03/09/2010 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MARCH 9, 2010 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, March 9, 2010 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Dan Jolmson, Luke Olson, Chad Stambaugh, Chuck Thorkildson and Carol Whisnant. Absent was James Casper. Also present was Assistant to the City Administrator Miller. AGENDA Thorkildson suggested moving New Business item A, Emergency Management Presentation, after Visitors to be Heard. Aljets made a motion to approve the agenda as modified. Whisnant seconded the motion. All members voted in favor. APPROVAL OF MINUTES Beseke made a motion to approve the minutes of the February 9, 2010 regular meeting of the Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. EMERGENCY MANAGEMENT PRESENTATION Miller introduced the item stating that Tim Anderson, Deputy Executive Director of the MAC, Police Chief Jim McDonald, Fire Chief Mike Scott and Police Support Service Manager Jeremy Klein are present to talk about emergency preparedness in the event of an aviation disaster or incident at MSP Airport. Tim Anderson, Executive Director of MAC, spoke to the Commission regarding the MAC's approach to emergency management and stated they have mutual aid agreements with neighboring communities and agencies are in place in the event of a disaster or incident at MSP. Eagan Police Support Service Manager Klein and the Commission discussed plans that are in place for emergency incidents. The Commission also discussed the infrequent need for fuel dumping, as well as Eagan's upgraded 80OMHZ communication system. Fire Chief Scott and Police Chief McDonald gave background on training scenarios and their work with the Transportation Security Administrator (TSA) and answered questions raised by the Commission. Eagan Airport Relations Conunission March 9, 2010 Page 2 of 3 COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their conununication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. Miller stated the local cable channel continues to show the taping of the ARC Town Hall meeting held on January 12, 2010 at the Cedar School in Eagan. MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed January 2010 Eagan/Mendota Heights Corridor Analysis Report, the January 2010 Technical Advisory Report and the January 2010 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Thorkildson stated the corridor figures were back to more typical levels in January, as compared to December 2009, and it was noted that the number of complaints were down. COMMENTS TO MAC LONG TERM COMPREHENSIVE PLAN Miller introduced the item stating on February 16, 2010, the City Council approved correspondence that was sent to the Metropolitan Airports Commission with comments and recommendations from the City of Eagan regarding the proposed MAC Long Tenn Comprehensive Plan. She further stated the Council added one comment to the correspondence stating that homes being added to the 60 -64 DNL contours receive, at minimum, the same level of noise mitigation as those homes that received mitigation under the 2007 legal settlement. 2009 MSP ANNUAL NOISE CONTOUR REPORT Miller introduced the item stating per the consent decree resulting from the airport noise settlement in 2007, MAC is required to develop a public noise contour report by March 1 of each year. Miller stated this report will be presented to the Noise Oversight Cormnittee on March 17. Chair Thorkildson conunented on the contours decreasing in size. Aljets referred to a table in the report regarding 2007 forecasted operations versus 2009 actual operations at MSP and noted a large decrease in the actual Charter operations from the forecasted operations. 2010 -2011 AIRPORT RELATIONS COMMISSION MEETING SCHEDULE Miller introduced the item noting on February 9, 2010, the Eagan City Council approved a new Energy and Environment Advisory Commission, which will be staffed by Assistant to the City Administrator Miller and, in a effort to balance workloads, the City Council made the decision for the ARC to meet on a bimonthly basis when the Commission appointments are made in early May. Eagan Airport Relations Commission March 9, 2010 Page 3 of 3 Miller stated the ARC will meet April, May, July, September and November; however, because of time sensitive issues, the ARC may call a special meeting if needed. Miller also noted the Energy and Environment Advisory Commission will meet on the even months. Miller reminded the Commission that application are due on Wednesday, March 31 and are available online at www.cityofeagan.coim . Miller stated appointments will be made by the City Council at their first meeting in May.
