SUBJECT: AGENDA INFORMATION
FEBRUARY 7, 1980, ADVISORY PARK COMMITTEE MEETING
The first item of business is to call the meeting to order, followed
with the. Pledge of Allegiance. The minutes for a regular meeting
held on December 6,'1979, and a special meeting on January 10,
1980, are subject to any corrections by members of the Advisory
Park Committee before approval is given. The agenda, with additions
and/or deletions, is then is order for consideration and should
be established per action of the Advisory Park Committee.
ORGANIZATIONAL BUSINESS
A. Establish Meeting Date During 1979, the first Thursday of
the month was estao is a as a date for a 'regular meeting of the
Advisory Park Committee. The meetings have started at 7:00 p.m.,
and, per direction of Mayor Blomquist, will not last any later
than 11:00 p.m. The 11:00 p.m. adjournment is also practice.1 by
the City Council and the Advisory ?lanning Commission.
ACTION TO BE CONSIDERED ON THIS MATTER: To establish a time and
meeting date for regular meetings to be held by the Advisory Park
Committee.
B. Election of Officers The officers for the Advisory Park
Committee in 1-979 were: .yrel Lundston, Chairperson; Roger Martin,
Vice Chairperson; and Jean Loken, Secretary.
ACTION TO BE CONSIDERED ON THIS MATTER: To elect a Chairperson,
Vice Chairperson and Secretary for the Advisory Park Committee
for 1980. All positions are one year terms.
C. Committee Appointments The Advisory Park Committee has two
subcommittees consisting of a Development Committee and Trail Com-
mittee. The Development Committee for 1979 consisted of Neil Coates
as Chairman, and three members - Roger Martin, Dick Carroll and
Arnold Ludke. The Trail Committee consisted of Jean Loken as Chair-
person and Members Sharon Radl, Mike Thomas and Carolyn Thurston.
The Chairperson did attend both committees at various times through-
out the year.
ACTION TO BE CONSIDERED ON THIS MATTER: To select members of the
Advisory Park Committee to serve on both committees. Briefly,
the objective of the Development Committee is to have members of
the Advisory Park Committee from time to time review development

proposals for the purpose of selecting lard that is -suitable for
park land acquisition and development. Realizing that the City
of Eagan is only 20% to 25% developed, the-Advisory Park Committee
has previously felt that a trail system throughout the community
both from a community and regional aspect is an important part
of the park land and open space development concept. The Trail
Subcommittee meets to examine the overall long range trail plan
for the City as well as planning trails with, current development.
D. Other Any other organizational matters, such as rules of
order, etc., should be addressed at this time by the Chairperson
and Committee Members.
DEVELOPMENT PROPOSALS
A. Lexington Second Addition Mr. Richard Roeglin has made appli-
cation or a preliminary pat entitled Lexington Second Addition,
which is located in the SEk of Section 10. Mr. Roeglin also applied
for rezoning from R-4 (Residential Multiple District) to R-3 (Resi-
dential Townhouse District). Both the preliminary plat and rezoning
were approved by the Advisory Planning Commission at their last
regular meeting held on January 22, 1980. A copy of the City Plan-
ner's -report regarding this development is enclosed on pages
through /4~for your reference. City Planner Runkle will
present a propose park land dedication for this project at the
meeting on Thursday. This item will appear on the City Council
agenda for the February 19, 1980, meeting.
B. Rosewood Corporation for Coachman Land Co. 1st Addition
A preliminary plat application was ma a y t e Z1~j",1S1e1i11;1(jC113 Corporation
for a plat entitled "Coachman Land Company 1st Addition". This
development is located north of Four Oaks Road and east of Coachman
Road in Section 9. This application was on the January 22, 1980,
Advisory Planning Commission meeting agenda; however, it was con-
tinued due to the developer's request. The matter will again appear
on the Advisory Planning Commission agenda at the February 27,
1980 meeting and then, if action is taken, will appear on the City
Council agenda at the March 18, 1980, meeting. For additional
information on this matter, please refer to the City Planner's
report, a copy is enclosed on pages- through 5 for your
reference. City Planner Runkle will review the sta s recommenda-
tion for park land dedication as it relates to this development
at the meeting on Thursday.

C. Vincent Kennedy for Oakwood Addition The preliminary plat
approval or a woo ition was on the aruary 22, 1980, Advisory.
Planning Commission agenda. Again, due to a request by the develo-
per, this item was continued until the February 27, 1980, APC
meeting, and therefore, 'if action is taken, it will not appear
on the City Council agenda until the March 18, 1980, meeting.
- - Because this item was to be continued, a report was not prepared
by the City Planner. A copy of this report will be supplied to
you at a later date. City Planner Runkle will present the staff's
recommendation for park land dedication at it relates to this de-
velopment at the meeting on Thursday.

PUBLIC HEARING
A. Highline Trail Extension A trail was proposed by the City
staff and Advisory Park Committee to run east-west through the
community within the high transmission electric lines located be-
tween Count Road 32. Portions of that trail
Y load 30 and County,
have been constructed from Capricorn Court to Woodgate Lane, lust
west of Johnny Cake Ridge Road. A grand opening of this trail
segment is planned for the spring of 1980. The next extension
of the trail is planned from its present termini at Woodgate Lane
to Nicols Road (Old Cedar Avenue). Former Park Director Schmidt
felt that residents who live in the Cedar Grove area and more speci-
fically. on Shale Lane who would abut a portion of this proposed
trail segment between Rahn Road and Nicols Road should be noitified
about the City's plans and be 'given an opportunity to appear before
the Advisory Park Committee to express their feelings about the
proposed trail. A letter, along with some maps showing the poten-
tial trail, was sent to all residents residing on Shale Lane that
would be affected. by this proposed trail segment. Enclosed on
pages R(e through ~~j is a copy of the-letter, map and a mailing
list o~t~iose persons who received notice of the meeting on Thurs-
day. Public Works Director Colbert will provide background to
the audience as to the proposed uses for the trail and it is recom-
mended that the Committee allow for input from the residents as
to their concerns and/or proposals for uses of the trail. In ad-
dition, Public Works Director Colbert will present a proposal by
the City to- purchase 20 acres of land to expand Rahn Community
Park. This land is located between the hockey rink and Nicols
Road which is south of the residents abutting Shale Lane. The
City has not purchased the 20 acres to date; however, it is desira-
ble that there be community input, specifically from the existing
neighbors as to their thoughts toward expanding the park and pro-
posed uses for park land expansion.

OTHER BUSINESS
A. Park Development Fees (1980) It is recommended that each
year E He Advisory ark Committee review the per lot cash park land
dedication equivalent for new subdivisions in the community. For
the new members, the City does not always require park land dedica-
tion for all developments. However, if park land is not dedicated
for a specific platted area, the City will require a cash payment
on a per unit basis in lieu of the park land dedication. In 1979,
park land dedication was $240 per single family unit, $200 per
duplex, townhouse or mobile home unit, and $150 for each apartment
unit. This cash when collected is earmarked to a Park Site bevelop-
merit Fund which is used to purchase park land and/or develop ex-
isting park land in future years. The City Administrator will
present the proposed rate increase along with a formula as to how
the per unit charges are derived at the meeting, on Thursday.

C. Position Vacancy/Director of Parks & Recreation For the
benefit o the new members, our ormer Parks Recreation Director,
to assume a
Barb Schmidt, resigned effective February 1, 1980,
new position as the Assistant Park Director for Dakota County.
Barbara was the first Park Director for the City of Eagan, having
started her duties as Park Director in 1975. Prior to that, Barb
was a member of the Advisory Park Committee. I have been direc-
ted by the City Council to proceed with the advertisement for the
vacancy, screening of applicants and to present candidates to the
City Council for final interview and selection. More than likely,
a Parks and Recreation Director will not be hired until April due
to the amount of time required in advertisement, screening and
the amount of time that must be given by the successful candidate
with his or her existing position. I will provide additional infor-
mation regarding the selection process at the meeting on Thursday.
Enclosed is a copy of the Job description and letter I have sent
out to people wl- are interested in applying for the Director of
Parks and Recreation position with our City. In the interim, until
a Parks Director is hired, I will assume the duties and responsibi-
lities for that Dosition.

Appli(~ation Submitted:
The first application submitted is for a preliminary plat - a replat of the
Lexington Addition to Lexington 2nd Addition, which would consist of approxi-
mately 18.6 acres and would contain 27 auadriminium buildings (108 dwelling
units).
The second application submitted is a request to rezone the 18.6 acres from
R-4 (Residential Multiple District) to R-3 (.Residential Townhcuse District)
to allow 108 townhouse units.
Comments
1. i:: the past the Lexington Addition was platted into lc lots in which
11r. Roe lin could of constructed apartment buildings. At the presen'~ time
Mr. Roeglin is proposing to replat a portion of the Lexington Addition for a
quadriminium development, keeping the new plat in continuety with the or-
iginal plat which was proposed.
2. The proposed quadriminium project would be consistant with the propcsed
land use wit."An the comprehensive plan. The plan indicates an R III land use,
which is a mixed residential from 6-12 units per acre. The proposed neigh-
borhood would contain the land east of the proposed alignment of In`erstate
35 East.; South of the Bulk Mail Center West of Lexington Avenue and North
of Yankee Doodle Road.
3. The proposed plat would follow basically the same street design of the or-
iginal plat. So if additional development does not occur the City will have a
dedicated street within this development.. The staff has suggested that the
main street witin the project have an 80 foot right-of-way according to the trip
generations which have been calculated for this neighborhocd. The developer
has agreed to dedicate and construct this collector street through the pro-
ject, but has requested that he be allowed to only have a 30 foot setback

instead of thenormally required 40 foot setback-. A variance would not
be reouired for this 30 foot set back because the collector street is not
designated on the thourough fare plan. However, the Advisory Planning
Commission and Council should be aware of this request.
4. The proposed development will contain 108 dwelling units (27 buildings).
The proposed road will be public street. The developer is also providing a
Tot-Lot to take care of the needs of the pre-schoolers within the proposed
development.
5. The following chart is a breakdown of the Lexington 2nd Addition:

Note according to the ordinance 52, the maximum number of units all,-xed is
106.64 D.U. Since the applicant is building 4-plex's the maximum number of
buildings would be over 261. Therefore, the 27 buildings which are being
presented, would be the maximum number of structures allowed.
6. The proposed development meets all setback requirements.
7. The Park Committee has not formally reviewed this plat, but they have
reviewed the park plan protion of the comprehensive plan. The plan indicates
a 10-15 acre park located South of this proposed development. T-?refore,
staff is recommending that a cash donation satisfy the park require-rent.
If approved the plat should be subject to the following conditions:
1. The proposed development shall have a Homeowners Association and the
bylaws of the Homeowners Association shall be submitted and reviewed by
staff prior to final plat approval.
2. A tot-lot should be provided by the developer to provide for the
needs of the pre-school children.
3. A sidewalk shall be provided on one side of the proposed collector
street.
4. The proposed plat shall be reviewed by the Dakota County Plat Commission
and subject to the plan commissions comments.
5. All drainage and utility, easements shall be provided as required by
City Staif.
6. No building permits shall be issued on outlot A.

RE: Preliminary Plat - LEXINGTON SECOND ADDITION (RICHARD ROEGLIN)
The Engineering Division of the Public Works Department has the following
comments to offer in regards to the review of the above referenced prelimi-
nary plat:
UTILITIES: Sanitary sewer and water main of sufficient size, capacity
and depth to service this proposed addition, is available within Lexington
Avenue, immediately adjacent to the East property line of this proposed
plat.
STREETS: Access to this proposed plat will be handled by the existing
approved Lexington Avenue immediately adjacent to the East boundary of this
plat. Internal streets serving this plat will provide for an 80 foot
right-of-way for the east west minor collector street and a 60 foot right-
of-way for the internal loop street on the north side. The street name
as submitted on the revised plan dated December 31, 1979, will have tote
revised to be consistent with the City street naming policy. Sidewalk is
intended to be constructed along the south side of the east west collector
street. This installation should be the responsibility of this developer.
GRADING AND DRAINAGE: A grading and drainage plan has beer. submitted which
shows the majority of the drainage from this proposed addition will be dir-
ected into an internal storm sewer system which will empty into a small
on-site pond located immediately south of this proposed addition. An out-
let from this pond will have to be constructed to the existing storm sewer
in Lexington Avenue, which will care,; the water north into our master store.

this development. The grading plan will have to be revised to provide for
a minimimi normal water elevation of 883.5 with a high wa-?r elevation of
8885.5 for this small on-site pond, immediately to the south. We will re-

to provide for the necessary freeboard, for any potential flooding.
EASE.".EN-S AND RIGHTS-OF-WAY: Sufficient right-of-way has already been
dedicated for Lexington Avenue, which has been improved to its final design
section. An 80 foot right-of-way must be dedicated fir the minor collector
east west street, with all other public streets requiring a 60 foot right-of-
way.
I will be available at the Planning Commission meeting of January 22, 1980
to answer any questions the Commission may have.

Application Submitted.
An application has been submitted for a preliminary plat, Coachman Land Company
First Addition, which contains approximately 62 acres. The proposed subdivision
consists of 23 lots; lots 1 through 19, block 1 would contain 18 quadriminium
buildings, 72 dwelling units; lot 2C. block 1 and lots l through 3,block 2
delineate the land uses and the phases which Rosewood Corporation is proposing
to develop in the future.
Comments:
1. Phase I,which is the quadriminium development is the only phase which is
under consideration at this tire. The plat consists of 19 lots and 1? buildings,
72 dwelling units. Lot 7 of the proposed plat has been de-ignated as a tot-lot.
2. The first phase of the development contains approximately 14 acres land, of
which 11.9 acres could be used for density. The maximum number of units al-lowed
in Phase I is 86.8 dwelling units. Rosewood Corporation is proposing 72 dwell-
ing units.
3. The applicant is proposing to plat two cul-de-sac streets, to prcvi;e
access to the Quadri-u nium units. The applicant feels the two cul-de-sacs
provide the best design and livability for the proposed project. Homever,
the loop street ;would be the best for maintenance on the City's part. The
applicant has requested to stay with the two cul-de-sacs, because of the
design and livability that the cul-de-sacs would provide.
4. Lots 1,8,9,10,11, & 12 would require variances from the street setback re-
quirements.
5. The developer has indicated that each of the units within the quadriminium
project, will be individually for sale. Therefore, the plat should reflect a
lot for each individual unit.

6. Lots l through 19, block l is the first phase of the overall development
which is the quadriminium project. Lot l,block 2 would be the second phase
of the development, which would consist of a townhouse project or row housing.
Lot 2,block.2 is indicated as being phase three, which would be senior citizen
housing. Lot 20,block 1 is being proposed as being the fourth phase of the
development, which would consist of a condominium project individual units
for sale from the beginning. Lot 3,block 2 has been negotiated as park land
which will be dedicated in conjunction with the phases of development.
7. The Park Committee has not formally acted on the first phase of this
plat. However,when the Coachman Oaks Apartment complex was approved the City
negotiated the park land which would be dedicated with the entire project.
This dedication would be lot 3 block 2 of the plat.
If approved the plat should be subject to the following conditions.:
1. A Home Owners AssocAtion shall be established and the by-laws of the
Home Owners Association shall be submitted and reviewed by the City Staff,
prior to final plat.
2. Tot-lot should be installed by the developer to provide for the needs of
the pre-school children.
3. A sidewalk should be installed on or.,:~ side of the collector street accord-
ing to City policy.
4. All drainage and utility easements shall be provided as required by City
Staff.
5. Building permits shall only be issued on the first phase of the development
And before building permits can be issued, the developer must complete all
portions of the final plat, with the exception of filing the final plat of the
first addition with the County. The final plat shall be filed with the Ccun.y
after the foundations of the buildings have been constructed.
6. A detailed landscape plan shall be submitted and approved by the City Staff.
7. The. City requests that the park land,which Rosewood Corporation has sold
to the City of Eagan or dedicated to the City, be included in the preliminary
plat of Coachman Land Company First Addition.

ENGINEERING RECOMMENDATIONS:

maximum slopes of 3-1, and proper erosion control measures.
2. The proposed two cul-de-sacs be eliminated and replaced with a loop
street.system.
3. Street names be designated in conformance with the City street name

4. Sufficient right-of-way be dedicated to provide for a 80 foot right-
of-way, along Four Oaks Road and Coachman Road. And all customary

The Engineering Division of the Public Works Department offers the following
information for consideration in the review of the above referenced plat:
UTILITIES: Sanitary sewer and water main of sufficient size, capacity and
depth to handle this proposed development is available within public right-
of -way- along Four Oaks Road, immediately adjacent to the south line of this
proposed plat.
STREETS: Access to this proposed plat is made available by way of existin ,
Coachman Road and Four *ks Road. These streets are presently constructed to
proper alignment and grade but are not co=leted to their full design, minor.
collector status of 44 feet wide. This plat will require the extension of
Four Oaks Road to the east of Coachman Road, to provide proper access. Side-
walks will be required along the north side of Four Oaks Road, and should be
the responsibility of this development at this time.
This proposed plat provides for two internal cul-de-sacs, connecting onto
Four Oaks Road, to service this portion of the plat. There is no adverse
topography or unusual land constraints that dictate the necessity of these
cul-de-sacs as shown. The developer has indicated that they have investigated
the proposal of looping these cul-de-sacs as previously recommended by staff
during the summer of 1979. However, their design preferential indicates their
desire to proceed with the two cul-de-sac proposal. The engineering staff
does not recommend approval of the cul-de-sac design because of the inherent
maintenance problems and related costs associated with that type of design.
It also hampers tae effective public safety patrolling and emergenc-1; vehicle
access withcut the benefit of a loop street. Because of the topography of
lots 11 through 19 of block 1 (western portion of this phase) , there is a
straight 5% grade from Four Oaks Road to the end of the cul-de-sac. This
` -
might present accessibility problems during subfreezing winter conditions,
which could hamper the accessibility to these lots. With a loop street,
a secondary access would be provided by way of minimal grades.
GRADING AND DRAINAGE: The grading and drainage plan submitted shows cuts
in the vicinity of 8 to 10 feet for lots 14 through 18 of block 1, this- wiles
necessitate a 10 foot bank adjacent to the Timberline properties. It is re-
commended that this slope be graded so that it is not steeper than a 3-1 slope,
for maintenance and erosion control purposes. Drainage for this proposed plat
will be handled-by the existing storm sewer system presently in place along
Four Oaks Road, this is of sufficient size and depth.to handle this proposed
plat. A detailed erosion control plan must be submitted and approved by
Staff, prior to final plat application. This is required due to the existing
steep topography that this construction activity will be effecting

Dear Eagan Resident:
I am writing to inform you of City park plans in your immediate
area. I hope you will take a few minutes to look over the following.
information.
The first item that should be of interest to you is the fact that
the City is attempting- to obtain funding to purchase 20 acres of
land to expand Rahn Community Park. This land is located between
the hockey rinks and Nicols Road (formerly Cedar Ave.) and would
be used to develop additional park facilities in the future-when
park development funds become available. These facilities could
include athletic areas such as so_cer and football fields, perhaps
a Jogging track, a parking area off Cedar Ave., and other improve-
ments. If the purchase is successful, plans for use of the area
will be drawn up and public meetings will be held to receive citizen
input on the proposed uses.
The second item I would like to make you aware of is an upcoming
trail construction project in your neighborhood. Construction
was begun last summer on the Eagan Nigh Line Trail which follows
the route of the high transmission electric lines running east-
west through the City. A ten foot wide asphalt bike trail is now
in place from Capricorn Court to Woodgate Lane, just west of Johnny
Cake Ridge Road.
The extension of this trail to Nicols Road is planned for con-
struction this spring. Enclosed is a new Eagan City Map showing
the trail and a copy of the construction plan for the bicycle trail
in your immediate vicinity.
The Eagan Advisory Park Committee will be meeting February 7, 1980,
at the Eagan City Hall at 3795 Pilot Knob Road to review the pre-
liminary plans for this trail. This item is scheduled on the
meeting agenda for discussion at 8:00 p.m. You are invited to
attend this meeting to obtain more information about this project.

You are also urged to view that portion of the trail which is al-
ready in place. It can be seen from Thomas Lake Road or Johnny
Cake Ridge Road; however, it is not maintained during the winter
mont'ns at this time.

This trail, when completed, will offer area residents a safe bicycle
route away from heavily traveled streets. it will provide access
to several existing and'proposed future City parks, as well as
the Thomas Lake and Rahn Elementary Schools.
Trails have been an important element in the Eagan Park System
since the City's Park Development Guide was first formulated in
1969 and the City has been successful in securing several State
grant funds to help, in the construction of this bicycle trail.
The remainder will be funded by Park/Trail Development Funds.
No assessments will be levied for this project.
The Eagan Park Committee looks forward to your comments on February
7, 1980.

POSITION SUMMARY: To independently plan, implement, and supervise
par acquisition and development, park maintenance, recreational
activities and facilities and tree conservation, in accordance
with the policies established by the City Council.
POSITION RESPONSIBILITIES:
1. Responsible for developing the City Park System.
a. Prepares long range plans for the acquisition and
development of City park land, trails and related
facilities.
b. Assesses community needs and preferences.
c. Coordinates with other governmental agencies providing
park facilities to avoid duplication of services.
d. Supervises the preparation of plans and specifications
for and the construction of park improvements.
f. Coordinates with the City Planner regarding land tc
be dedicated by developers.
e. Coordinates with the City Attorney to negotiate
land purchases. '
2. Responsible for the financial administration of the Park
Department and Tree Conservation Program.
a. Prepares and justifies annual operational budgets
b. Directs and accounts for all operational expenditures
in conformance with approved budgets.
C. Prepares capital improvement projections for large
equipment and prepares specifications for and pur-
chases equipment as approved by the City Council.

e. Investigates outside funding sources and prepares

3. Responsible for administering the City recreational
programs and facilities to meet community needs.
- a.- Directs and supervises recreation staff in performing
the following:
1) Planning, conducting, evaluating and publicizing
recreation programs.
2) Selecting seasonal employees, scheduling facilities,
and purchasing equipment.
3) Coordinating programming and use of facilities with
school districts, athletic associations and other
civic groups.
4. Responsible for insuring the maintenance of City park
land in a safe economical and desirable condition.
a. Supervises park maintenance staff in the performance
of routine maintenance and the construction of special
projects.
b. Negotiates cooperative maintenance agreements with
other agencies.
C. Conducts staff meetings with maintenance employees
to inform, explain and evaluate maintenance respon-
sibilities and performance.
5. Serves as staff liason to the Advisory Park Committee.
a. Establishes agendas for committee meetings.
b. Reviews proposed land developments and provides
detailed background information and recommendations
to the committee in agenda packets.
c. Assists the committee in the development of goals
and policies.to be recommended to the City Council.
d. Conducts research as directed by the committee.
5. Responsible for administering a city wide tree conserva-
tion program.
a. Develops yearly program to insure compliance with
State shade tree disease control regulations.
b. Develops and implements a reforestation program for
public lands.
c. Provides tree management assistance to homeowners
and developers.
d. Directs a care and maintenance program for all trees
on City propertu.
6. Performs related duties or responsibilities as apparant
or assigned.

to the City Council on employees to be hired in the
park department.

The City of Eagan currently h&%,',i*`an opening for Director, of Parks
and Recreation. This position>-Was established in 1975 and since
then has been held by one person.
Growth is evident in the City of Eagan. Population has doubled
from 1970 (10,398) to 1980 (20,400). During the past ten (10)
years, approximately 385 acres of parkland was acquired with 200
acres currently developed.
The Park Maintenance Department consists of a foreman and five
maintenance personnel. The Department also includes a Recreational
Programmer who plans, implements and supervises the recreation
activities and many seasonal employees..
A Parks and Recreation Committee made up of ten (10) community
residents appointed by the City 'Council reviews all parkland dedi-
cation for development, parkland acquisition and recreation pro-
grams. This Committee requires the guidance and recommendations
of the Director of Parks and Recreation and is advisory to the
City Council.
With growth a key factor, the City is seeking a person that is
ambitious and dedicated to park planning, with skill in grant
writing and the ability to administer recreational programs and
,activities.
