The Eagan Airport Relations Commission will meet on Tuesday, February 12, 2008 at 7:00 p.m. in
the Eagan City Council Chambers. In order that we have a quorum present, please contact Mary
O'Brien at 651- 675-5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The min rtes of the Jar ul ary 8, 2008 Airport Relations Conunission meeting are enclosed on
pages � through . These minutes, as presented or modified, are in order for adoption
by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the begimiing of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a firture agenda.
IV. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to
discuss their cormmunication initiatives each month, which include articles in the Experieiice
Eagaii Newsletter, stories aired on the City's local access cable chamlels, and inclusions in the
ARC Notebook. If any of the Commissioners have suggestions for communication initiatives
regarding airport issues, please voice those suggestions at this time.
B. MAC Monthly Reports — Eagan /Mendota Heights Corridor Anal sis /Technica
Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages through
is the December 2007 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages 0—
through is the December 2007 Technical Advisory Report. Enclosed on pages_
throughq - is the December 2007 Runway 17 Departure. Analysis Report. The December
reports are the most current reports available on the MAC website. It is the practice of the
Commission to review the reports and discuss any significant deviations that may have occurred
or any other noteworthy occurrences as reported in the analyses.
C. Update on Nighttime Departures off Runway 17 During Southeast Operational
Flows - Enclosed on pages O_� through_ is a memo provided at the January 16, 2008
MSP Noise Oversight Committee (NOC) meeting regarding the progress that has been made in
adhering to the Runway Use System during the nighttime hours at MSP. In addition to the
statistics noted in the memo, at the NOC meeting Mr. Leqve inforined the membership that from
November 30, 2007 to January 11, 2008, there were only 3 departure operations off Runway 17
during evening hours and all 3 of those operations followed the River Departure Procedure.
V. NEW BUSINESS
A. Prioritized Blocks /MAC Lawsuit Settlement - Enclosed on page is a map
showing the prioritization of blocks that will be used to determine the timing o when mitigation
will be completed under the recently approved settlement in the cities' lawsuit vs. the MAC.
This map is provided for infonnational purposes only; no formal action is required. As a
reminder, for those homes in Eagan located in the 2007 60 - 62 DNL contours, the mitigation
program is scheduled to begin in December 2008 and be completed by December 2012. For
those homes between the 2007 and 2005 DNL 60 contour and eligible for the reimbursement
program through the MAC., homeowners will how much of the reimbursement funds are
available per home by the end of 2009. Reimbursements are scheduled to begin on March 1,
2010 and be completed by September 1, 2014.
B. Dialogue with Chad Leqve, MAC Manager of the Aviation Noise and Satellite
Programs -Chad Leqve and /or an appropriate staff person from the MAC have been invited to
attend the February ARC meeting to discuss the ARC's inquiries related to the 1998 Final
Environmental Impact Statement (FEIS) and 2003 Environmental Assessment. At the time the
packet was prepared, Mr. Leqve had not confirmed whether lie would be able to attend the
February meeting. Assistant to the City Administrator Miller will contact the ARC when she
knows who from the MAC will be in attendance, or if Mr. Leqve will instead plan to attend the
March ARC meeting.
VI. STAFF / COMMISSION REPORT
A. Upcoming Vacancies on the ARC - There will be four terns that will become vacant on
the ARC at the end of April of this year. Three of those terns are 2 -year terms and one tern is
the 1 -year alternate term. Those interested in serving on the ARC are encouraged fill out an
application, which is available on the City of Eagan's website at www.ei.tyofeagan.coni or by
calling the City Administrator's office.

VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.
VIII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
JANUARY 8, 2008
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, January 8,
2008 at 7:00 p.m. Those present were Curtis Aljets, Tammy Mencel, Charles Thorkildson and Bret
Walsh. Absent were Steve Beseke and Jack Prentice. Also present was Assistant to the City
Administrator Miller.
AGENDA
The agenda was amended to include a discussion of the FEIS document as item D. under Old
Business. Upon motion by Aljets; seconded by Mencel, the agenda was approved as modified. All
members voted in favor.
APPROVAL OF MINUTES
Walsh made a motion to approve the minutes of the November 13, 2007 regular meeting of the
Eagan Airport Relations Commission as presented; Mencel seconded the motion. All members voted in
favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE,
Miller introduced the item stating it is the practice of the Airport Relations Commission to
discuss any communication initiatives relative to airport noise each month including articles appearing
in the Experience Eagan newsletter, stories aired on the City's local access cable channels and
inclusions in the ARC Notebook.
Miller noted an article was published in the most recent edition of the Experience Eagan
newsletter regarding the FAA's response to the City with regard to the City's request to move as many
nighttime operations as possible fiom Runway 17 to the parallel runways in accordance with the
approved Runway Use System.
MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSTS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE, ANALYSIS REPORT
Miller introduced the item stating the enclosed November 2007 Eagan /Mendota Heights
Corridor Analysis Report, the November 2007 Technical Advisory Report and the November 2007
Runway 17 Departure Analysis Report are the most current reports available on the MAC website.
Aljets noted that 37 percent of the complaints are coming from Eagan residents, Thorkildson
noted that corridor compliance was at 94 percent for the month of November. It was also noted that
RMT site #38 at 3957 Turquoise Circle experienced 3 noise events off Runway 22. Miller stated she
will inquire with the MAC regarding those noise events,

UPDATE ON NIGHTTIME DEPARTURES OFF RUNWAY 17 DURING SOUTHEAST
OPERATIONAL FLOWS AT MSP
Miller introduced the item stating that on August 22, 2007 the Eagan City Council sent
correspondence to the co- chairs of the MSP Noise Oversight Committee asking the FAA to examine the
feasibility of moving more nighttime traffic from Runway 17 to Runway 12R when demand allows it.
She further stated the NOC discussed the issue at both the September 19 and November 21 NOC
meetings and Miller requested that the NOC send a letter to the FAA asking that they brief their
controllers on the importance of the Runway Use System (RUS). Miller stated the NOC concurred and
a letter was sent. Miller noted a response has been received from the FAA stating their controllers have
been briefed and also noted a noticeable decrease in the nighttime operations off Runway 17.
Miller noted a January 2, 2008 memo from Chard Leqve, Aviation Noise and Satellite Programs
Manager, to the MSP Noise Oversight Committee regarding an update on nighttime Runway Use
System and Runway 17 departure operations.
DISCUSSION OF FEIS DOCUMENT
Thorkildson introduced the item discussing portions of the FEIS document. He stated noise
abatement has already taken place because of the loss of operations and further suggested that the FEIS
document be restudied. The Commission discussed the actual and projected number of operations.
Miller stated she would invite Chad Leqve fi•om the MAC to attend the February or March ARC
meeting to discuss the 1998 FEIS document; specifically the forecasted operations versus actual
operations.
2008 ARC MEETING SCHEDULE
Miller stated the 2008 ARC meeting schedule is enclosed in the packet for Commission review.
She noted the meeting dates listed for the months of June, October and November are proposed to be
changed due to holidays.
Walsh made a motion to approve the 2008 ARC meeting schedule as presented; Mencel
seconded the motion. All members voted in favor.
CORRESPONDENCE TO MAC COMMISSIONER MCKASY
Miller introduced the item noting that per the direction of the ARC at the November 13, 2007
ARC meeting, a letter was sent to Commissioner McKasy thanking him for attending the October ARC
meeting and also noting the Commission's interest in having him meet with the ARC once or twice a
year to provide an update on the MAC.
MAC LITIGATION UPDATE
Miller introduced the item stating a hearing is scheduled for January 15, 2008 to determine if the
settlement in the class action case will be accepted by the class. She noted the settlement is the same as
the City's lawsuit and residents included in the settlement area have been noticed and have been given

the opportunity to opt out. Miller stated at this time there are no Eagan residents who have chosen to
opt out and stated that less than 20 residents in all the communities have chosen to opt out thus far.
Miller noted work in Eagan will begin in December 2008 with residents who are in the 60 to 62 DNL.
Miller gave an overview of the contour line in the Burr Oaks neighborhood, specifically the
Rolling Hills Drive area. She discussed the block rounding and contour system and described how the
park divides this neighborhood.

Upon motion by Mencel, seconded by Aljets, the meeting adjourned at 7:35 p.m. All members
voted in favor.

On August 22, 2007 Mayor Mike Maguire of Eagan sent a letter to Noise Oversight Committee
(NOC) Co- Chairs Vern Wilcox and Kathleen Nelson asking that the NOC "examine the
feasibility of moving more nighttime traffic from Runway 17 (particularly from the 120 degree
heading) to Runway 12R when demand allows." Eagan residents had reported recent increases
in nighttime overflights as a result of eastbound aircraft departing from Runway 17 during
southeast operational flows at Minneapolis /St. Paul International Airport (MSP). Given that the
majority of these eastbound operations are given a departure heading of approximately 120
degrees, the question arose as to why these aircraft are not placed on Runway 12R and given
an on- course runway heading into the Eagan /Mendota Heights Departure Corridor, which is the
preferred option per the Runway Use System (RUS) at MSP during southeast operational flows.
At the September 19, 2007 NOC meeting the Committee reviewed staff's analysis of the issue
and discussed the City of Eagan's request. The Committee voted to send a letter to the Federal
Aviation Administration (FAA) in a manner consistent with the City of Eagan's request. (See
Attachment A).
On October 17, 2007 Mr. Carl Rydeen, MSP Federal Aviation Administration (FAA) Assistant Air
Traffic Manager, responded to the September 19th NOC letter. In summary, the FAA concluded
that the Runway Use System (RUS) at MSP does not address Runway 12L and 12R
individually, nor specific headings off Runway 17 in the runway selection process outlined in the
RUS. (See Attachment B).
At the November 14, 2007 NOC meeting the Committee reviewed the FAA's response and
additional staff analysis on the issue. In consideration of the FAA's October 17th response, and
at the request of the Eagan Representative, the Committee voted to send another letter to the
FAA requesting that the FAA continue to brief its supervisors on the importance of maximizing
adherence to the approved RUS during nighttime operations. (See Attachment C).
A favorable response to the NOC request has been received from the FAA. The FAA reported
that as of November 29, 2007 the ATCT supervisors briefings were completed. (See Attachment
D). I am pleased to report that recent data indicates a significant drop in the number of Runway
17 departure operations in southeast operational flows during the nighttime hours at MSP.
As reported previously, in July 2007 during nighttime southeast operational flows at MSP 33.5%
(134 operations) of the departure operations were on Runway 17. (See Attachment E).
However, from November 30, 2007 to December 28, 2007 (following the controller briefings)
during nighttime southeast operational flows only 0.1% (1 operation) of departure operations
were on Runway 17 — virtually a 100% reduction from the July 2007 numbers. (See Attachment
F). Moreover, following the controller briefings, it appears that the only departure operation that
occurred on Runway 17 during nighttime southeast operational flows flew the Runway 17 River
Departure Procedure consistent with the recommended noise abatement procedures for
Runway 17 departure operations.
The above development is significant in the context of the initial request made by the City of
Eagan and represents great strides made by the FAA to address the situation.
At the January 16, 2007 NOC meeting staff will provide a briefing on this topic.

By way of background, the RUS was approved for
implementation as part of the environmental evaluation
conducted in the July 2003 Environmental Assessment
(EA) for the Implementation of a Departure Procedure off
Runway 17 and the related Finding of No Significant
Impact (FONSI) /Record of Decision (ROD) published by
the Federal Aviation Administration (FAA) on August 27,
2003. The EA is the most recently approved FAA National
Environmental Policy Act (NEPA) document related to the
planned operation of MSP with Runway 17/35 operational.
As detailed to the left, Table A -5 in the July 2003 EA
outlines the desired runway selection priority for the
purposes of reducing noise impact around MSP.
Per the approved RUS, when MSP is in a southeast
operational flow, during the nighttime hours of 10:30 p.m.
and 6:00 a.m., use of Runways 12L and 12R for departure
operations into the EaganlMendota Heights Departure
Corridor should be the primary departure runway
configuration. When capacity dictates, per the RUS,
Runway 17 should be used as a secondary option to
Runways 12L and 12R.

However, in July 2007 during southeast operational flows, 47.5% of the nighttime departure
operations were on Runway 12L, 33.5% of nighttime departure operations were on Runway 17
and 19.0% of nighttime departure operations were on Runway 12R. (See Attachment 2). The
use of Runway 17, with the corresponding lower departure numbers on Runway 12R, appears
inconsistent with the approved RUS at MSP during southeast operational flows.
In the July 2003 EA an analysis was conducted to determine reasonable RUS implementation
assumptions. Because capacity demand drives runway use at MSP, to adequately assess RUS
implementation, low -, mid- and high- demand criteria need to be established for purposes of the
analysis. As stated on page A-4 of the July 2003 E&
"ATC was consulted to determine appropriate cut -off limits for each demand
period given traffic Intersections and ATC workloads."
Table A -3 below, which is included on page A-4 in the July 2003 EA, provides the 15- minute
operational criteria defining each demand level.

Based on the above traffic demand period criteria, In July 2007 the-average daily number of
operations per 15- minute segment establishes that the nighttime hours of 10:30 p.m, to 6:00
a.m. at MSP were mid- to low- demand. As such, per the July 2003 EA, it is anticipated that
traffic levels allow for maximum flexibility and /or efficient selection of runways based on noise
considerations consistent with the RUS.
Attachment 2 provides a flight track map of July 2007 nighttime operations during southeast
operational flows at MSP. As detailed earlier, Runway 17 was the second- highest used runway
during the nighttime hours in July 2007 in this configuration. Of the total 134 departure
operations off Runway 17, 80 (60 %) were eastbound (120 -, 140- and 155- degree headings). All
of the eastbound operations occurred in low- or mid-- demand time periods. Of the 80
operations, 21 (26 %) occurred in a low- demand period or just above the lowest level of the mid -
demand operational criteria.

The above analysis, in the context of the July 2003 EA, related FONSI /ROD, and the approved
RUS at MSP, supports Eagan's stated concerns and presents what seems to be a logical
solution in the form of moving eastbound departure operations off of Runway 17 to Runway 12R
into the Eagan/Mendota Heights Departure Corridor during the nighttime hours, consistent with
the RUS.
Request
In consideration of the July 2003 EA, the related FONSI /ROD, the approved RUS at MSP, and
the analysis provided in this letter, the NOG voted to request that FAA:
Place eastbound departure operations (headings east of 170 - degrees) during nighttime
southeast operational flows at MSP,, which are currently occurring on Runway 17, on
Runway 12R consistent with the approved RUS.
If it is FAA's determination that implementing the above request is not feasible, please
explain the Agency's position in the context of the information (FAA's July 2003 EA, the
related FONSI/ROD and the approved MSP RUS) and associated analysis contained in
this letter.

Dear NOC Co- Chairs Wilcox and Nelson:
This is in response to your letter dated September 19, 2007 referencing Nighttime Southeast
Departure Headings off Runway 17 during Southeast Operational Flows at Minneapolis /St. Paul
International Airport (MSP) ".
To clarify your reference to southeast operational flows, we are assuming that the winds are too
strong to allow a head to head (Land Runway 30L -R and depart Runway 12L -R) nighttime
configuration at MSP. Normally, with south or southeast winds, ATC is directing flights to land
and depart Runways 12L -R. If traffic demand and wind condition permit, ATC will direct aircraft to
depart Runway 17 as a secondary option. This is in compliance with the Traffic Demand Period
Criteria Table contained in July, 2003 EA and mentioned in your letter.
I have reviewed the data from the month of July and it indicates that overnight runway closures
may have impacted the runway assignments, especially those occurring between the hours of
10:30 PM and Midnight. Our data concludes either Runway 12R/30L or 12L /30R were closed on
13 of the 31 nights referenced. it appears maintenance was being performed on or near the
runways and a majority of these closures occurred during week nights (11 of 13) which have a
higher nighttime volume of traffic. The effect of these closures may result in tower controllers
utilizing Runway 17 more during these night time periods. I am not assuming that this is the only
reason for the aircraft departing Runway 17, however it would certainly have an effect on the
ability to only depart on Runways 12L -R.
In your letter you make the following requests:
Place eastbound departure operations (heading east of 170- degrees) during nighttime
southeast operational flows at MSP, which are currently occurring on Runway 17, on Runway
12R consistent with the approved RUS.
If the FAA determines implementation of the above request is not feasible, please explain the
Agency's position in the context of the Information (FAA's July 2003 EA, the related
FONSI /ROD and the approved MSP RUS) and associated analysis contained in this letter.

Implementing the above request is not consistent with the FAA's 2003 EA and the related
FONSI /ROD and the approved MSP RUS. We conclude this for the following reasons:
Your request identifies only those aircraft which depart Runway 17 and directed to headings
east of 170 - degrees. These aircraft are not specifically identified in any of the above
documents.
Your request only specifies Runway 12R. Table A -5 labeled as the "Revised Runway Use
System" gives no priority to Runway 12R over Runway 12L.
Your request implies "always ". There are traffic situations during these time periods that will
require that ATC direct flights off Runway 17 to go east of 170 - degrees.
We have done a cursory review of the operational data that we have available (including MAC
Noise data) relating to the traffic that departs Runway 17 between the hours of 10:30 PM and 6
AM. It is our conclusion that we are operating the runway in compliance with the FAA's 2003 EA
and the related FONSI /ROD and the approved MSP RUS. More specifically, our research
indicates traffic levels during these time periods when Departures have occurred on Runway 17
are normally in the Mid Traffic Level as defined in the Traffic Demand Period Table. Those 15
minute periods are characterized as having between 3.5 and 15 operations which allows for
moderate use of the RUS.
The FAA recognizes that aircraft over- flights of residential areas, especially during nighttime
hours can be invasive. Although there are no quick and easy solutions to these problems, we can
assure you that the Minneapolis Air Traffic Control Tower staff will continue to operate in a
manner that minimizes noise impacts over residential areas.

At the November 14, 2007 Noise Oversight Committee (NOC) meeting the Committee reviewed
your October 17, 2007 response to our September 19, 2007 letter regarding Runway 17
nighttime departure operations during southeast operational flows at MSP.
In light of your response and the extensive dialogue the NOC has had on the issue of
compliance with the RUS for nighttime operations, the NOC respectfully asks that during your
next briefing of your ATCT supervisors, you continue to brief the supervisors of the importance
of maximizing adherence to the approved RUS during nighttime operations.
As always, thank you for your consideration and attention to air traffic noise issues around MSP.
