AIRPORT RELATIONS COMMISSION MEETING
NOVEMBER 10, 2009
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday,
November 10, 2009 at 7:00 p.m. Those present were James Casper, Dan Johnson, Chad Stambaugh,
Chuck Thorkildson and Carol %isnant. Also present was Assistant to the City Administrator Miller.
Absent were Curtis Ahjets, Steve Beseke and Luke Olson.
AGENDA
Upon motion by Stambaugh; seconded by Whisnant, the agenda was approved as presented.
All members voted in favor.
APPROVAL OF MINUTES
Jolmson made a motion to approve the minutes of the September 8, 2009 regular meeting of the
Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their
communication initiatives each month which include articles in the Experience Eagan Newsletter as
well as stories aired on the City's local access cable channels. Miller stated there are no particular
items on the docket at this time.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed September 2009 Eagan/Mendota Heights
Corridor Analysis Report, the September 2009 Teclmical Advisory Report and the September 2009
Runway 17 Departure Analysis Report are the most current reports available on the MAC website.
Thorkildson stated 94.9 percent of operations were in the corridor during the month of
September. He also noted the large number of complaints from St. Paul, Eagan and Minneapolis
caused by over - flights with the closure of the north parallel runway. The Commission further
discussed corridor operations and the affect of the runway closure.
UPDATE ON RUNWAY CLOSURE
Miller introduced the item stating the north parallel runway reopened as of October 31, 2009.

JOINT MEETING WITH MENDOTA HEIGHTS AIRPORT RELATIONS COMMISSION
Miller introduced the item stating a joint meeting with the Mendota Heights ARC is scheduled
for Wednesday, November 18, 2009 at 7:00 p.m. at the Mendota Heights City Hall. The Commission
discussed topics to be discussed at the joint meeting. The commission also discussed Eagan's position
towards the corridor and the runway use system.
CORRESPONDENCE: EAGAN- MENDOTA HEIGHTS -NOC AND FAA REGARDING
NIGHTTIME OPERATIONS
Miller introduced the item and stated numerous correspondence have been sent between the
cities of Eagan and Mendota Heights, the NOC and the FAA regarding nighttime operations in the
corridor. Miller gave a brief background and timeline on the succession of the letters.
PLANS FOR THE JANUARY 12, 2010 ARC TOWN HALL MEETING
Miller introduced the item stating, per the request of the ARC, a town hall meeting is scheduled
for Tuesday, January 12, 2010. Miller stated Chad Leqve of the MAC has confirmed he will attend
and MAC Cormnissioner Bert McKasy will not be in attendance. The Commission agreed to target the
Cedar Avenue area and hold the meeting at a public school. After further discussion, the Commission
suggested Cedar School on Diffley Road; Miller stated she will contact Cedar School to inquire about
the use of their school.
The Commission discussed the meeting format and agenda, the residential area that would be
invited, the notification of residents, and also agreed to have a short survey for residents to complete.
There was further discussion regarding Mr. Leqve's presentation, the Commission's role at the
meeting and allowing time at the end for questions and answers.
Miller summarized the discussion and stated prior to the December ARC meeting; she will find
a location for the town hall meeting, draft an agenda, and draft a postcard to be mailed out in late
December. The Corrunission agreed to each brainstorm three possible survey questions to be brought
to the December ARC meeting, at which time they will reduce the number of questions to no more
than 5 questions.
NOC COMMUNITY MEETING WITH MAC EXECUTIVE DIRECTOR
AND DELTA VP OF MN OPERATIONS
Miller introduced the item stating that on October 21, 2009 approximately 15 community
representatives from the Noise Oversight Committee met with MAC Executive Director Jeff Hamiel
and Delta Senior Vice Present of Minnesota Operations Bill Lentsch. City Administrator Hedges and
Miller attended the meeting.
Miller shared and summarized some facts and numbers noted at the meeting.

FUTURE DISASTER TRAINING
Miller introduced the item noting the Commission's interest in future disaster training. She
stated Fire Chief Scott has indicated a disaster training will occur sometime this winter and will
involve a simulated plane crash and water rescue. Miller noted that Chief Scott offered to provide a
briefing or tour of the training area to the ARC.
ADJOURNMENT
Upon motion by Whisnant, seconded by Johnson, the meeting adjourned at 8:15 p.m. All
members voted in favor.
