AIRPORT RELATIONS COMMISSION MEETING
MAY 12, 2009
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 12, 2009
at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Dan Johnson, Chad
Stambaugh, Carol Shattuck, Chuck Thorkildson and Luke Olson. Also present was Assistant to the City
Administrator Miller.
AGENDA
Thorkildson added item C. under Old Business: Discuss correspondence to the FAA regarding the
use of air space during reconstruction. Upon motion by Casper; seconded by Beseke, the agenda was
approved as amended. All members voted in favor.
ORGANIZATIONAL BUSINESS
Aljets introduced the item stating the City Council appointed three new members and reappointed
two incumbents to the Airport Relations Commission. New members Chuck Thorkildson and Dan Johnson
were appointed to 2 -year terns and Luke Johnson was appointed by Council to serve as a 1 -year alternate
member on the Commission. Thorkildson was welcomed by the members after being off the Commission
for one -year.
There was an introduction of Commission members and each gave a brief background on
themselves.
Aljets opened the floor for nominations to elect a Chair to the Eagan Airport Relations
Commission.
Beseke made a motion to nominate Thorkildson to serve as Chair of the Eagan Airport Relations
Commission; Shattuck seconded the motion. All members voted in favor of Commissioner Thorkildson as
Chair of the ARC.
Thorkildson opened the floor for nominations to elect a Vice Chair to the Eagan Airport Relations
Commission.
Thorkildson made a motion to nominate Aljets to serve as Vice Chair of the Eagan Airport
Relations Commission; Stambaugh seconded the motion. All members voted in favor of Commissioner
Aljets as Vice Chair of the ARC.
Beseke thanked Commissioner Aljets for serving as Chair to the Commission this past year.
APPROVAL OF MINUTES
Aljets made a motion to amend the minutes of the April 14, 2009 regular meeting of the Eagan
Airport Relations Commission relative to Roll Call. The minutes should state that Commissioner Beseke

was absent from the meeting. Shattuck seconded the motion to approve the minutes as amended. All
members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their communication
initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on
the City's local access cable channels. Miller stated that currently the City is running a story on noise
mitigation as a result of a settlement in NE Eagan. She stated mitigation is underway and should be
completed in the 60 to 62 contours in early 2011 and the noise reimbursement program by the year 2014.
MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed March 2008 Eagan/Mendota Heights Corridor
Analysis Report, the March 2008 Technical Advisory Report and the March 2008 Runway 17 Departure
Analysis Report are the most current reports available on the MAC website.
Aljets noted that 91.3 percent of the Eagan Mendota Heights Corridor operations remained in the
corridor for the month of March. He also noted that Eagan had 42.5 percent of the total complaints in
March. Aljets stated the April complaint report shows Eagan at 22.6 % for complaints.
DISCUSS CORRESPONDENCE TO FAA REGARDING THE USE OF AIR SPACE DURING
RECONSTRUCTION
Thorkildson introduced the item stating that the City of Mendota Heights sent a letter to the FAA
on February 20, 2007 requesting the airspace south of Runway 12R/30L be utilized to the greatest extent
possible during reconstruction of the south parallel runway. He further stated at the that time the City of
Eagan understood the concerns and noted that a similar request would be made by Eagan when the time
came for the not parallel runway to be reconstructed.
Thorkildson made a motion to ask the City Council to send a letter, in anticipation of the closure of
Runway 12L /30R for reconstruction this August through October, requesting the airspace south of Runway
12L/3 OR be utilized during the runway closure in an effort to fan as much noise as possible throughout the
Eagan/Mendota Heights Corridor. Aljets seconded the motion. All members voted in favor.
AIRPORT 101
Miller introduced Chad Leqve, Manager of the Aviation Noise and Satellite Programs of the
Metropolitan Airports Commission. Mr. Leqve presented an overview of the services the MAC provides, a
synopsis of the area navigation (RNAV) procedures that are being tested, and an overview on the technical
vocabulary used in the airport industry.

Leqve gave a brief background on himself. Items discussed were as follows:
• Background on MAC — there are 14 Commissioners plus 1 Chair and 7 airports.
• Federal Policies — the FAA was established to be responsible for noise planning around the airport,
1979 Aviation Safety and Noise Abatement Act (ASNA), Part 150 noise compatibility program,
1990 Airport Noise and Capacity Act (ANCA) stating aircraft over 75,000 pounds would have to be
Stage 3 by year 2000, and Part 161.
• General characteristics of noise — aerodynamic (landing gears, flaps and slats) and engine noise (fans in
jet engines).
• MAC Operations — operational measures, ANOMS (Airport Noise Operations Monitoring System),
communication system, and Part 150.
• Technologies /Procedures — Eagan/Mendota Heights Departure Corridor, RUS (Runway Use System),
Voluntary Nighttime Operations Agreement, Noise Abatement Departure Profiles (close -in departure
profile and distant departure profile), and ANOMS (Airport Noise and Operations Monitoring System).
• Communication efforts available to the public are quarterly input meetings, NOC (MSP Noise
Oversight Committee), noise complaint and information hotline, MAC website at www.macnoise.com,
and quarterly MSP Noise News newsletter.
• Trends and new technologies — manufactured Stage 3 vs. Hushkitted aircraft, RNAV (area navigation
system), RNP (required navigation performance), and GBAS (ground based augmentation system)
and CDA (continuous descent arrivals)
At 8:30 p.m., Beseke made a motion to extend the meeting by no more than by 15 minutes. Aljets
seconded the motion. All members voted in favor.
The Commission thanked Mr. Leqve for attending the ARC meeting.
CHANNEL 16 BROADCAST RE: RUNWAY CLOSURE
Miller introduced the item and stated, per the request of the Commission at the April ARC meeting,
plans are underway to air a story on Community Television promoting an open house regarding the
12L/30R Runway closure. Miller stated Channel 16 will advertise the open house that is scheduled to be
held on Thursday, August 13 from 7:00 — 8:00 p.m. at the Community Center.
ADJOURNMENT
Upon motion by Casper, seconded by Shattuck, the meeting adjourned at 8:37 p.m. All members
voted in favor.
