02/13/2007 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING FEBRUARY 13, 2007 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, February 13, 2006 at 7:00 p.m. Those present were Curtis Aljets, Jason Bonnett, Justin Countryman, Charles Thorkildson and Bret Walsh. Absent were Tammy Mencel, Jack Prentice and Steve Beseke. Also present was Assistant to the City Administrator Miller. AGENDA Upon motion by Bonnett; seconded by Countryman, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Aljets made a motion to approve the minutes of the January 9, 2007 regular meeting of the Eagan Airport Relations Commission as amended; Countryman seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month including articles appearing in the Experience Eagan newsletter, stories aired on the City's local access cable channels and inclusions in the ARC Notebook. Miller stated an article is scheduled to appear in the next newsletter regarding the closure of the south parallel runway later this summer. She further stated the runway is projected to be closed for 50 days which could decrease noise in the northeast Eagan area, but at the same time, may increase operations off Runway 17/35. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed December 2006 Eagan/Mendota Heights Corridor Analysis, December 2006 Technical Advisory Report and the December 2006 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Thorkildson noted corridor compliance was at 93 -94 percent for Eagan and also noted Mendota Heights' out of corridor compliance. Eagan Airport Relations Commission February 13, 2007 Page 2 of 3 MEETING WITH EAGAN'S LEGISLATIVE DELEGATION Miller introduced the item stating per the direction of the Commission at the January 9, 2007 meeting, the City's legislative delegation was invited to meet with the Commission to discuss airport issues facing the community. She further stated the delegation met with the City Council prior to the meeting to discuss the proposed legislation that was introduced in regards to the structure of the MAC. Miller introduced Representatives Masin and Wardlow and Senator Carlson to the Commission. The Commission and delegation discussed H.F. 359 and H.F. 557 and the difference between the two bills. Representative Wardlow stated Representative Hansen was first author on H.F. 359 and he was second author. It was noted H.F. 359 includes the cities of Eagan, Mendota Heights, Bloomington and Richfield, while H.F. 557 includes the four cities plus Burnsville and Apple Valley. It was noted Wardlow, Masin and Hansen have signed on to both bills. Miller stated the House Committee will meet tomorrow, February 14, at 12:30 p.m. at the State Office Building. Wardlow and Carlson stated they have received very few phone calls and ernails regarding airport noise and mitigation from residents. Masin stated there are a substantial number of residents concerned about airport noise in both Eagan and Burnsville. Masin stated she would like to have comments from the ARC on a regular basis as to airport issues within the community. CORRESPONDENCE: 215- DEGREE DEPARTURE HEADING TEST ON RUNWAY 17 Miller introduced the item noting correspondence from the co- chairs of the Noise Oversight Committee and stated the NOC unanimously recommended the FAA to proceed with a 60 -day test of the use of the 215 - degree departure heading on Runway 17. CORRESPONDENCE: RUNWAY USE AT MSP WITH RUNWAY 17/35 IN OPERATION Miller introduced the item noting the correspondence from. the co- chairs of the Noise Oversight Committee regarding the runway use at MSP with Runway 17/35 in operation and also noted Runway 17/3 5 has not met the utilization projections. MAC LAWSUIT Miller gave a brief background on the MAC lawsuit stating the trial will start on February 20 and is anticipated to continue through February 23. She stated the count that will be on trial will be relative to the Minnesota Environmental Rights Act (MERA). Following the trial, the Commission suggested having the Mayor speak on cable updating the public on the outcome of the lawsuit. ROUNDTABLE The Commission discussed the expiring term of Commissioner McKasy on the MAC and noted that he did seek reappointment. They discussed the process for appointment. Miller stated she would call the Governor's office asking for the names of the applicants to be considered and will have that infonnation at the March meeting, at which time the Commission could then make a recommendation to the City Council for the appointment on the MAC.
