AIRPORT RELATIONS COMMISSION MEETING
MARCH 13, 2012
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, March 13, 2012 at
7:00 p.m. Those present were Curtis Aljets, Luke Olson, Chuck Thorkildson, Carol Whisnant, Chad
Stambaugh, and Dan Johnson. Absent was Steve Beseke. Also present was Assistant City Administrator
Miller.
AGENDA
Aljets moved, Whisnant seconded a motion to approve the agenda as presented. All members voted in
favor.
APPROVAL OF MINUTES
Whisnant made a motion to approve the minutes of the January 24, 2012 regular meeting of the Eagan
Airport Relations Commission. Aljets seconded the motion. All members voted in favor.
There were no visitors to be heard.
VISITORS TO BE HEARD
COMMUNICATIONS UPDATE
Assistant City Administrator Miller noted that March 15, 2012 open house will be televised and replayed
on local cable channeI16, and will also be web streamed on the City of Eagan's Website.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY
REPORT /17 -35 DEPARTURE ANALYSIS REPORT /CROSSING THE CORRIDOR REPORT
Assistant City Administrator Miller introduced the January 2012 Eagan /Mendota Heights Corridor
Analysis Report, the January 2012 Technical Advisory Report, the January 2012 Runway 17 Departure
Analysis Report and January 2012 Crossing in the Corridor Report.
Miller followed up with information regarding why December 2011 night time flights dropped off by
33 %, stating that two factors contributed to reduction: 1.) MAC was missing twenty two hours of track
data which significantly impacted the results; and, 2.)Incidents of inclement weather in 2010 resulted in
more delays of operations into the nighttime hours. The Commission discussed the results of the
January 2012 reports.
2012 OPEN HOUSE AT THE FIRE SAFETY CENTER
Assistant City Administrator Miller verified that the ARC's 2012 Open House will be held at the Fire
Safety Center, Thursday, March 15, 2012 at 6:30 — 5:00 p.m.
It was noted that the following persons would be in attendance at the open house: Chad Leqve, MAC
Manger of Aviation and Satellite; John Nelson, MAC Noise Program Coordinator; and Dana Swanson,
MAC Noise and Operations Analyst. It was also noted that a representative of the FAA will observe from
the audience.
MAY 8, 2012 JOINT MEETING WITH MENDOTA HEIGHTS' AND
INVER GROVE HEIGHTS' AIRPORT COMMISSIONS
Assistant City Administrator Miller stated that a meeting has been scheduled with the Airport Relations
Commissions from the Cities of Mendota Heights and Inver Grove Heights at 7 p.m. on May 8, 2012. The
Commission discussed the format for the joint meeting.
MAC ANNUAL NOISE CONTOUR ANALYSIS
Assistant City Administrator Miller summarized the Annual Noise Contour Analysis prepared by the
MAC, which compared the 2011 Actual Noise Contour and the 2007 Forecasted Noise Contour. The
Commission discussed the analyses.
MAC CRASH EXERCISE
Assistant City Administrator Miller noted that the 2012 MAC Tri- annual crash exercise will be held on
May 16, 2012. Commissioners are invited to participate.
INVITATION TO MARCH 19, 2012 MAC MEETING
Assistant City Administrator Miller noted that MAC Chairman Dan Boivin invited members of the NOC
and the public to attend an offsite MAC meeting on March 19, 2012 in Minneapolis at 7:00 p.m.
NOC REQUEST OF MAC RE: EFFECTS FROM AIRCRAFT NOISE
Assistant City Administrator Miller summarized the NOC's request of MAC to consider sending letters to
the Partnership for Air Transportation Noise and Emissions Reduction (PARTNER) and Airport
Cooperative Research Program (ACRP) offering MSP airport as a prospective research site for their
respective study efforts related to the health impact of airport noise. The Commission discussed the
efforts of PARTNER and ACRP.

Upon motion by Whisnant, seconded by Aljets, the meeting adjourned at 7:50 p.m. All members voted
in favor.
