AIRPORT RELATIONS COMMISSION MEETING
JANUARY 11, 2011
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, January 11,
2011 at 7:00 p.m. Those present were Curtis Aljets, Dan Johnson, Luke Olson, Chad Stambaugh, Chuck
Thorkildson and Carol Wlusnant. Absent was Steve Beseke. Also present was Assistant to the City
Administrator Miller.
AGENDA
%isnant made a motion to approve the agenda as presented. Aljets seconded the motion. All
members voted in favor.
APPROVAL OF MINUTES
Johnson made a motion to approve the minutes of the September 14, 2010 regular meeting of the
Eagan Airport Relations Commission. Stambaugh seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their conmlunication
initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on
the City's local access cable channels.
Miller stated currently the November 30, 2010 Airport Noise Town Hall meeting is being played on
the local access cable TV and the recording of the meeting is also available via webstreaming on the City's
website.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS
REPORT /CROSSING THE CORRIDOR REPORT
Miller introduced the item stating enclosed are the November 2010 Eagan/Mendota Heights
Corridor Analysis Report, the November 2010 Technical Advisory Report, the November 2010 Runway 17
Departure Analysis Report and November 2010 Crossing in the Corridor Report.
Miller noted the new Crossing in the Corridor Report is being included in the Conunission's packet.
The Commission discussed the November reports noting the top 10 loudest noise events and the number of
complaints for the month.
MSP 2030 LONG TERM PLAN ENVIRONMENTAL ASSESSMENT
Miller introduced the item giving an overview of the Enviromnent Assessment process underway for the
2030 Long Term Comprehensive Plan at the MSP Airport. Miller stated Phase I of the process is to expand

Terminal 2 (Humphrey) and relocate all non - Skyteam airlines to Terminal 2; and Phase II is to modernize
and expand Tenninal 1 (Lindberg), including a new international arrivals facility.
Miller noted a letter was sent to the MAC from the City of Eagan asking the MAC, as part of the
assessment process, to complete runway use assessments including a thorough review of the use of Runway
17/35 reiterating Eagan's long standing position that operations should be concentrated in the
Eagan/Mendota Heights Corridor whenever possible.
The Commission discussed the letter that was sent to the MAC and the environmental assessment process
for the 2030 Long Tenn Comprehensive Plan.
NOVEMBER 2010 ARC TOWN HALL MEETING
Miller introduced the item noting a Town Hall meeting was held on November 30, 2010 and that
approximately 45 residents attended the meeting. She further stated 41 respondents completed the survey
regarding airport noise.
The Connilission discussed results of the airport noise survey.
RESOLUTION ESTABLISHING THE 60 DNL AS THE THRESHOLD FOR PREVENTATIVE
AND CORRECTIVE MEASURES AT MSP
Miller gave an overview of the item and stated a resolution was passed by the City Council on November
16, 2010 that specifies that the 60 DNL is the City's airport noise threshold for preventative and corrective
noise mitigation and, further, noted a one -mile buffer is the City's threshold for land use planning and
development standards in the vicinity of the MSP International Airport.
PLANS FOR MARCH 2011 ARC MEETING
Miller introduced the item noting the last remaining item from the 2010 -2011 Work Plan to be scheduled is
a discussion regarding the business /economic development impact of the MSP Airport. It was the
consensus of the Commission to proceed with this final work plan item for the March 8, 2011 meeting.
ROUNDTABLE
The Commission discussed the Showcase Eagan event, which is scheduled to be held in June.
ADJOURNMENT
Upon motion by Whisnant, seconded by Aljets, the meeting adjourned at 7:35 p.m. All members
voted in favor.
