In order that we have a quorum present, please contact Mary O'Brien at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. H. APPROVAL OF MINUTES T e minutes of the June 12, 2008 Airport Relations Commission meeting are enclosed on pages through. These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. If any of the Commissioners have suggestions for communication initiatives regarding airport issues, please voice those suggestions at this time. B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis /Technic Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages_ through is the May 2008 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through �a is the May 2008 Technical Advisory Report. Enclosed on pages through is the May 2008 Runway 17 Departure Analysis Report. The May reports are the most current reports available on the MAC website. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. C. Airport 101— Per the recommendation of the ARC at the March meeting, Chad Leqve, MAC Manager of the Aviation Noise and Satellite Programs, has been invit d,jo attend the July ARC meeting to provide an "Airport 101" presentation. EnclosedonpagesLPO through are questions that were prepared by the ARC members and reviewed at the June ARC meeting. These questions were forwarded to Mr. Leqve in advance of the July ARC meeting, and he is prepared to address these questions and any other questions or continents the Commission has. V. STAFF / COMMISSIONER REPORT A. Correspondence: City of nver Grove Heights Re: Night -time Operations — Enclosed on pages through is a letter that was sent to the Metropolitan Airports Commission from the City of Inver rove Heights regarding their perspective that their community is bearing a disproportionate amount of night -time operations. As a point of information, the City of Eagan has argued that the Runway Use System at MSP Airport calls for the use of the Parallel Runways as the first priority for night -time operations. B. Airport / Air Traffic Control Tower Tour — Per the request of the Commission at the June ARC meeting, staff has been in contact with Chad Leqve and Carl Rydeen, Manager of the Air Traffic Control Tower, regarding a possible tour of the airport and tower later this fall. Assistant to the City Administrator Miller will provide additional information at the July 8 meeting. VI. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VII. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. Assistant to the City Administ for m MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING JUNE 12, 2008 A regular meeting of the Eagan Airport Relations Commission was held on Thursday, June 12, 2008 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Beth Prouty, Carol Shattuck and Chad Stambaugh. Absent was Bret Walsh. Also present was Assistant to the City Administrator Miller. AGENDA Beseke made a motion to approve the agenda as presented. Shattuck seconded the motion. All members voted in favor. Miller stated Commissioner Jack Prentice has resigned from the Conunission and Commissioner Prouty, who was an alternate member, has accepted to fill the one year remaining on Prentice's. term. APPROVAL OF MINUTES Casper made a motion to approve the minutes of the May 13, 2008 regular meeting of the Eagan Airport Relations Commission as presented. Prouty seconded the motion. All members voted in favor, VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Aljets introduced the item stating it is the practice of the Airport Relations Commission to discuss any connnunication initiatives relative to airport noise each month including articles appearing in the Experience Eagan newsletter and also local newspapers, as well as stories aired on the City's local access cable channels. Miller stated the MAC will hold its quarterly public input meeting on July 29, 2008 at 7 p.m. in Eagan and stated she will notify the media on specific information regarding the meeting. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Aljets introduced the item stating the enclosed April 2008 Eagan /Mendota Heights Corridor Analysis Report, the April 2008 Technical Advisory Report and the April 2008 Runway 17 Departure Analysis Report are the most current reports available on the MAC website at the time the packet was prepared. Aljets stated compliance was at 90.4 percent for April and 90.6 percent for May. Miller stated Carl Rydeen, MSP Tower Manager, has explained the compliance percentages to be typically weather driven, Eagan Airport Relations Conunission June 12, 2008 Page 2 of 3 Aljets commented on the Technical Advisor's Report showing an increase in the number of complaints from Eagan. The Commission further discussed relevant information contained in the three monthly MAC reports. AIRPORT 101 Miller introduced the item stating Chad Leqve, MAC Manager of the Aviation Noise and Satellite Programs, was invited to attend the June ARC meeting to provide an ovei view of the services the MAC provides. Miller stated Mr. Leqve had a conflict with another meeting and he requested that he attend the July 8 meeting instead. The Commission reviewed the questions submitted for Mr. Leqve. Miller invited the Commissioners to provide any additional questions they may have for Mr. Leqve. Aljets suggested asking for Mr. Leqve's insight on changes that will be experienced by the merger of Northwest and Delta Airlines. Stambaugh referred to a question for Mr. Leqve regarding deviations from the corridor and questioned why there are more deviations in Eagan than Mendota Heights, CORRESPONDENCE FROM THE NOC TO THE FAA AND NORTHWEST AIRLINES Miller introduced the item stating letters were sent to Frank Alexander, Northwest Airlines Chief Pilot— Technical Programs, and Carl Rydeen, Manager of the MSP Air Traffic Control Tower, regarding action taken by the Noise Oversight Committee (NOC) encouraging the FAA and Northwest Airlines to enter into a Letter of Agreement to begin implementation of Area Navigation (RNAV) procedures. Miller stated implementation of the RNAV procedures for the crossing in the corridor point for departures off 12L and 12R and a departure procedure for the 215- degree track off Runway 17 would help reduce noise during nighttime hours. Miller stated this is an exact, retraceable route and in an attempt to take small measures at first, the procedure would only be for Northwest Airlines at this time, but could be expanded to other airlines in the future. The Commission further discussed the RNAV procedure. CORRESPONDENCE: NOC REGARDING BULK BIDDING IN THE 2007 DNL 60 -62 CONTOURS Aljets introduced the item stating a letter was sent to Mr. Thomas Anderson, General Counsel for the MAC, regarding a proposed change to the noise mitigation bid process and mitigation menu for single family homes within the 2007 DNL 60 -62 contours under the agreed upon Consent Decree /Settlement. Miller explained the bulk bidding process stating homeowners will no longer need to secure their own bids for noise mitigation, provided Minneapolis and Richfield also approve the change. ROUNDTABLE Miller suggested, in place of a regular ARC meeting, scheduling a tour of the Air Traffic Control Tower or the MSP airport in late summer or early fall. Beseke suggested inviting MAC Commissioner McKasy to a future meeting. Recent recommendations by the MSP Noise Oversight Committee (NOC) and approved by the Metropolitan Airports Commission (MAC) have circumvented and changed the underlying provisions .of the PIS for the new north -south runway, producing more aircraft noise'over the City;of.Inver..Grove Heights. During the fourth quarter of 2007,, the NOC voted to approve an increase in aircraft traffic over 10I-1, in particular for night time operations, at the behest of the City of Apple Valley4. This has caused Inver Grove Heights to receive the brunt of the additional aircraft noise, and motivate_ d the Inver Grove Heights City Council to request the following actions are taken by the MAC: First, that the MAC conforms io the operation distribution specked' as 38% which was the basis for, and established in, the EIS. This can only be achieved by redirecting night -time operations over IGH by utilizing departure operations on runway 17, not including heading 95- degree (A)S where IGH already receives a disproportionate number of operations due to the Crossing in the Corridor6 procedure. Third, if the MAC detern -fines that the previous levels of night time operations and flight paths specified in the MSP Int'l Airport - 14 CF?k Part 150 Study Update and the EIS are unattainable then the MAC must produce a new EIS or approve a new EIS by the above date. In conclusion, the IGH City Council is requesting that the MAC abide by the tenets of, or underlyimg.assu4iptions of, the 17/35 EIS and to. improve and protect the duality of Life -for the citizens of IGH.
