AIRPORT RELATIONS COMMISSION MEETING
APRIL 13, 2010
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, April 13,
2010 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Dan Jolmson, Luke
Olson, Chad Stambaugh, Chuck Thorkildson and Carol Whisnant. Also present was Assistant to the
City Administrator Miller.
AGENDA
Beseke made amotion to approve the agenda as presented. Whisnant seconded the motion. All
members voted in favor.
APPROVAL OF MINUTES
Johnson made a motion to approve the minutes of the March 9, 2010 regular meeting of the
Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
METROPOLITAN AIRPORTS COMMISSION ENVIRONMENT UPDATE
Miller introduced Josh Paurus, Duty Manager of MAC'S Airside Operations Department, who
gave a presentation regarding wildlife management at the airport. Miller noted the ARC adopted a
2009 -2010 Work Plan which included a discussion regarding the MAC's approach to environmental
issues at the MSP Airport.
Mr. Paurus thanked the Commission for inviting him and explained the responsibilities of his
department. He discussed wildlife and bird strike incidents noting a 1960 incident as the worst bird
strike fatality. He further stated world -wide, between 1960 and 2007, aviation losses because of bird
and wildlife strikes were $1.2 billion dollars annually; 26 large transport aircraft (military & civil) and
22 corporate aircraft were damaged; and more than 430 people were killed. Paurus stated that because
Canadian geese, white tailed deer and bald eagles are growing in population and are becoming more
comfortable with urban settings, combined with the increase in aircraft activity and aircraft having
fewer engines that are quieter and faster, more wildlife and bird strikes are occurring. He noted that
MSP has reported 766 wildlife strikes. Paurus discussed habitat modification, repelling/harassment
tools and lethal and non - lethal removal of wildlife and birds.
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their communication
initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on

the City's local access cable channels. Miller stated the City is accepting applications for the Advisory
Commissions through April 14, 2010.
MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the February 2010 Eagan/Mendota Heights Corridor
Analysis Report, the February 2010 Teclmical Advisory Report and the February 2010 Runway 17
Departure Analysis Report are the most current reports available on the MAC website.
Thorkildson noted the corridor compliance percentage was down during the month of February.
The Commission discussed fleet mix and the reported number of noise complaints. Aljets compared
the February and March Runway Use Report and the Runway 17 Departure Overflight Grid Analysis
Report, noting March's increase.
2009 MSP ANNUAL NOISE CONTOUR REPORT
Miller introduced the item stating per the consent decree that resulted from the airport noise
settlement in 2007, the MAC is required to make available to the public a noise contour report by
March 1 of each year. Miller noted the ARC reviewed the March 2009 contour report at their March
Commission meeting. She also stated Chad Leqve, MAC Manager of the Aviation Noise and Satellite
Program, was present at the March NOC meeting and, in response to questions raised by the ARC
pertaining to the reduction in charter operations, he stated the significant reduction was a direct result
of the closing of Champion Air and the reduced operations by Sun Country Airlines.
MSP NIGHTTIME OPERATIONS ASSESSMENT
Miller introduced the item stating a summary of the nighttime operations at MSP was presented
to the NOC at their March 17 meeting. The Commission briefly discussed the nighttime operations
report.
FOLLOW UP COMMUNICATION REGARDING AVIATION ACCIDENT DATA
Miller introduced the item stating Jeremy Klein, Support Services Manager for the Eagan
Police Department, who appeared before the Commission in March, sent a follow -up email regarding
data from the National Transportation Safety Board and Federal Aviation Administration regarding
aviation accident and disaster data. Miller highlighted the e -mail correspondence.
2010 -2011 ADVISORY COMMISSION APPLICATIONS
Miller stated the deadline for Advisory Conunission applications was extended to April 14,
2010 and interviews will take place on April 27.

Upon motion by Aljets, seconded by Joluison, the meeting adjourned at 8:00 p.m. All members
voted in favor.
