AIRPORT RELATIONS COMMISSION MEETING
MARCH 8, 2011
A regular meeting of the Eagan Airport Relations Conunission was held on Tuesday, March 8, 2011 at 7:00
p.m. Those present were Curtis Aljets, Steve Beseke, Luke Olson, Chad Stambaugh, Chuck Thorkildson
and Carol Whisnant. Absent was Dan Johnson. Also present was Assistant to the City Administrator
Miller.
AGENDA
Beseke made a motion to approve the agenda as presented. Whisnant seconded the motion. All members
voted in favor.
APPROVAL OF MINUTES
Whisnant made a motion to approve the minutes of the January 11, 2011 regular meeting of the Eagan
Airport Relations Conunission. Beseke seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
PRESENTATION — THE IMPACT OF MSP AIRPORT ON THE LOCAL
ECONOMY AND BUSINESS COMMUNITY
Miller introduced the item stating per the 2010 -2011 ARC Work Plan, a panel of experts have been invited
to speak to the Commission about the economic impact of MSP on the local business and hospitality
industries. Miller introduced Dennis Probst, Deputy Executive Director of the Metropolitan Airports
Conunission — Planning and Environment; Ruthe Batulis, Executive Director of the Dakota County
Regional Chamber of Commerce; and Brent Cory, Executive Director of the Eagan Convention and
Visitor's Bureau.
Mr. Probst explained the vision of MSP and discussed the positive economic impact the airport has on the
community. He noted MAC operates without additional revenue sources and holds the highest bond rating
of comparable airports. Probst also noted that MSP is the 12th busiest airport in North America. Probst
stated they are forecasting by 2030 that MSP will have gone from 32.8 million passengers in 2010, to 56
million passengers coming through MSP. He also noted that Delta Airlines has indicated that MSP will be
the number two domestic hub behind Atlanta and is pursuing additional airline carriers. He also discussed
MPS's Long -Term Plan.
Ms. Batulis gave background on the Dakota County Chambers' regional area. She discussed the benefits of
Eagan's location to the airport, noting Eagan as a technology center.
Mr. Cory spoke about the advantages to the hospitality industry by being near the airport. He noted a
greater hotel occupancy rate as compared to other neighboring communities because of Eagan's location to
the airport, along with additional restaurant activity and the sleep and fly concept for the convenience to
Eagan hotels and shuttles to the airport.

The Commission dialogued with the panel about the economic impact of MSP on the Eagan community
and surrounding region.
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commmission to discuss their conununication
initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on
the City's local access cable channels. Miller stated the Experience Eagan Newsletter should be arriving at
homes this week and, per the request of the Conunission, includes an article on airport noise.
The Conunission requested that a future newsletter contain information for residents to subscribe to the
MAC Newsletter.
MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS
REPORT /CROSSING THE CORRIDOR REPORT
Miller introduced the item stating enclosed are the January 2011 Eagan/Mendota Heights Corridor Analysis
Report, the January 2011 Technical Advisory Report, the January 2011 Runway 17 Departure Analysis
Report and January 2011 Crossing in the Corridor Report.
Miller discussed the process for compiling and interpreting data in the Crossing in the Corridor Report.
The Commission discussed the flight mix and complaints in the Technical Advisory Report.
PLANS AND PREPARATION FOR SHOWCASE EAGAN
Miller introduced the item stating Showcase Eagan is scheduled for Thursday, June 2, 2011 from 4:30 to
7:30 p.m. at the Civic Arena. The Commission discussed having a display with handouts, including maps
of the contours and flight tracks, and staffing the table. Miller stated she would submit a vendor application
on behalf of the Commission.
PERFORMANCE BASED NAVIGATION (PBN) PROCEDURE DESIGN NOISE CRITERIA
Miller introduced the item stating a memo from Chad Leqve, MAC Manager of the Aviation Noise and
Satellite Programs, was sent to the Noise Oversight Committee (NOC) that included proposed criteria to be
considered as part of the PBN Procedure development effort at MSP. She stated, for Commission
information, the NOC will be discussing and considering the proposed criteria at the March 16, 2011
meeting and making a recommendation that the criteria be forwarded to the FAA for their consideration.
2011 ARC MEETING SCHEDULE AND INVITATION TO APPLY /REAPPLY FOR
COMMISSION APPOINTMENT
Miller introduced the item noting the terns of Commissioners Thorkildson, Aljets, Beseke and Johnson
will end April 2011. She stated applications must be submitted by Thursday, March 31, 2011 and are
available on the City's website at www.cityofeagan.com or by calling City Hall.

AIRPORT NOISE CONTOUR ANALYSIS
Miller introduced the item stating the MAC is required to produce on an annual basis a comparison of the
2010 Actual Noise Contour and the 2007 Forecast Noise Contour as a result of the conditions of the
Consent Decree (noise mitigation settlement). Miller noted the report shows contours continue to
shrink in size, particularly given the decrease in actual annual operations compared to the forecasted
operations.
NOISE MITIGATION PROGRAM UPDATE
Miller introduced the item stating John Nelson, MAC Landside Project Manager, sent a memo to the
Finance, Development and Environment Committee of the MAC summarizing the progress made to -date
on the noise mitigation program that resulted from the 2007 Noise Mitigation Settlement. Miller stated the
reports shows completion dates for each phase. She stated the MAC is currently working on Phases 2A and
2B of the Noise Mitigation Program and are issuing reimbursements to those who fall within the
reimbursement area (between the 2005 and 2007 noise contours).

Upon motion by Aljets, seconded by Stambaugh, the meeting adjourned at 8:15 p.m. All members voted in
favor.
