The Eagan Airport Relations Commission will meet on Tuesday, May 13, 2008 at 7:00.p.m. in the
Eagan City Council Chambers. In order that we have a quorum present, please contact Mary
O'Brien at 651 -675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. ORGANIZATIONAL BUSINESS
On April 15, 2008, the Eagan City Council appointed four new members to the Airport Relations
Commission, three of whom will serve two -year terms and one person who will serve a one -year
alternate term. On behalf of the City, we welcome James Casper, Carol Shattuck and Chad
Stambaugh as the two -year term Commissioners on the ARC and Beth Prouty who will serve the
one -year alternate terns on the ARC.
At this time, the Commission members are asked to introduce themselves and make nominations for
a person to serve as the Chair of the ARC as well as Vice Chair. Commissioners are welcome to
nominate other members or themselves for these two positions.
HI. APPROVAL OF MINUTES
The minutes of the Feb ary 12, 2008 Airport Relations commission meeting are enclosed on
pages _ through These minutes, as presented or modified, are in order for adoption
by the Commission, as there was not a quorum present at the March ARC meeting. Also
enclosed on pages i through are the minutes of the March 11, 2008 ARC meeting.
Likewise, these minutes are in order for adoption by the Commission.
IV. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
V. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience
Eagan Newsletter, as well as stories aired on the City's local access cable channels. If any of the
Commissioners have suggestions for communication initiatives regarding airport issues, please
voice those suggestions at this time.
B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis/Technical
Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages Ll through

is the March 2008 Technical Advisory Report. Enclosed on pagest through
is the March 2008 Runway 17 Departure Analysis Report. The March reports are the most
current reports available on the MAC website. It is the practice of the Commission to review the
reports and discuss any significant deviations that may have occurred or any other noteworthy
occurrences as reported in the analyses.
VI. NEW BUSINESS
A. MSP Complaints from Eagan Residents / January 2007 through March 2008 — Per
the request of the Commission at the March ARC meeting, the Metropolitan Airports
Commission Noise staff prepared a report showing the complaints specifically from the City of
Eagan during the time eriod of January 2007 through March 2008. The report enclosed on
pages through demonstrates the specific complaints being made by residents, and
shows that excessive noise was the most common complaint voiced by Eagan residents. The
Commission is welcome to discuss the report and determine whether any specific outcomes
should be considered.
B. Airport 101— Per the recommendation of the ARC at the March meeting, Chad Leqve,
Manager of the Aviation and Satellite Programs at the MAC, has been invited to provide an
"Airport 101" to the ARC. Mr. Leqve is unable to attend the May ARC meeting; however, he
has agreed to attend the June ARC meeting to provide an overview of the services the MAC
provides, a tutorial on using the MAC website and an overview of the technical vocabulary often
used in the airport noise industry. If the Commission has any specific items they feel would be
helpful to learn more about when Mr. Leqve presents to the ARC, you are welcome to make
those suggestions at this time.
VII. STAFF / COMMISSIONER REPORT
A. Testimony from the City of Eagan at the Commerce and Labor Committee of the
Minnesota House of Representatives — On April 25, 2008, Eagan Mayor Mike Maguire was
invited to testify at the House Commerce and Labor Committee regarding the City's perspective

on the proposed merger between Northwest Airlines and Delta Airlines. Enclosed on pages
through (Q is the statement that was read by Mayor Maguire to the Committee.
B. Neighborhood Flyer Distribution — Enclosed on page 77D is a flyer that was
received by some Eagan residents this past March regarding airport noise in Eagan and,
particularly, concerns with runway usage of Runway 17 -35. Based on feedback from residents,
it appears this flyer was distributed to neighbors close to and around the intersection of Cliff
Road and Pilot Knob Road.
C. Correspondence to FAA — Enclosed on pages through is correspondence
that was sent from Assistant to the City Administrator Miller to MSP Tower Manager, Carl
Rydeen, on April 18, 2008. As the correspondence indicates, Ms. Miller expressed concerns
from Eagan residents regarding the significant increase in the use of Runway 17 -35. In
particular, Ms. Miller called to Mr. Rydeen's attention the departures that occurred on the
morning of April 3, 2008, which demonstrates the greater use of 17 -35 as opposed to placing
more departures in the Eagan/Mendota Heights Corridor.
D. NOC Quarterly Input Meeting on July 29, 2008 — The Metropolitan Airports
Commission, at the request of the communities on the Noise Oversight Committee, has agreed to
host the July quarterly public input meeting in Eagan. The meeting will take place on July 29,
2008 at 7:00 p.m. in the City Council Chambers at Eagan City Hall. ARC members are
encouraged and welcome to attend the July 29 public input meeting to hear feedback from
residents with regard to operations at MSP.
E. June ARC Meeting — As a reminder to the Commission, the June ARC meeting will take
place on Thursday, June 12 at 7:00 p.m. in the Eagan City Council Chambers.
VIII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.
IX. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
FEBRUARY 12, 2008
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, February
12, 2008 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Jack Prentice and Charles
Thorkildson. Absent were Bret Walsh and Tammy Mencel. Also present was Assistant to the City
Administrator Miller,
AGENDA
The Agenda was amended to move item B. under New Business, Dialogue with Chad Leqve,
before Old Business; and add item B. under Staff Report, 2007 Actual and 2007 Forecasted Contours.
Upon motion by Alj ets; seconded by Beseke, the agenda was approved as amended. All members voted
in favor.
APPROVAL OF MINUTES
Beseke made a motion to approve the minutes of the January 8, 2008 regular meeting of the
Eagan Airport Relations Commission as presented; Prentice seconded the motion. All members voted
in favor.
VISITORS TO BE HEARD

DIALOGUE WITH CHAD LEQVE, MAC MANAGER OF THE AVIATION NOISE AND
SATELLITE PROGRAMS
Miller introduced Chad Leqve and Scott Skramstad, fiom the Metropolitan Airports
Commission, thanking them for attending tonight's meeting and stated Mr. Leqve would answer
questions from the Commission and discuss inquiries relative to the 1998 Final Environmental Impact
Statement (FEIS) and the 2003 Enviromnental Assessment on the Departure Procedure off Runway 17.
Mr. Leqve discussed the FEIS and Environmental Assessment and the reduction in total
operations. He stated it was his opinion that, even if the new runway had not opened, the noise footprint
and contours would have shrunk. Thorkildson noted the FEIS document forecast stated the total number
of operations for 2005 was estimated at 575,000. Leqve stated the actual operations for 2007 were
455,000. Leqve further stated a change in fleet mix and the new runway are factored into the document.
Mr. Leqve stated that there are homes that were once in the 1996 65 plus DNL contour that have
received the full noise mitigation package from the MAC and are now located in the 2007 60 -64 DNL
contour.
The Commission asked if Mr. Leqve, given the significant decrease in the number of aircraft
operations over the past several years, still felt that it was necessary to have 37 percent of the departures
off the new runway to achieve the change in the noise contours as expressed in the FEIS and EA.

Leqve stated the FAA should address the necessity of having 37 percent of departures off the
new runway and further stated that even with lower operations, there continues to be peals demand times
and a need for capacity and operational results.
Mr, Leqve stated that MSP actively tries to market other carriers. He also stated that MSP is a
relatively new airport and that a merger and consolidation between Delta and Northwest Airlines could
have positive effects.
The Commission discussed the importance and benefits of a healthy airport environment and the
economy,
COMMUNICATIONS UPDATE
Miller introduced the item stating it is the practice of the Airport Relations Commission to
discuss any communication initiatives relative to airport noise each month including articles appearing
in the Experience Eagan newsletter, stories aired on the City's local access cable channels and
inclusions in the ARC Notebook.
Miller noted an article entitled "Nighttime Runway Use, Noise Decrease" appeared in the
February 9, 2008 edition of the This Week newspaper.
MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSTS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed December 2007 Eagan/Mendota Heights
Corridor Analysis Report, the December 2007 Technical Advisory Report and the December 2007
Runway 17 Departure Analysis Report are the most current reports available on the MAC website.
Miller stated, in follow -up to the Commission's question from the January ARC meeting
regarding 3 noise events from RMT #38, those 3 events which appeared on the top 10 noise event list
from the November Technical Advisor's Report were afternoon flights to the Orient.
UPDATE ON NIGHTTIME DEPARTURES OFF RUNWAY 17 DURING SOUTHEAST
OPERATIONAL FLOWS AT MSP
Miller introduced the item giving background on the issue and stated that on August 22, 2007
the City of Eagan sent a letter to the Noise Oversight Committee asking that the NOC examine the
feasibility of moving more nighttime traffic from Runway 17 to Runway 12R when demand allows it,
She stated the NOC sent two letters to the FAA regarding nighttime departures and requested that the
FAA brief its supervisors on the importance of maximizing adherence to the Runway Use System
during nighttime operations.
Miller stated a favorable response to the NOC's request has been received from the FAA and
recent data indicates a significant drop in the number of Runway 17 departure operations during
nighttime hours at MSP. Miller stated at the January 16, 2008 NOC meeting, Chad Leqve informed the
members that from November 30, 2007 to January 11, 2008 there were only 3 departure operations off

Runway 17 during evening hours and all 3 of those operations followed the River Departure Procedure
over Burnsville.
PRIORITIZED BLOCKS FOR A MAC MITIGATION PROGRAM
Miller introduced the item stating the enclosed map shows prioritization of blocks that will be
used to determine the timing of when mitigation will be completed under the recently approved
settlement in the cities' lawsuit vs. the MAC. She further stated homes in Eagan located in the 2007 60-
62 DNL contours will begin mitigation measures December 2008 and should be completed by
December 2012. Miller stated homes in the 60 DNL contour that are eligible for the reimbursement
program will know the amount available per home by the end of 2009. Miller noted reimbursements are
scheduled to begin March 1, 2010 and be completed by September 1, 2014.
Miller stated there will be no bulk mailing notifying residents, but instead residents will be
notified in small groups. She further stated MAC is updating their website so residents can stay
informed.
UPCOMING VACANCIES ON THE ARC
Miller introduced the item stating there are four terms that will become vacant on the Airport
Relations Commission at the end of April and Commissioners whose terms are up have been informed.
She further stated three of those terms are 2 -year terms and one term is a 1 -year alternate position.
Miller stated residents interested in serving on the ARC are encouraged to submit an application, which
is available on the City of Eagan's website, or they can call the City Administrator's office. Miller
noted the deadline to apply is Friday, March 28,
2007 ACTUAL AND 2007 FORECASTED CONTOURS
Miller stated she will provide Commissioners with the 2007 Actual to 2007 Forecasted Contour
Report next month. She stated the report will be reviewed by the NOC at their March meeting.
ROUNDTABLE
Thorkildson asked if the NOC would discuss the feasibility of moving early morning flights
from the parallel runway, which fly over the Bun Oaks neighborhood, to an industrial /commercial area
a couple hundred yards from the residential neighborhood. Miller stated she would present the question
at the next NOC meeting.

COMMUNICATIONS UPDATE
Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss
any communication initiatives relative to airport noise each month including articles appearing in the
Experience Eagan newsletter, stories aired on the City's local access cable channels and inclusions in the
ARC Notebook. Miller stated the last article to appear in the newsletter was in regards to the decrease in
nighttime airport noise. The Commission suggested a future airport/noise article could be on contours.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed January 2008 Eagan /Mendota Heights Corridor
Analysis Report, the January 2008 Technical Advisory Report and the January 2008 Runway 17 Departure
Analysis Report are the most current reports available on the MAC website.
Thorkildson stated there was 93 percent corridor compliance for the month of January. He noted
most of the violations were off the North Parallel Runway. Aljets stated in January 47.8 percent of the
complaints were from Eagan. He also stated the February Technical Advisors Report online showed the
percentage of complaints from Eagan was at 43.6. Walsh commented on the MSP Complaints by City
Report comparing data between Minneapolis and Eagan. Aljets noted during the months of January and
February over 51 percent of all flights came over Eagan.
The Commission asked Miller to inquire with Chad Leqve as to whether there could be a
breakdown of the noise complaints into categories and if this breakdown could be included in a monthly
report. The Commission discussed how this information would be beneficial.

ANNUAL NOISE CONTOUR ANALYSIS
Miller introduced the item stating the Annual Noise Contour Analysis Report compares the 2007
Actual Noise Contour and the 2007 Forecasted Noise Contour. She also stated the report was prepared as a
requirement of the settlement in the cities' litigation versus the MAC over noise mitigation. She further
stated the MSP Noise Oversight Committee will be reviewing the report at their March 19 meeting. She
asked the Commission for their comments or any questions they may have in order that she can share their
concerns with the NOC at their meeting.
Miller stated she will ask if this report will be prepared on an annual basis and, if so, for how long.
The Commission commented that the actual contours have shrunk and noted no streets were designated on
the maps. The Commission also stated the document was beneficial and a positive comment was made on
the diagrams of operations off each runway. The Commission questioned what criteria would justify re-
opening the litigation.
The Commission discussed the comparison of runway use between the 2007 forecast and the 2007
actual operations.
ARC MEETING SCHEDULE/CONSOLIDATE MARCH -APRIL MEETINGS
Miller introduced the item stating the next regular ARC meeting is scheduled for April 8 which is
also the date of the Advisory Commission interviews. Miller asked the Commission to consider cancelling
the April meeting or rescheduling it to another evening in April. No formal action was taken, but direction
was given to cancel the April 8, 2008 meeting unless a need is determined to schedule a meeting for an
alternate date in April.

Miller thanked Chuck Thorkildson for his dedicated service of nine years on the ARC Commission,
many of which were in the capacity of Chairperson, and noted he has reached his term limit. She also
thanked Tammy Mencel, whose term is also up in April, for her service on the Commission.
Thorkildson thanked existing and previous Commission members, and staff for their support.

Mr. Chairman, Members of the Committee,
As Mayor of Eagan, and the home of Northwest Airlines world
headquarters, thank you for requesting a city perspective on the proposed
merger.
You had asked about local impacts to the Eagan area. According to the latest
estimates, NWA has nearly 23- hundred employees working at three different
facilities in our city, plus the many airline pilots, flight attendants, gate
agents, mechanics and others who live in our community. There are also
suppliers, restaurants and hotels affected.
From a property tax standpoint, NWA is less than 1% of Eagan's total tax
capacity. And while our Chamber of Commerce, to date, has received
reports indicating only a modest impact from any merger, select industries
could feel some impacts depending on how the merger unfolds. For instance,
one hotel has some 22- thousand room nights attributable to Northwest
Airlines. Another reports 20% of its business is connected to NWA.
So while we take no formal position on the Delta acquisition, it goes without
saying that much is at stake for Minnesota and those who live or work in
Eagan. Respectfully, I believe our task must focus on one thing, and one
thing alone: how we preserve jobs in the most constructive manner.
If we roll up our sleeves and think creatively, I believe there is also a
strategic opportunity to grow airline jobs in Minnesota by seeking agreement
to establish a different type of headquarters here.
Eagan's success in attracting major employers like Blue Cross, Thomson,
NWA, Lockheed Martin, Wells Fargo Mortgage, Ecolab's research &
development and more has not been because of offering financial incentives.

It has to do with emphasizing our natural advantages in terms of location,
workforce, infrastructure and low city taxes. It also comes, from
understanding business, recognizing that companies can and will make their
own decisions about markets, market strategy, service to customers,
profitability and return on shareholder investment.
Those are things we in Eagan have very little say about.
Others will speak to you, I'm sure, about how critical it is to maintain
Minneapolis /St. Paul Airport as a major hub and point of departure,
especially for Minnesota's other major employers trying to grow and
maintain their presence here. We agree and believe the airline does too.
That's why they concluded a merger was in their best interests.
What is not getting talked about, and what is also worth fighting for, is the
quality of the talent pool NWA has assembled in Eagan.
We understand the focus on the hub and the headquarters, but there are two
other vital locations: the 278 - thousand square foot flight training center
known as Northwest Aerospace Training Corporation and the 335- thousand
square foot data center, known as Building J.
Other than the executive offices, the most senior pilots and mechanics, these
tech positions are the real high paying jobs in the area— averaging between
$70- thousand and $80- thousand a year that support our schools, pay for
mortgages, purchase from area businesses, and contribute to the local tax
base.
I suggest to you today that it is precisely these jobs that form the basis for
compromise and a win/win proposition if there is a Delta merger. It appears
from what I read that Delta is getting the name and the corporate
headquarters, but we must ask, "What about Minnesota ?"
How about Minnesota as the technology headquarters for the new global
airline?
It makes strategic sense.
While Delta has for several years been searching for the right formula for
it's technology work force —and in the latest evolution currently has spun

Minnesota pioneered the technology behind self-service check -in, automatic
notification of flight information to mobile PDA devices, e- ticket sales, and
even was the first airline to allow pet owners electronic purchasing options
for transit, Its flight training instructors are training many of the world's
pilots on the A -320 and A -330 aircraft and soon will have a new B787
simulator.
By designating_ Minnesota as the technology & training g ead uarters, it
would provide a basis for complying with the spirit and letter of the state's
covenants with NWA requiring the airline to maintain a headquarters here.
You know when the Thomson Corporation purchased West Publishing in
1995, the doomsayers predicted the demise of the local business and the end
of law book publishing as content went online. Today, 52 million law books
are still published. With the recent Reuters acquisition, Thomson continues
to grow and expand. In fact, since the West Publishing days they have
added 3,000 jobs in Minnesota, many of them technology- related.
My point is good things can happen again if we work together to recognize
business realities, local strengths, and present opportunities. There is a good
business case to be made for Minnesota and for Eagan to be the location of
choice for many jobs.
We seek very hard to be guided more by the needs of our constituents than
any political agenda. It makes business sense to maintain these technology
& training jobs in Minnesota. While it is undeniable we also stand to lose
some jobs, I'm proposing we not stand on the capitol steps and play the
victim or throw money at the problem, but instead that we have confidence
in Minnesota and compete. Eagan,. this region and Minnesota have been
great assets to NWA and, I am confident, we can demonstrate a solid value
to a new Delta Airlines.
In addition, if we can help the airlines see the good business case for
headquartering technology jobs here, we will help position Minnesota for
future job growth as well.
Mr; Chair I thank you and the committee for the opportunity to talk with you
today. As the airline industry struggles to survive and thrive. Eagan is
pleased to help.

Eagan /Mendota Heights Departure Corridor
The area immediately southeast of MSP beyond the Minnesota River has been purposely developed
as commercial /industrial. This provides a unique opportunity to help minimize noise impact to nearby
residents by over - flying this corridor. Whenever possible, Air Traffic Control (ATC) will direct departing
aircraft to utilize Runways 12L ,and 12R so that they will over -fly the corridor.
-Why aren't they following their own policy?
Airplanes do not have to fly over other areas of Eagan. ATC does not have to use runway 17 as
much as they do. Runway usage and flight tracks can be changed!

Airport Relations Commission The City of Eagan has an active Airport Relations Commission (ARC) that
serves as an advisory body to the Eagan City Council. The purpose of the 10- member Commission is to advise
and make recommendations to the City Council on the issues of aircraft noise and airport policies that impact
or have the potential to impact the community. As citizen volunteers, Commission members provide valuable
insight into public perceptions of airport issues, which is communicated to the City Council, City staff, and the
community at large. The ARC meets on the second Tuesday of each month at 7 p.m. in the City Council
Chambers at the Eagan Municipal Center.

Hello Carl,
In the past couple of weeks, I've been contacting Chad and Aaron with concerns that are being voiced by Eagan
residents regarding the usage of Runway 17/35, and I thought I'd share some of those concerns with you as well.
The complaints do not come as a surprise since they coincide with the start of spring weather, meaning people
are opening their windows and enjoying the outdoors. This happens each year around this time. However, there
have been some instances in the past few weeks where it seems that Runway 17 was being used to a much
greater extent than usual, which is why I wanted to bring these concerns to your attention.
In particular, on the morning of April 3, particularly from 7 -8 a.m., I received a significant number of calls about the
departures off 17. 1 personally witnessed a lot of the departures that morning so I wasn't surprised by the
frustration voiced. Given the unusual number of calls, I asked Aaron to look into the traffic off of Runway 17 that
morning, particularly for a period of about 20 minutes where it literally seemed like one plane after another
heading over Eagan. Aaron then provided me the attached map in response. My first reaction to the map was the
sheer number of operations that the Tower had to manage that morning, and I commend you for safely handling
those flights. While clearly the controllers were trying to depart a very large number of flights, it is examples like
this, however, where residents are asking, why can't more of those departures be put on the parallels? There
were 44 departures off 17 in that one hour compared to 10 departures on the two parallels runways, I certainly
don't want to use one isolated day and one 20 minute period to critique the Tower, but that being said, I send this
e -mail at the request of Eagan residents to demonstrate the impact these kind of departure "crescendos" have on
our community, and again strongly encourage the use of the Corridor to the greatest extent possible during these
departure banks.
Thank you, Carl, for the work you're doing. I always appreciate you sharing our community's concerns when you
discuss runway usage. As you know, Eagan will continue to advocate for using the Corridor to the greatest extent
possible, rather than placing operations over the densely populated area of the City, Please feel free to contact
