05/13/2008 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MAY 13, 2008 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 13, 2008 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Beth Prouty, Carol Shattuck and Chad Stambaugh. Absent were Jack Prentice and Bret Walsh. Also present was Assistant to the City Administrator Miller, It�e�►17� Miller made an addition to the agenda under New Business item C. regarding RNAV Departure Procedures. Beseke made a motion to approve the agenda as amended. Casper seconded the motion. All members voted in favor. Aljets and Beseke introduced themselves and welcomed the new Commission members. The four new members; Casper, Prouty, Shattuck and Stambaugh introduced themselves to the Commission. ORGANIZATIONAL BUSINESS Aljets opened the floor for nominations to elect a Chair to the Eagan Airport Relations Commission. Beseke nominated Aljets for Chair of the Airport Relations Commission. Casper seconded the motion. All members voted in favor. Aljets opened the floor for nominations to elect a Vice Chair to the Eagan Airport Relations Commission. Casper nominated Beseke for Vice Chair of the Airport Relations Commission. Aljets seconded the motion. All members voted in favor. APPROVAL OF MINUTES Beseke made a motion to approve the minutes of the February 12, 2008 regular meeting of the Eagan Airport Relations Commission as presented. Stambaugh seconded the motion. All members voted in favor. Beseke made a motion to approve the minutes of the March 11, 2008 regular meeting of the Eagan Airport Relations Commission as presented. Casper seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month including articles appearing in the Experience Eagan newsletter and also local newspapers, as well as stories aired on the City's local access cable channels. Eagan Airport Relations Commission May 13, 2008 Page 2 of 3 The Commission suggested a notice be placed in the local papers regarding the Noise Oversight Committee (NOC) quarterly input meeting being held on July 29, 2008 at 7:00 p.m. in the Eagan City Council Chambers. MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Aljets introduced the item stating the enclosed March 2008 Eagan/Mendota Heights Corridor Analysis Report, the March 2008 Technical Advisory Report and the March 2008 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Aljets noted there was less than 90 percent corridor compliance during the month of March. Miller stated she would contact the MAC and Carl Rydeen, Tower Manager, and request information relative to the drop in corridor compliance. Aljets noted the percentage of complaints for the months of March and April were down. Aljets noted a couple of locations had seen noise events from the A320 and A319 aircrafts registering in the upper 90 decibels. Miller stated she would ask Chad Leqve to comment on the issue next month at the ARC meeting. MSP COMPLAINTS FROM EAGAN RESIDENTS / JANUARY 2007 THROUGH MARCH 2008 Miller introduced the item stating per the request of the Commission at their March ARC meeting, the Metropolitan Airports Commission Noise staff prepared a report showing complaints from the City of Eagan during the time period from January 2007 through March 2008. The Commission discussed the report and noted the number one complaint was excessive noise. Aljets gave background on the Environmental Impact Statement prior to the opening of the new runway and suggested sending letters to Eagan legislators. The Commission discussed the impact of sending letters to Eagan's legislators and the City's relationships with the MAC and FAA. It was detennined by the Commission to first raise the issue with Mr. Leqve before making any determinations as to whether to recommend involving the legislative delegation. AIRPORT 101 Miller introduced the item stating Chad Leqve, MAC Manager of the Aviation Noise and Satellite Programs, will be attending the June ARC meeting to provide an overview of the services the MAC provides, including the technical vocabulary used in the airport industry and a tutorial on using the MAC website. She further stated the Commissioners are welcome to email her with any questions they may have for Mr. Leqve. RNAV DEPARTURE PROCEDURES Miller introduced the item stating at the May 21, 2008 NOC meeting, the RNAV (Area Navigation) procedures at the MSP will be discussed. She discussed the procedures which would be used during night- Eagan Airport Relations Commission May 13, 2008 Page 3 of 3 time hours and low demand times. Miller also referenced a letter of support of the RNAV procedures from MAC Commissioner, Bert McKasy, to Carl Rydeen, MSP Air Traffic Control Tower Manager. TESTIMONY FROM THE CITY OF EAGAN AT THE COMMERCE AND LABOR COMMITTEE OF THE MINNESOTA HOUSE OF REPRESENTATIVES Miller stated the Mayor was invited by the Commerce and Labor Committee to discuss the proposed merger between Northwest Airlines and Delta Airlines and how it could affect the City of Eagan. The Commission noted the Mayor's positive approach. NEIGHBORHOOD FLYER DISTRIBUTION Aljets stated he received a flyer in March regarding airport noise and runway usage of Runway 17- 35. Aljets noted the flyer contained phone numbers and email addresses to contact regarding airport noise. Miller stated she received a significant number of complaints regarding noise in the month of April. CORRESPONDENCE TO FAA Miller stated email correspondence was sent to the MSP Tower Manager, Carl Rydeen, on April 18, 2008 regarding concerns from Eagan residents on the increased use of Runway 17 -35. She stated a report was run on Runway 17 for April 3, from 7:00 a.m. to 8:00 a.m. She further stated the report showed 44 departures off Runway 17 during the one hour period of time. Miller noted concern with runway usage during the specified time period, given that the vast majority of departures took off on 17 as opposed to the parallel runways, as specified by the Runway Use System (RUS). NOC QUARTERLY INPUT MEETING ON JULY 29, 2008 Aljets introduced the item stating the Metropolitan Airports Commission has agreed to host the July NOC quarterly public input meeting in Eagan on July 29, 2008 at 7:00 p.m. in the City Council Chambers at the Eagan City Hall. Miller stated Commissioners are encouraged and welcome to attend the meeting along with residents to discuss operations at MSP and ask questions and /or share concerns. She also stated that residents who ask questions will receive a written response from the MAC. JUNE ARC MEETING Aljets reminded the Commission that the June ARC meeting will be held on Thursday, June 12, at 7:00 p.m. in the Council Chambers.
