galaxie Avenue. Berming and screening
shall only be required where the grades are substantially the same as
that on the abutting roadway where protective screening can be es-
tablished.
F. A "model home" area shall be permitted along proposed cul-de-sac "L"
for a period not to exceed five (5) years. The applicant shall
submit a detailed plan indicating how this area will be altered for
model homes and how the area will be reverted to normal residential
development._after use for model homes has ceased. This plan shall
be approved by the City Council with the approval of the final plat.
G. The applicant shall be required to submit street names to the City.
for approval prior to the final approval of the preliminary plat.
H. If Covington Lane remains a collector through this preliminary plat,
any dwelling unit or garage variances from the minimum 40' setback
shall be considered at this time as a part of the approval of the
preliminary plat (applicant has indicated a desire for 30' setbacks
for garages but has not submitted a formal request).
1. The applicant shall be required to grant the City a 60' wide street
easement over the property which lies between the Bjelland and
Stertz properties for a future street extension. The proposed
lot at this location should be platted as an outlot.
J. The 3.44 acre parcel that lies west of Lots 12 and 13 of Block 5 shall
be platted as an outlot. It is expected that this area will be re-
platted when the adjacent area to the west is developed.
K. The applicant shall be required to submit plans for totlots in each
of the three quadrominium blocks and a totlot shall be developed
in each area by the applicant.
L. The applicant shall be required to submit "bylaws" for the homeowner's
association(s) to the City for review prior to approval of the final plat.
M. Lot 1 of Block '2 should be redesigned and incorporated into the platting
of the Esther Johnson property which is shown on the preliminary plat
and which is owned by the applicant.
ENGINEERING RECOI.MNDATIONS:
1. A storm sewer study must be performed and submitted for City approval,
evaluating the existing and available capacity of the on site ponding systems
prior to final plat approval.
2. A five foot concrete side walk must be installed along the north side
of Covington Lane at the developers responsibility, with maintenance to be
the requirement'of the adjacent townhouse association.
3. Cul-de-sac "H'! and "J" be .eliminated and substituted with a looped
through'street.
4. Sufficient right of way be dedicated to provide for the future relo-
cated Galaxie Avenue, Cliff Road, and Johnny Cake Ridge Road.
5. This plat must be submitted for comments and restrictions by the
Dakota County Highway Department prior to final plat approval.
6. Sufficient temporary easements must be granted to provide for the
temporary cul-de-sacs along the western edge of this proposed plat for
streets "G", "C" and Covington Lane, and also street "I", adjacent to the
Marstad property on Cliff Road.

RE: PRELIMINARY PLAT - RIDGE CLIFFE ADDITION (U.S. HOMES CORPORATION)
The Public Works Department has the following comments to make in regards
to the above referenced preliminary plat:
Utilities:
Major sanitary sewer and water main facilities of sufficient size and depth
are available to .handle the proposed development as submitted. These
utilities presently exist along Johnny Cake Ridge Road and along Cliff
Road. The internal distribution system will be designed with the respective
improvement project to serve the various phases of development.
Drainage:
The 144 acres proposed to be developed under this plat lies within three
major drainage areas. The first area encompasses approximately 37 acres
along the south side of Cliff Road, including the existing individual
private parcels surrounded by this proposed plat. This drainage would
discharge into the existing pond located in the north central portion of
the proposed plat, which would then have this outlet directed into existing
storm sewer and ponding system located within the Woodgate Addition. The
ultimate outlet for this overall storm water is into a very deep ponding
area within the N.S.P. easement north east of the Mallard Park Second
-Addition. The ultimate outlet from this down stream pond will be outletted
into the recently installed trunk storm sewer from Thomas Lake to Blackhavik
Lake. The next major drainage area is located in the northeast corner of
this proposed plat adjacent to Johnny Cake Ridge Road just south of Cliff
Road. This water will drain into the existing in place storm sewer system
on Johnny Cake Ridge Road, which ultimately discharges into Pond LP-4
located within the Johnny Cake Ridge and Brittany Addition plats on the
east side of Johnny Cake Ridge Road. The third major drainage area encom-
passes the west two thirds of the south half of this proposed plat. Drain-
age will be directed into an existing pond located south of Covington Lane
within block eight (g). There is also a smaller internal pond within
block five (5) to handle surface drainage. These ponds are ultimately
proposed to be connected to a proposed future storm sewer system along
Galaxie Avenue and eventually up towards Rahn Park. This storm sewer system
has not yet been installed. Capacity of the on site ponds within this
proposed plat has not been evaluated to determine their capacity in rela-
'tion to the projected run off created by the development of this proposal.
This will have to be reviewed and evaluated prior to final plat approval.
Streets:
All streets proposed for this plat are less than or equal to a 5..07 grade.
The layout of this proposed plat was dictated by limited access points along
Cliff Road and Johnny Cake Ridge Road, existing private property configurations
along Cliff Road, the location of the east/west neighborhood collector

(Covington Lane) and internal topography features (ponds, hills, excess
of slopes, etc.) Although Covington Lane, east of Johnny Cake Ridge
Road, is a community collector between Johnny Cake Ridge Road and the
future connection to Pilot Knob Road, it is not necessary to continue
this community collector status through' the Ridge Cliffe Addition.
Covington Lane, through Ridge Cliffe Addition,will act as a neighborhood
collector. Subsequently, it can be reduced from its required 80 foot
right of way with a 44-48 foot street surface..to a 60 foot right of way
witha 36 foot street surface. In.addition to this, it is also recommended
that a side walk be placed at the developers expense, along the north
side of Covington Lane. Maintenance of this side walk should be incor-
porated within the townhouse association by-laws. After reviewing the
road configuration within this plat, it was determined that the two
existing cul-de-sacs "H"and"J" could be eliminated by a looped connection.
This would not result in the reduction of developable lots and is
feasible from an engineering standpoint. The Public Works Department
reinforces the comments made by the Planning Department regarding the
required 60 foot street easement over the property which lies between
the Bjelland and Stertz properties, adjacent to Cliff Road. This will
provide for the future continuation of road "I", and when, these single
family residential lots are subdivided in the future. Johnny Cake Ridge
Road. and Cliff Road has been sufficiently upgraded to handle the traffic
generated by this development. Galaxie Avenue will be relocated by
Minnesota Department of Transportation in conjunction with construction
j of Interstate 35E. It is anticipated that this will be done within the
next 3-4 years. Until such time, a temporary cul-de-sac should be con-
structed at the end of streets f'C" and Covington Lane.
Easements and Rights-Of Way:
Sufficient drainage and utility easements must be dedicated of sufficient
size to incorporate the on site ponding areas in accordance with the City's
approved master storm sewer plan. Smaller internal ponds will have to be
evaluated to determine their proper high water elevation, which will dictate
the necessary easement requirements. This should all be performed prior to
final plat approval. Sufficient right of way should be dedicated for the
proposed future Galaxie Avenue relocation (50 foot half right of way),
Cliff Road (75 foot half right of way) and Johnny Cake Ridge Road (50 foot
half right of way). All ordinary common lot line drainage and utility
easements will be required per existing City policy (10 foot adjacent to
public right of way, 5 foot adjacent to common property lines).

questions at the Planning Commission' meeting of April 22, 1980.

Status of Spring
Tiny Tots: Registration filled in 12 hours. Three groups are in session.
With the beautiful spring weather, the children are out doors on the play
perimeter area of Rahn Park a good portion of each day. They also do a
simple craft, learn songs and hear a story each day. We are stressing
Tiny Tots as a recreational program and not a nursery school.
Dog Obedience: Both classes are in session. The instructor is very effective.
TFe c anti gein` the dog's level of obedience during the course of the lessons
is easily observed.
Egg Hunt: This event gave us some problems. Changes in organization
ww1T1-be made to avoid the avarice displayed by adults!
Tennis $ Golf Lessons: All sections offered will be held. The lessons
will begin the week of May 12. The instructor taught for us last year;
she is excellent.
Family Bicycle Safety Clinic: Will be held at Thomas Lake School parking
lot this Saturday, May 3. Assistance from the Police Department, Dakota
Ramblers, Eagan Encores, Valley Viewers, and Eagan Rangers 4 H Clubs is
all arranged. The weather forecast is for 77° and sunny. The five
elementary schools have already or are about to receive flyers. Hope-
fully we will have a good turn out for the time consuming effort that
has gone into the planning.
Reservations for Field Use: All adult leagues, CAA and Mend-Eagan are
scheduled on fields for league play in softball or baseball. The first
games began on April 30. The Northview Athletic fields made scheduling
very easy compared to previous years.
We have two week-end tournament reservations for Northview Park. Summer
Soccer reservations are partially completed. The requests for Mondays
and Wednesdays are so heavy that we had to put up the goals at Northview
Park to accomodate everyone! The adult league began on April 28.
Park Maintenance Work Completed This Spring: The following items have
been completed: Hockey rinks removed at Woodhaven & Lexington, berm re-
moved from pleasure rink sites, all seeding and fertilizing completed,
aerating completed, infields leveled and shaped at Northview Park,
soccer goals installed at Northview Park, soccer fields layed out and
striped, foul lines layed out on ball diamonds, park signs installed at
Patrick Eagan and Northview Park. The men have also prepared the ground
for the seedlings that will arrive on May 9, begun construction on other
park signs, placed picnic tables at the usual sites, put up all tennis
nets, installed all signs on Rahn Thomas Trail etc. etc. etc. . . .
Status of Summer Programs
1. Applications for temporary part time employees are being received.
2. Interviews will be held beginning the week of May 5.
3. Number of employees returning from last year to date is 12.
The preliminary draft of publicity for the May Newsletter is included
for your discerning eyes to spot an unclear phrase or an omission that
we cannot find because we are to close to it!
