AIRPORT RELATIONS COMMISSION MEETING
APRIL 14, 2009
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, April 14,
2009 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Beth Prouty and Chad
Stambaugh and Carol Shattuck. Absent was Steve Beseke. Also present was Administrative Intern Matt
Kline.
AGENDA
Casper made a motion to approve the agenda as presented. Shattuck seconded the motion. All
members voted in favor.
APPROVAL OF MINUTES
Shattuck made a motion to approve the minutes of the February 10, 2009 regular meeting of the
Eagan Airport Relations Commission as presented. Prouty seconded the motion. All members voted in
favor.
Stambaugh made a motion to amend the minutes of the March 10, 2009 regular meeting of the
Eagan Airport Relations Commission relative to Roll Call. The minutes stated Commissioner Casper was
present for the meeting and he was not present; and the minutes stated Commissioner Stambaugh was not
present and he was present. Casper seconded the motion to approve the minutes as amended. All members
voted in favor.

Aljets encouraged residents to attend an ARC meeting and voice their concerns regarding airport
COMMUNICATIONS UPDATE
Kline introduced the item stating the next Experience Eagan Newsletter will have conununication
to residents on the reconstruction and closure of Runway 12L /30R. He further stated residents will be
receiving a postcard mid -May regarding the closure and information on community meetings. Comment
was made that MSP News is already letting people know about the closure.
Commission members suggested airing a PowerPoint presentation on E -TV regarding the runway
closure and open houses. They further suggested televising one open house for resident viewing.

MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Aljets introduced the item and gave background on the February monthly reports. He stated these
reports can be found on the MAC website. Aljets noted that 94 percent of the Eagan Mendota Heights
Corridor operations remained in the corridor.
Stambaugh noted that Eagan had 51.4 percent of the total complaints in February with almost 2300
complaints. The Commission discussed the MSP Complaint by City Report for February 2009. The
Commission suggested Kline inquire with MAC as to what the "Other" column refers to and also find out if
the City can request specific information on residents making frequent complaints. The Connnission
suggested, if information is determined confidential by MAC, having MAC send out a detailed survey to
complainants. Aljets discussed the Runway 17 departure overflight grid analysis from the February
Runway 17 Departure Analysis Report commenting on a dense overflight area near Towne Centre which
corresponds directly to an area that a large number of complaints have generated from. He also suggested
additional fanning from Runway 17.
Aljets noted nighttime departures off Runway 17 were at 4 percent which was up from 2008. Kline
stated Runway 12L /12R is the primary runway at night except when there are certain weather conditions.
He also stated a power outage may have contributed to 12 nighttime departures off Runway 17 in January.
UPDATE ON RUNWAY 17 (4 HOUR) RNAV DEPARTURE TRIAL
Kline introduced the item giving a brief background on the RNAV Procedure, stating at the March
25, 2009 NOC meeting, Chad Leqve, MAC Manager of the Aviation Noise and Satellite Programs,
discussed the first trial of the RNAV procedure which Mr. Leqve indicated was very successful. Kline
stated a 24 -hour trial procedure is preliminarily set for April 14 -15, 2009, followed by a 30 -day test
procedure.
UPCOMING RECONSTRUCTION AND COMMUNICATION PLAN OF THE NORTH
PARALLEL RUNWAY (12L30R)
Aljets discussed MSP's runways that will be used during the construction period. He noted the
communication plan outlined in Mr. Leqve's memo is identical to the 2007 approach when Runway
12R/30L was reconstructed and also noted that Mr. Leqve has volunteered to attend City Council or Airport
Relations Commission meetings to further discuss the runway closure with residents if needed.
ANNUAL MSP NOISE CONTOUR ANALYSIS — 2008 ACTUAL NOISE CONTOUR
Aljets introduced the item briefly noting the Annual Noise Contour Analysis report, which
compares the 2008 actual noise contour and the 2007 forecasted noise contour, was prepared as a
requirement of the settlement in the cities' litigation versus the MAC.
The Commission discussed reasons for the decrease in the noise contour and it was stated the 2008
actual noise contour is smaller than the 2007 forecast mitigated contour by 2,732 acres in the 60 DNL and
by 1,517 acres in the 65 DNL.

UPDATE ON MSP NOISE MITIGATION PHASE 2A
Kline introduced the item stating John Nelson, MAC's project manager for the mitigation process,
spoke and gave an update at the March 25, 2009 NOC meeting on the Phase 2A noise mitigation package
($4,000 /AC package) stating it is scheduled to be completed by December 2009. Mr. Nelson stated that
part of the program is under budget and ahead of schedule. Kline noted currently in Eagan one home has
been completed and 26 other homes are in some part of the construction phase.
ROUNDTABLE
The Commission suggested Kline ask MAC if they have an RNAV presentation for viewing on
Eagan's E -TV.
Aljets cornmented on the Advisory Commission interviews stating there were 35 applicants with 17
vacancies. He stated the City Council will make their appointments at the April 21, 2009 Council meeting.
ADJOURNMENT
Upon motion by Shattuck, seconded by Stambaugh, the meeting adjourned at 8:00 p.m. All
members voted in favor.
