11/10/1970 - Advisory Parks & Recreation Commission I.10UTES OF MEETING OF PARK BOARD TOWN OF EAGAN, DAKOTA COUNTY, PIIITNE30TA November 10, 1970 A meeting of the Park Board of Eagan Township was held on November 10, 1970, at the Eagan Town Hall, 3795 Pilot Knob Road. Members present: Charles Hall, Neil Coates, Millie Engborg, Dale Everson, Bill Harris, Gerber Hatteberg and Barb Schmidt. Also present: Jon I,:arble, Planning Commission,, Mrs. R 11. Gangl and Mrs. T. Giguere. Charles Hall chaired the meeting. The minutes were approved as mailed; however, the date shown should read October 13, 1970 rather than October 21, 1970. The first order of business was to determine our procedure relative to the Bor-Son Construction Co rezoning. It was decided that we may have to move to condemnation proceeds,to'provide a park site within their area. Dale Everson so informed representatives of Bor-Son at the Town Board meeting then in progress. Dale also--mentioned~`,that some of the grading for skating rinks may have to be sublet to private contractors as Eagan's utility department is not i getting it done due to mechanical problems with their equipment. It was determined at the Town Board meeting that Bill Branch does have the authority to hire private contractors. A letter to the Burnsville School District regarding permission to grade at Rahn School was signed by the Town Board and will be mailed November 12, 1970. Dale also mentioned that John Voss had not met the November 1st deadline for submission of H.U.D. applications. Mr. Voss has also informed us that both the Metro Council and the State Planning Agency have sixty days to review our applications before H.U.D. will act on them. A special meeting of the Long Range Committee will be held November 16th at 8:00 to request Mr. Voss to bring us up to date on his progress. The new Ordinance 10 was discussed and members of the Park Board attended the Town Board meeting to voice our objections to the changes in wording which had been made since the ordinance was presented to the Planning Commission. This item will be brought up again at the next Town Board meeting November 17th. Mrs. Gangl and Mrs. Giguere asked that we maintain the pond next to the Township well site on Yankee Doodle Road for ice skating this winter. According to Bill Branch he would not be able to use his equipment on this pond due to the steep grade and the unstable freezing conditions. The Short Range Committee will attempt to find an alternate site across Yankee Doodle Road which would also serve Bunket Hill Apartments and would not encourage children to cross this busy street. Mr. Gangl is willing to do the flooding. It was moved and seconded that extra copies of the Eagan Park Development Guide be sold to realtdrs, and others who would use it for business purposes, for $10.00 &,copy, We will request Town Board approval of this charge at their next, meetitlg and a notation will be sent to all who have Guides in their possession informing them of our policy. The Eagan 11rs. J.C'.`1e6 have indicated that they have about $200.00 to spend for park purposes and would like our recommendation as to where this money could best be used.N''-We will write them suggesting playground equipment or trees and shrubs for Cedar Pond Park. Roger Olson of Country Home Heights has been in contact with Gerber Hatteberg regarding a skating rink on the Mary L. Parker property. We will refer him to Paul Hauge for clarification,of township liability coverage. Dale Everson reported on attending the Minnesota Park and Recreation Association Convention. We will write requesting to be put on their mailing list for future programs. The bill for the registration fee for the conven- tion was presented to the Town Board. -2- No decision was made by the Town Board regarding a new member to - I replace Dick Thorpe. i Our next meeting will be December ti, 1970 at 7.30 P.M. and will focus on publicity for the bond election. Guest speakers will be Ralph Wohlers, developer, and Tom Clawson, State Planning Agency. The park publicity committee from the Womenes Community Action organization will be invited.
