11/29/2011 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING NOVEMBER 29, 2011 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, November 29, 2011 at 7:00 p.m. Those present were Chuck Thorkildson, Curtis Aljets, Steve Beseke, Dan Johnson, Luke Olson, Chad Stambaugh, and Carol Whisnant. Also present was Assistant City Administrator Miller. AGENDA Whisnant made a motion to approve the agenda as presented. Aljets seconded the motion. All members voted in favor. APPROVAL OF MINUTES Beseke made a motion to approve the minutes of the May 10, 2011 regular meeting of the Eagan Airport Relations Commission. Stambaugh seconded the motion. All members voted in favor. There were no visitors to be heard. VISITORS TO BE HEARD PRESENTATIONS Assistant City Administrator Miller introduced Tammy Mencel — MAC Commissioner (District H) and Eagan's representative on the MAC. Miller noted Commissioner Mencel previously served on the Eagan Airport Relations Commission. Mencel provided a surnrnary of current happenings at MSP Airport, including the redesign of the MAC Noise Office website (www.maciioise.com ), which is anticipated to go live in early December 2011. Mencel also spoke about the anticipated performance based navigation system being reviewed by the FAA for use at MSP Airport. Mencel also spoke about enhancements to both terminals at MSP. Mencel answered questions raised by the Commission. Miller introduced the next presenters, John Nelson, MAC Noise Mitigation Program Manager and Chuck Rodgers from the Center of Energy and Environment of the MAC. Nelson summarized the progress on the noise mitigation program currently underway as a result of the 2007 consent decree. The Commission provided feedback on the noise mitigation program. COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. Eagan Airport Relations Commission November 29, 2011 Page 2 of 3 A discussion took place about informing residents of the close approaching deadline for homeowners to apply for noise reduction dollars. It was suggested by the Conunission to add the deadline to Eagan's website. MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT /CROSSING THE CORRIDOR REPORT Miller introduced the item stating the October 2011 Eagan/Mendota Heights Corridor Analysis Report, the October 2011 Technical Advisory Report, the October 2011 Runway 17 Departure Analysis Report, and the October 2011 Crossing in the Corridor Report were the most recent reports available on the MAC website. The Commission discussed the reports. 2011 -2012 WORK PLAN REVIEW Miller stated that the RNAV Tracks were to be presented to the Noise Oversight Committee (NOC) at the November 2011 meeting; however, due to FAA delays, the tracks are now proposed to be presented at the January NOC meeting. As a result, a decision was made to reschedule the January ARC meeting to January 31, 2012. 2012 OPEN HOUSE The Commission discussed the annual open house, and directed that the Bur Oaks and Chapel Hill neighborhoods be invited to the March 15, 2012 open house. There was commission consensus to proceed with their March 13 regular ARC meeting. The Commission requested that the open house be held at the Fire Safety Center, if available. The Commission requested that Chad Leqve and other MAC representatives be invited to attend. The Commission directed further conversation about open house plans to the January ARC meeting. FLIGHT TRACKER MAPPING TOOL The Commission discussed a new flight tracker application tool the Metropolitan Airports Commission recently implemented that allows a user to view flight data 10 minutes after the flight occurred. NEW NOC CO -CHAIR AND CHIEF PILOT Assistant City Administrator Miller stated that Delta appointed Jeffiy Hart, General Manager of Customer Service, as the new NOC Co- Chair. Miller noted that Hart is an Eagan resident who will replace representative Mary Loeffelholz, who has been involved in the airport industry for many years, but is resigning from the NOC due to a transfer to Atlanta. Miller noted that Delta Chief Pilot Bill Underwood was also appointed to the NOC, and Bloomington City Councilmember Vern Wilcox was appointed as the Co -chair representing the communities. Eagan Airport Relations Commission November 29, 2011 Page 3 of 3 NEW MAC NOISE PROGRAM WEBSITE Assistant City Administrator Miller provided an overview of the new MAC Noise website. LETTER TO THE FAA FROM CITY OF MINNEAPOLIS Assistant City Administrator Miller summarized a letter to the FAA from the City of Minneapolis raising concerns about noise to the east of Runway 3OR. PROPOSED 2012 NOISE OVERSIGHT COMMITTEE (NOC) WORD PLAN The Commission reviewed the 2011 NOC accomplishments and the draft 2012 NOC work plan. Per the suggestion of Assistant City Administrator Miller, the Commission asked that the Runway 35 River Visual Approach Procedure be included on the 2012 NOC Work Plan. RUNWAY 35 RIVER VISUAL APPROACH PROCEDURES Assistant City Administrator Miller noted that the FAA once again reviewed the river visual procedure for Runway 17/35 and stated that such a procedure it is still premature. Miller added that the FAA believes the river procedure may be an opportunity in the future when the perfonnance based navigation system is being utilized. 2010 -2011 MSP AIRCRAFT FLEET MIX TRENDS Miller stated that Delta's Chief Pilot informed the NOC that Delta plans to phase out all DC 9's by the end of 2012. Commissioners noted that between 2010 and 2011 there was a reduction of A320s and a large increase in MD 90s. ROUNDTABLE There were no additional items or continents.
