AIRPORT RELATIONS COMMISSION MEETING
JUNE 12, 2008
A regular meeting of the Eagan Airport Relations Commission was held on Thursday, June 12,
2008 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Beth Prouty, Carol
Shattuck and Chad Stambaugh. Absent was Bret Walsh. Also present was Assistant to the City
Administrator Miller.
AGENDA
Beseke made a motion to approve the agenda as presented. Shattuck seconded the motion. All
members voted in favor.
Miller stated Commissioner Jack Prentice has resigned from the Commission and Commissioner
Prouty, who was an alternate member, has accepted to fill the one year remaining on Prentice's tern.
APPROVAL OF MINUTES
Casper made a motion to approve the minutes of the May 13, 2008 regular meeting of the Eagan
Airport Relations Commission as presented. Prouty seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Aljets introduced the item stating it is the practice of the Airport Relations Commission to discuss
any communication initiatives relative to airport noise each month including articles appearing in the
Experience Eagan newsletter and also local newspapers, as well as stories aired on the City's local access
cable channels.
Miller stated the MAC will hold its quarterly public input meeting on July 29, 2008 at 7 p.m. in
Eagan and stated she will notify the media on specific information regarding the meeting.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Aljets introduced the item stating the enclosed April 2008 Eagan/Mendota Heights Corridor
Analysis Report, the April 2008 Technical Advisory Report and the April 2008 Runway 17 Departure
Analysis Report are the most current reports available on the MAC website at the time the packet was
prepared.
Aljets stated compliance was at 90.4 percent for April and 90.6 percent for May. Miller stated Carl
Rydeen, MSP Tower Manager, has explained the compliance percentages to be typically weather driven.

Al-jets commented on the Technical Advisor's Report showing an increase in the number of
complaints from Eagan. The Commission further discussed relevant information contained in the three
monthly MAC reports.
AIRPORT 101
Miller introduced the item stating Chad Leqve, MAC Manager of the Aviation Noise and Satellite
Programs, was invited to attend the June ARC meeting to provide an overview of the services the MAC
provides. Miller stated Mr. Leqve had a conflict with another meeting and he requested that he attend the
July 8 meeting instead.
The Commission reviewed the questions submitted for Mr. Leqve. Miller invited the
Commissioners to provide any additional questions they may have for Mr. Leqve.
Aljets suggested asking for Mr. Leqve's insight on changes that will be experienced by the merger
of Northwest and Delta Airlines. Stambaugh referred to a question for Mr. Leqve regarding deviations
from the corridor and questioned why there are more deviations in Eagan than Mendota Heights.
CORRESPONDENCE FROM THE NOC TO THE FAA AND NORTHWEST AIRLINES
Miller introduced the item stating letters were sent to Frank Alexander, Northwest Airlines Chief
Pilot Technical Programs, and Carl Rydeen, Manager of the MSP Air Traffic Control Tower, regarding
action taken by the Noise Oversight Committee (NOC) encouraging the FAA and Northwest Airlines to
enter into a Letter of Agreement to begin implementation of Area Navigation (RNAV) procedures. Miller
stated implementation of the RNAV procedures for the crossing in the corridor point for departures off 12L
and 12R and a departure procedure for the 215 - degree track off Runway 17 would help reduce noise during
nighttime hours. Miller stated this is an exact, retraceable route and in an attempt to take small measures at
first, the procedure would only be for Northwest Airlines at this time, but could be expanded to other
airlines in the future.
The Commission further discussed the RNAV procedure.
CORRESPONDENCE: NOC REGARDING BULK BIDDING IN THE 2007 DNL 60 -62
CONTOURS
Aljets introduced the item stating a letter was sent to Mr. Thomas Anderson, General Counsel for
the MAC, regarding a proposed change to the noise mitigation bid process and mitigation menu for single
family homes within the 2007 DNL 60 -62 contours under the agreed upon Consent Decree /Settlement.
Miller explained the bulk bidding process stating homeowners will no longer need to secure their
own bids for noise mitigation, provided Minneapolis and Richfield also approve the change.
ROUNDTABLE
Miller suggested, in place of a regular ARC meeting, scheduling a tour of the Air Traffic Control
Tower or the MSP airport in late summer or early fall. Beseke suggested inviting MAC Commissioner
McKasy to a future meeting.

Upon motion by Beseke, seconded by Casper, the meeting adjourned at 7:38 p.m. All members
voted in favor.
