AIRPORT RELATIONS COMMISSION MEETING
MAY 10, 2011
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 10, 2011 at
7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Luke Olson, Chad Stambaugh, Chuck
Thorkildson and Carol Whisnant. Absent was Dan Johnson. Also present was Assistant to the City
Administrator Miller.
AGENDA
Aljets made a motion to approve the agenda as presented. Whisnant seconded the motion. All
members voted in favor.
ORGANIZATIONAL BUSINESS
Miller introduced the item stating on May 3, 2011 the City Council reappointed four members, Steve
Beseke, Curtis Aljets, Dan Johnson and Charles Thorkildson, to 2 -year terms to the Airport Relations
Commission.
Miller invited the Commission to make nominations to elect a Chair to the Eagan Airport Relations.
Beseke made a motion to nominate Thorkildson to serve as Chair of the Eagan Airport Relations
Commission. Aljets seconded the motion. All members voted in favor of Thorkildson as the Chair of the
ARC.
Thorkildson opened the floor for nominations to elect a Vice Chair to the Eagan Airport Relations
Commission.
Aljets made a motion to nominate Beseke to serve as Vice Chair of the Eagan Airport Relations
Commission. Whisnant seconded the motion. All members voted in favor of Beseke as Vice Chair of the
ARC.
APPROVAL OF MINUTES
Aljets made a motion to approve the minutes of the March 8, 2011 regular meeting of the Eagan Airport
Relations Commission. Whisnant seconded the motion. All members voted in favor.
There were no visitors to be heard.
VISITORS TO BE HEARD
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their communication
initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired
on the City's local access cable channels. Miller stated there was a brief article in the Experience Eagan
Newsletter reminding residents on how to sign up for the MAC's newsletter.

ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT /CROSSING
THE CORRIDOR REPORT
Miller introduced the item, noting that the February 2011 Eagan /Mendota Heights Corridor Analysis
Report, the February 2011 Technical Advisory Report, the February 2011 Runway 17 Departure Analysis
Report and February 2011 Crossing in the Corridor Report were included in the packet. Miller noted that
MAC staff had technical difficulties with the March report, and thus they were not available until after the
packet was distributed.
It was noted that the March Technical Advisor's Report showed the City of Minneapolis had 10,045
complaints, which was 82.8% of the total complaints. The Commission also discussed the number of
scheduled night -time operations versus the actual number of night -time operations. It was also noted
that several noise monitors failed to collect data numerous times during the month.
SHOWCASE EAGAN
Miller introduced the item stating the Showcase Eagan event is scheduled for June 2, 2011 at the Eagan
Civic Arena from 4:30 to 7:30 p.m. and further stated a booth has been reserved for the ARC.
The Commission discussed items to display at the booth and items for distribution to the public. The
Commission had numerous suggestions for the booth, including; a laptop computer showing flight
tracking, charts from the MAC regarding flight tracks and noise contours, a signup sheet for the MAC
newsletter, information and examples of the RNAV procedure, and statistics showing the positive
economic impact of the airport to the City.
DISCUSS JULY ARC MEETING
Miller introduced the item regarding the Commission holding a work session to dialogue about proposed
goals and a work plan for the coming year. The Commission agreed to hold a work session on July 12,
which would serve as the July ARC meeting.
FLIGHT TRACKER MAPPING TOOL
Miller and the Commission discussed a new flight tracker application tool the Metropolitan Airports
Commission recently implemented that allows a user to view flight data 10 minutes after the flight
occurred.
NOISE CRITERIA FOR PERFORMANCE BASED NAVIGATION PROCEDURES
Miller introduced the item stating a letter dated March 22, 2011, from the Co- chairs of the Noise
Oversight Committee, was forwarded to the FAA for their consideration outlining the noise criteria that
was approved for the Performance Based Navigation Procedures. The Commission discussed the
criteria approved by the Noise Oversight Committee.
ROUNDTABLE
During the July work session, it was suggested to discuss where the community meeting will be held this
year.

Upon motion by Whisnant, seconded by Aljets, the meeting adjourned at 7:32 p.m. All members voted in
favor.
