Mrs. Klein & Mrs. Kehne Joe Harrison chaired the meeting. The minutes were approved as mailed. Bill Harris reported that the Town Board has authorized the expenditure of $300.00 for a baseballcthap site Gerber Hatteberg mentioned for us at this site. He will look into this and will also look over an old backstop being stored by the Township to see if it is usable before he goes ahead thiwill araise them mitofstheir disability insurance with the purchase. Tha Tow Board from $50,000 to $300,000 to cover Joe Harrison reported on a July Town Board Meeting where Cedar Grove Construction Co. was given permission to delay turning over Cedar Grove park sites #7 and #8. Dale Everson will get in touch with the To mship attorney to see what arrangements have been made regarding leveling enough land in Cedar Grove #7 for seeding to be done this Fall for a baseball diamond. It was also mentioned that Mustang Development Corporation will donate $25.00 per unit to the Park Acquisition Fund for their 62tunit apartment complex next to Bunker Hill on Yankee Doodle Road. It was moved and seconded that a Park Board member or members attend the Ordinance Revision Meeting on September 9, 1970. It was also moved and seconded that we recommend a chain link fence for Mr. McKee°s property adjacent to Rahn Park. Bob Ferguson will submit the chain link fence estimate and also one for redwood tzehethenext Town Bofoard Me baseball He will also ask the Town Board for approve backstop for Heinie Field on Pilot Knob Road. Arnold Carlson brought in two plans drawn up by residents of his Evergreen Park The Park Board accepted Plan B Development for the 4.5 acre park site on.his land. which includes a baseball diamond and three tennis courts to be constructed immediately. Mr. Carlson indicated that there will be a 60-foot access road to the site and that he plans to plant trees, probably Chinese elms. The tennis courts will be black-topped and enclosed by chain link fencing. Jim Ingalls of the C.A.A. submitted cost estimates on the items his group has recommended for immediate purchase. These were turned over t prefer Fi ancetCommittee. He mentioned that the C.A.A. could do the building, but would do it. Both the hockey rink and the warming house wotild be of the knock-down type. Dale Everson recommended a skating rink as well as a hockey rink for Rahn School. Jim Ingalls offered to meet with the Short Range Committee and theTFiinance Committee at 6:30 on August 11th prior to the regular Park Board Meeting. regular meeting will not begin until 8:00 p.m. on that date. A representative from Total Export Company plans to bring in on a truck one or two examples of warming houses -2- for the Board to inspect. It Baas mentioned that the dance program will be holding recitals that evening from 7500 to 9:00 p.m. at Cedar and Rahn Schools. A Park Board representative will try to attend. John Voss reported on the Park Development Guide. He discussed the individual sites and indicated that he hoped to have the Guide completed in time for our next meeting. Paul Uselmann requested that he submit an es,imate of his charges for filing applications with H.U.D. for the eligible part: sites. He felt that applications submitted before November would receive letters of consent just after the first of the year. This Park Board decided to submit two variations 'Co the Guide. The playground park P3 was expanded from two to five acres and in the second pbase which would occur several years in the future Site 8 was deleted because of its close proximity to the Blackhawk Lake site which would be a major community park. Bob Rosene talked on pollution control. He mentioned that Eagan wants to put as much storm water as possible back into the water table rather than running it off into the Mississippi River. This is accomplished by emptying storm sewers into lakes and ponds. He stressed the importance of finding new methods to increase seepage capabilities in lakes without natural outlets. He stated that these is no physical way to prevent soluble salts and fetilizers from entering the lakes. He stressed controlling pollution problems at their source by prompt clean-up of the roads in spring to help eliminate dirt and sand and by ordinances to control fertilizer use. He felt that the Park Board should investigate the latter. He stated that the future impact of the expressway in terms of salt pollution is not known at this time. Mark Anderson of the Eagan J.C.'s has received permission from the Park Board to buy Sakrete to set benches at Rahn Park. The Park Board will recommend to the Town Board that a baseball backstop be purchased for Heine Field. Dale Everson showed plans for improving Cedar Pond Park with a walkway and planted areas. He also discussed Outlot F. with Mr. Rosene and was assured that grading, leveling, and seeding would take place in the next few weeks and that the result would be a good sliding hill.
