AIRPORT RELATIONS COMMISSION MEETING
J U LY 10, 2012
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, July 10, 2012 at 7:00
p.m. Those present were Curtis Aljets, Steve Beseke, Dan Johnson, Carol Whisnant, Chad Stambaugh
and Scott Johnson. Absent was Charles Thorkildson. Also present was Assistant City Administrator Miller.
AGENDA
Aljets moved, Whisnant seconded a motion to approve the agenda as presented. All members voted in
favor.
APPROVAL OF MINUTES
Assistant City Administrator Miller noted the May 8 minutes should have included the Organizational
Business, appointing Charles Thorkildson as Chair and Steve Beseke as Vice Chair. Aljets made a motion
to approve the minutes of the March 13 and May 8, 2012 regular meeting of the Eagan Airport Relations
Commission as amended, Whisnant seconded the motion. All members voted in favor.
There were no visitors to be heard.

OLD BUSINESS
COMMUNICATIONS UPDATE
Assistant City Administrator Miller welcomed Scott Johnson as a new Airport Relations Commission
Member appointed by the City Council for a 2 year term.
Miller noted that it is the practice of the Airport Relations Commission to discuss their communication
initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired
on the City's local access cable channels. Miller welcomed the commission to make suggestions for
communication initiatives regarding airport issues. The Commission had no suggestions at this time.
MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS/
TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Assistant City Administrator Miller introduced the May 2012 Eagan /Mendota Heights Corridor Analysis
Report, the May 2012 Technical Advisory Report, the May 2012 Runway 17 Departure Analysis Report
and May 2012 Crossing in the Corridor Report.
The Commission discussed the results of the May 2012 reports. Member Aljets noted that Eagan has
the highest percentage of complaints under the "Other" column per the MSP Complaints by City and
asked Assistant City Administrator Miller to find out if there is more information on the type of
complaints or events. Miller noted she will follow up with MAC and report back at the next ARC
meeting.
NEW BUSINESS
MAC RUNWAY USE ANALYSIS
Assistant City Administrator Miller introduced the MAC Runway Use Analysis prepared by the MAC for
discussion at the July 11, 2012 Noise Oversight Committee meeting. The Commission discussed the
findings, including the high usage of Runway 17 when the airport is operating in a southeast flow.
NOISE ABATEMENT DEPARTURE PROFILES (NADP)
Assistant City Administrator Miller noted in follow up to the discussion at the May 8, 2012 joint meeting
with the airport commissions from Mendota Heights and Inver Grove Heights is the analysis conducted
by the MAC on the effects of NADP at MSP Airport. This analysis will be discussed at the July 11, 2012
NOC meeting. Commission members discussed the item, voicing support for maintaining the distant
NADP procedure.
STAFF /COMMISSIONER REPORT
2012 -2013 ARC ROSTER
Assistant City Administrator Miller introduced the 2012 -2013 ARC roster, noting it is also provided on
the City's web site.
RUNWAY 17 WESTBOUND RNAV RIVER DEPARTURE PROCEDURE IMPLEMENTATION UPDATE
Assistant City Administrator Miller introduced a memo prepared by Chad Leqve, MAC Manager — Noise
Environment and Planning, regarding the anticipated implementation of two Area Navigation (RNAV)
River Valley procedures on August 15, 2012.

ADJOURNMENT
Upon motion by Johnson, seconded by Whisnant, the meeting adjourned at 7:25 p.m. All members
voted in favor.
The Commission met in a workshop to develop the 2012 -2013 proposed ARC work plan. That meeting
adjourned at 8:15 p.m.
