SUBJECT: AIRPORT RELATIONS COMMISSION MEETING /THURSDAY, JUNE 12,
2008
The Eagan Airport Relations Commission will meet on Thursday, June 12, 2008 at 7:00 p.m. in the
Eagan City Council Chambers. In order that we have a quorum present, please contact Mary
O'Brien at 651- 675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission. Also, as a
point of information, the City received a letter of resignation from ARC member Jack Prentice,
who had one year remaining on his term. Mr. Prentice has accepted a new job and is coaching his
son's baseball team, which has significantly changed his schedule and thus he needed to resign.
Beth Prouty, ARC Alternate, has agreed to serve the remainder of Mr. Prentice's one -year terra
on the ARC.
II. APPROVAL OF MINUTES
The minutes of the May 13, 2008 Airport Relations Commission meeting are enclosed on pages
through (p . These minutes, as presented or modified, are in order for adoption by the
Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future agenda.
IV. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience
Eagan Newsletter, as well as stories aired on the City's local access cable chamiels. If any of the
Commissioners have suggestions for communication initiatives regarding airport issues, please
voice those suggestions at this time.
B. MAC Monthly Reports – Eagan /Mendota Heights Corridor Analysis /Technical
Advisory Report /17 -35 Departure Analysis Report – Enclosed on pages `7 through
is the April 2008 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through
is the April 2008 Technical Advisory Report. Enclosed on pages through is
the April 2008 Runway 17 Departure Analysis Report, The April reports are the most current
reports available on the MAC website. It is the practice of the Commission to review the reports
and discuss any significant deviations that may have occurred or any other noteworthy
occurrences as reported in the analyses.
C. Airport 101– Per the recommendation of the ARC at the March meeting, Chad Leqve,
MAC Manager of the Aviation Noise and Satellite Programs, was invited to attend the June ARC
meeting to provide an "Airport 101" presentation. Mr. Leqve had planned to attend the June
meeting; however, Mr. Leqve learned that he must attend a meeting in Eden Prairie at Flying
Cloud Airport on the same evening of the ARC meeting, and has requested that he attend the
July 8 ARC meeting instead. Mr. Leqve extended his apologies to the Commission for the delay.
As the Commission will recall, individual Commissioners were asked to brainstorm any
questions that they have of Mr. Leqve or issues they would like to see addressed by Mr. Leqve
when he attends the July ARC meeting. Enclosed on pages througln�J is a list of
questions provided by Commissioner Casper, as well as additional questions voiced by other
ARC members. The Commission is welcomed and encouraged to review these questions and
provide direction to staff as to any additional questions /issues that Assistant to the City
Administrator Miller should provide to Mr. Leqve in advance of the July presentation.
V. NEW BUSINESS
A. Correspondence from the NOC to the FAA and Northwest Airlines – Enclosed on
pages I&D_ through[ are letters that were sent to Mr. Frank Alexander, Northwest Airlines
Chief Pilot — Technical Programs, and Carl Rydeen, Manager of the MSP Air Traffic Control
Tower, regarding recent action taken by the Noise Oversight Committee to encourage the FAA
and Northwest Airlines to enter into a letter of agreement to begin implementation of Area
Navigation (RNAV) procedures for the crossing in the corridor point for departures off 12L and
12R, as well as an RNAV departure procedure for the 215 degree tract off Runway 17 for use by
properly equipped Northwest Airlines aircraft during nighttime hours when available.
VI. STAFF / COMMISSIONER REPORT
A. Correspondence: NOC regarding Bulb Bidding in the 2007 DNL 60 -62 Contours –
Enclosed on pag�_ is a letter that was sent to Mr. Thomas Anderson, General Counsel for
the MAC, regarding the City of Eagan's concurrence with a proposed change to the noise
mitigation bid process and mitigation menu for single family homes within the 2007 DNL 60 -62
contours under the agreed upon Consent Decree. Assistant to the City Administrator Miller can

provide additional information regarding the change to the consent decree, and how it will
positively impact residents.
VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.
VIII, ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed. upon by the Commission.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
MAY 13, 2008
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 13, 2008
at 7.00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Beth Prouty, Carol Shattuck
and Chad Stambaugh. Absent were Jack Prentice and Bret Walsh. Also present was Assistant to the City
Administrator Miller.
AGENDA
Miller made an addition to the agenda under New Business item C. regarding RNAV Departure
Procedures. Beseke made a motion to approve the agenda as amended. Casper seconded the motion. All
members voted in favor.
Aljets and Beseke introduced themselves and welcomed the new Commission members. The four
new members; Casper, Prouty, Shattuck and Stambaugh introduced themselves to the Commission.
ORGANIZATIONAL BUSINESS
Aljets opened the floor for nominations to elect a Chair to the Eagan Airport Relations
Commission. Beseke nominated Aljets for Chair of the Airport Relations Commission. Casper seconded
the motion. All members voted in favor.

Commission. Casper nominated Beseke for Vice Chair of the Airport Relations Commission. Aljets
seconded the motion. All members voted in favor.
APPROVAL OF MINUTES
Beseke made a motion to approve the minutes of the February 12, 2008 regular meeting of the
Eagan Airport Relations Commission as presented. Stambaugh seconded the motion. All members voted in
favor.
Beseke made a motion to approve the minutes of the March 11, 2008 regular meeting of the Eagan
Airport Relations Commission as presented. Casper seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss
any communication initiatives relative to airport noise each month including articles appearing in the
Experience Eagan newsletter and also local newspapers, as well as stories aired on the City's local access
cable channels,

The Commission suggested a notice be placed in the local papers regarding the Noise Oversight
Committee (NOC) quarterly input meeting being held on July 29, 2008 at 7:00 p.m. in the Eagan City
Council Chambers.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSTS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Aljets introduced the item stating the enclosed March 2008 Eagan/Mendota Heights Corridor
Analysis Report, the March 2008 Technical Advisory Report and the March 2008 Runway 17 Departure
Analysis Report are the most current reports available on the MAC website.
Aljets noted there was less than 90 percent corridor compliance during the month of March. Miller
stated she would contact the MAC and Carl Rydeen, Tower Manager, and request information relative to
the drop in corridor compliance.
Aljets noted the percentage of complaints for the months of March and April were down.
Aljets noted a couple of locations had seen noise events from the A320 and A319 aircrafts
registering in the upper 90 decibels. Miller stated she would ask Chad Leqve to comment on the issue next
month at the ARC meeting.
MSP COMPLAINTS FROM EAGAN RESIDENTS / JANUARY 2007 THROUGH MARCH 2008
Miller introduced the item stating per the request of the Commission at their March ARC meeting,
the Metropolitan Airports Commission Noise staff prepared a report showing complaints from the City of
Eagan during the time period from January 2007 through March 2008.
The Commission discussed the report and noted the number one complaint was excessive noise.
Aljets gave background on the Environmental Impact Statement prior to the opening of the new
runway and suggested sending letters to Eagan legislators. The Commission discussed the impact of
sending letters to Eagan's legislators and the City's relationships with the MAC and FAA. It was
determined by the Commission to first raise the issue with Mr. Leqve before making any determinations as
to whether to recommend involving the legislative delegation.
AIRPORT 101
Miller introduced the item stating Chad Leqve, MAC Manager of the Aviation Noise and Satellite
Programs, will be attending the June ARC meeting to provide an overview of the services the MAC
provides, including the technical vocabulary used in the airport industry and a tutorial on using the MAC
website. She further stated the Commissioners are welcome to email her with any questions they may have
for Mr. Legve,
RNAV DEPARTURE PROCEDURES
Miller introduced the item stating at the May 21, 2008 NOC meeting, the RNAV (Area Navigation)
procedures at the MSP will be discussed. She discussed the procedures which would be used during night-

time hours and low demand times. Miller also referenced a letter of support of the RNAV procedures from
MAC Commissioner, Bert McKasy, to Carl Rydeen, MSP Air Traffic Control Tower Manager,
TESTIMONY FROM THE CITY OF EAGAN AT THE COMMERCE AND LABOR
COMMITTEE OF THE MINNESOTA HOUSE OF REPRESENTATIVES
Miller stated the Mayor was invited by the Commerce and Labor Committee to discuss the
proposed merger between Northwest Airlines and Delta Airlines and how it could affect the City of Eagan.
The Commission noted the Mayor's positive approach.
NEIGHBORHOOD FLYER DISTRIBUTION
Aljets stated he received a flyer in March regarding airport noise and runway usage of Runway 17-
35. Aljets noted the flyer contained phone numbers and email addresses to contact regarding airport noise.
Miller stated she received a significant number of complaints regarding noise in the month of April.
CORRESPONDENCE TO FAA
Miller stated email correspondence was sent to the MSP Tower Manager, Carl Rydeen, on April 18,
2008 regarding concerns from Eagan residents on the increased use of Runway 17 -35. She stated a report:
was run on Runway 17 for April 3, from 7:00 a.m, to 8:00 a.m. She further stated the report showed 44
departures off Runway 17 during the one hour period of time. Miller noted concern with runway usage
during the specified time period, given that the vast majority of departures tools off on 17 as opposed to the
parallel runways, as specified by the Runway Use System (RUS).
NOC QUARTERLY INPUT MEETING ON JULY 29, 2008
Aljets introduced the item stating the Metropolitan Airports Commission has agreed to host the July
NOC quarterly public input meeting in Eagan on July 29, 2008 at 7:00 p.m. in the City Council Chambers
at the Eagan City Hall. Miller stated Commissioners are encouraged and welcome to attend the meeting
along with residents to discuss operations at MSP and ask questions and /or share concerns. She also stated
that residents who ask questions will receive a written response from the MAC.
JUNE ARC MEETING
Aljets reminded the Commission that the June ARC meeting will be held on Thursday, June 12, at
7:00 p.m. in the Council Chambers,

Upon motion by Shattuck, seconded by Beseke, the meeting adjourned at 7:58 p.m. All members
voted in favor.

The Minneapolis /St. Paul International Airport (MSP) Noise Oversight Committee (NOC) is a twelve
member Committee comprised of six airport user representatives, including Northwest Airlines, and six
community representatives that makes airport noise related recommendations to the Metropolitan Airports
Commission (MAC).
At the May 21, 2008 NOC meeting, MAC staff briefed the Committee on the progress being made with
Area Navigation (RNAV) procedure implementation at MSP in the case of the Eagan/Mendota Heights
Departure Corridor and the 215- degree departure track off Runway 17. It is clear that progress in this
regard would not be possible without your willingness to collaborate on strategies for addressing noise
concerns around MSP.
Pursuant to the Committee's direction at the May 2151 meeting, as the Co- Chairs of the NOC, we would
like to express our sincere gratitude, on behalf of the Committee, for your efforts to date to implement
RNAV procedures during the nighttime hours at MSP to help reduce noise impacts. Moreover, we want
to voice the NOC's strong support of the Federal Aviation Administration (FAA) and Northwest Airlines
entering into a Letter of Agreement (LOA) to begin the implementation of RNAV procedures for the
Crossing -in- the - Corridor point for departures off of 12L and 12R, as well as an RNAV departure
procedure for the 215 - degree track off Runway 17 for use by properly equipped Northwest Airlines
aircraft during the nighttime hours when available.
Once again, thank you for your continued contributions to this effort. This initiative will provide excellent
data for analysis and, hopefully, a legitimate starting point for the consideration of this technology for

process and mitigation menu for single family homes within the 2007 DNL 60 -62
contours under the Consent Decree in State by City of Minneapolis, et al. v. Metropolitan
Airports Commission, et al.
Dear Mr. Anderson:
The City of Eagan has considered the recommended changes of the Metropolitan Airports
Commission (MAC) to the terms of the Consent Decree (Section 5,2) in order to more
effectively implement Phase II of the noise mitigation program. In official action taken
by the Eagan City Council on June 3, 2008, the City of Eagan concurs with the MAC's
proposal to use a bulk bidding process for the Mitigation Menu and to waive the
requirement that homeowners submit two or more quotations.
