In order that we have a quorum present, please contact Mary O'Brien at 651 - 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The City is pleased to welcome Maggie Jensen, who was appointed to the Airport Relations Commission at the May 1, 2007 City Council meeting. Ms. Jensen was appointed to the 1 -year alternate term on the ARC. Also, reappointed to the ARC was Steve Beseke, who will serve a 2- year term. It would be appropriate at this time for Commissioners to introduce themselves to one another for the benefit of the Commission's new member. The agenda, as presented or modified is in order for adoption by the Commission. II. ORGANIZATIONAL BUSINESS A. Appointment of Chair/Vice Chair — Since the Airport Relations Commission operates under Roberts Rules of Order, the Conunission is asked to discuss nominations for the positions of Chair and Vice Chair of the Airport Relations Commission. In the past, the persons selected to be the Chair and Vice Chair of the Commission have had previous experience on the ARC and/or have experience with airport issues within the community. It would be appropriate for the Commission to discuss nominations for the two positions and vote on each appointment separately. III. APPROVAL OF MINUTES The minutes of the April 10, 2007 ARC meeting are enclosed on pages 4 through These nninutes, as presented or modified, are in order for adoption by the Commission. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. V. OLD BUSINESS A. Discussion with Representatives of the MAC and FAA — At the request of the Conunission at the April 10 ARC meeting, Chad Leqve, Manager of the Aviation Noise and Satellite Programs for the MAC, as well as Carl Rydeen, Air Traffic Control Tower Manager for the FAA, were invited to attend the May 8 ARC meeting in order to dialogue with the Commission, Enclosed on page is a list of questions and discussion topics that were provided to the Mr. L,egve and Mr. Rydeen in advance of the meeting. Theses issues were compiled by Assistant to the City Administrator Miller, with input from the ARC. At this time, the Commission is welcome to begin a dialogue with the representatives of the MAC and FAA on the issues recommended for conversation by the ARC, or any other topics regarding airport noise or airport operations that the Commission may have. B. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, stories aired on the City's local access cable charnels, and inclusions in the ARC Notebook. Presently, a story is being aired on the City's local access cable channel regarding the recent MAC quarterly public input meeting. Included with that story is an introduction frorrr Assistant to the City Administrator Miller summarizing some of the common questions that the City has been receiving with regard to airport operations. If any of the Commissioners have suggestions for additional communication initiatives in the City regarding airport issues, please voice those suggestions at this time. C. MAC Monthly Reports — Eagan /Mendota Heights Corridor Analysis /Technical Advisory Report /17 -35 Departure Analysis Report— Enclosed on pages tl ough 13 is 4h6arch 2007 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through is the March 2007 Technical Advisory Report. Enclosed on pages 51 through 3r is the March 2007 Runway 17 Departure Analysis Report. The March reports are the most current reports available on the MAC website. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. D. Southern Twin Cities Association of Realtors Survey — At the April 10, 2007 ARC meeting, at the request of the Commission, a representative of the Southern Twin Cities Association of Realtors (STCAR) spoke to the ARC with regard to a possible survey of realtors to be conducted this spring to gauge the impact of airport noise on residents' decisions to either sell or buy homes in Eagan. Following the conversation with Ms. Angelique McDonald of the STCAR, the Commission formed a committee consisting of Chair Thorkildson, Commissioner Beseke and Commissioner Aljets to create a survey for consideration by the Commission at the May ARC meeting. Enclosed Oil pages through is the proposed list of survey questions drafted by the committee. This survey is being presented for Commission discussion. As a reminder, Ms. McDonald recommended that the survey be completed during the months of May and June or wait until August to begin the survey as the summer months tend to be slower as far as continuing education classes being offered. 0 VI. STAFF / COMMISSION REPORT A. Comments from Second Quarter 2007 MAC Noise Public Input Meeting — Enclosed on page%,(? is a memo from Chad Leqve, Manager of the MAC Aviation Noise and Satellite Programs, containing a summary of comments made at the MAC quarterly public input meeting which was held on April 17, 2007 at Apple Valley City Hall. Assistant to the City Administrator Miller was present at the meeting and can respond to any questions that the Commission may have. B. MAC Appointments / Governor's Office — At the request of Conunissioner Bonnett following the April ARC meeting, Assistant to the City Administrator Miller contacted the Governor's office to inquire about the status of the Governor's appointments to the MAC. Mr. Joluz Hultquist, Director of Judicial and Gubernatorial Appointments, informed Ms. Miller that he expects the Governor to make his appointments to the MAC by the end of this month. Any feedback that the City has regarding the appointments can be shared through Mr. Hultquist. Enclosed on page (' ) I is a listing of applicants for the MAC vacancies. VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VIII. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m, unless agreed upon by the Commission. AA",\L Assistant to the City Administrator MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING APRIL 10, 2007 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, April 10, 2007 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Jason Bonnett, Justin Countryman, Jack Prentice, Charles Thorkildson and Bret Walsh. Absent was Tammy Mencel. Also present was Assistant to the City Administrator Miller. AGENDA Chair Thorkildson amended the Agenda to add item D. under Staff Report — Update on Senate Hearing, and moved item D. from Old Business to follow Approval of Minutes. APPROVAL OF MINUTES Aljets made a motion to amend the minutes of the February 13, 2007 regular meeting of the Eagan Airport Relations Commission relative to the Roundtable. The corrected verbiage should read; The Cornrnission discussed the expiring term of Commissioner McKasy on the MAC and noted that he did seek reappointment; Beseke seconded the motion. All members voted in favor. SOUTHERN TWIN CITIES ASSOCIATION OF REALTORS SURVEY Miller introduced Angelique McDonald from the Southern Twin Cities Association of Realtors (STCAR) stating, per the request of the Commission at the February meeting, a representative from STCAR was invited to the April ARC meeting to discuss conducting a survey of area realtors regarding the impact of airport noise on residents' decision to either sell or buy homes in Eagan. Ms. McDonald and the Commission discussed questions and demographics for the survey. It was her recommendation to have between S to 8 questions. She stated the survey could be submitted to realtors who are going through continuing education at her office, their website and given to new members. She fin-ther stated from now until June or after August would be the best time to conduct the survey. The Commission discussed including other cities in Dakota County in the survey. The Commission agreed to form a committee to select questions for the survey. The committee would then bring the questions back to the Commission in May for final approval. The Committee will consist of Commissioners Beseke, Thorkildson and Aljets. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month including articles appearing in the Experience Eagan newsletter, stories aired on the City's local access cable channels and inclusions in the ARC Notebook. II Eagan Airport Relations Commission April 10, 2007 Page 2 of 3 Miller stated an article appeared on the front page of the March /April edition of the Experience Eagan newsletter regarding the temporary closure of the south parallel runway. She also stated the Realtors' Forum, which includes infonmation about airport noise, can be viewed through web - streaming on the City's website. MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed February 2007 Eagan/Mendota Heights Corridor Analysis, February 2007 Technical Advisory Report and the February 2007 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Miller noted during February, 10.7 percent of operations were south of the corridor. Thorkildson noted that Eagan had the highest number of complaints. Miller stated she would contact MAC for information regarding the FAA's recent use of the 120 degree heading. UPDATES: FAA RUNWAY 17 -- 215 DEGREE DEPARTURE HEADING TEST Miller gave background on the item and stated the results of the 215- degree heading departure test indicate the use of the 215- degree heading has not resulted in any operational issues. She further stated use of the 215- degree departure heading dramatically reduces the instances of aircraft overflight impacts south of the Minnesota River Valley. Miller added that the MSP Noise Oversight Committee will consider a recommendation to the FAA that they continue use of the 215 degree heading on a permanent basis. UPDATE ON RUNWAY USE SYSTEM IMPLEMENTATION Miller gave background on the item and stated there has been a significant increase in operations off Runway 17 -35 in March. Miller stated the runway was not being used to levels that were anticipated through the environmental documentation leading up to the opening of the runway in October 2005, and stated the FAA had been purposely conservative in utilizing the runway, but now have become more comfortable with flight configurations. Miller discussed having a representative from the FAA appear at an upcoming ARC meeting. Thorkildson referred to the Runway 17 Departure Overflight Grid Analysis and suggested tracking past months for the 120 degree departure heading for comparison purposes, The Commission discussed percentages, projections and forecasts for Runway 17 -35. UPDATE RUNWAY 301,/12R CONSTRUCTION INFORMATIONAL, POSTCARD AND MAILING AREA Miller introduced the item stating the south parallel runway will be closed for 50 days for construction and, per the recommendation of the Noise Oversight Committee, it is proposed that MAC send two informational postcard mailings to approximately 98,000 households living around MSP who will be impacted by the closure of 30L /12R this summer. 5- Eagan Airport Relations Commission April 10, 2007 Page 3 of 3 MENDOTA HEIGHTS LETTER TO MAC REGARDING DEPARTURE HEADINGS OFF RUNWAY 121 DURING SOUTH PARALLEL RUNWAY RECONSTRUCTION Miller introduced the item noting a letter from the City of Mendota regarding the closure and reconstruction of Runway 12R/30L. She stated Mendota Heights recommends and requests that MAC utilize 12R. airspace during the closure frorn August 13 — October 17. UPDATE ON THE CITY'S LITIGATION REGARDING NOISE MITIGATION Miller gave a brief update on the City of Eagan, Minneapolis and Richfield's litigation against the MAC and stated the final arguments were heard on March 21, 2007 and we expect a ruling from the judge within 60 days. Miller also stated that both sides would then have the opportunity to appeal. UPDATE ON SENATE HEARING Miller gave a brief update on the Senate hearing and stated a hearing has been scheduled on the MAC Representation bill that was introduced by Senator Doll from Burnsville. She stated this bill would add the four NOC communities in addition to Burnsville and Apple Valley to be represented on the MAC. Miller also stated the City would be sending correspondence to Senators Doll, Carlson and Metzen and, also, a letter to all members of the senate local government committee to inform them of the City's position that the Senate committee should join the House Committee in hearings to be in the communities during the interim session. ROUNDTABLE Thorkildson suggested inviting a representative from the FAA to attend the May ARC meeting. ADJOURNMENT Upon motion by Aljets, seconded by Prentice, the meeting adjourned at 7:50 p.m. All members voted in favor. DATE SECRETARY Questions/Discussion Topics for MAC and FAA May 8, 2007 Eagan Airport Relations Commission Provide update on Runway 17/35 use and overall Runway Use System update —why is 17/35 being used to such a great extent now? ® How much of the increased use on 17/35 is due to the weather or other normal factors that necessitate the use of the runway, versus the fact that "room" exists within the 37% estimate or "quota" to increase the use of the runway. In other words, is an increased use of the runway occurring because it's pennissible or because it is necessary, or both? 2. Why was the Corridor compliance in February and March so low (mid 80% range)? 3. How is destination factored into deciding what runway to use? • Why is the 120 degree heading used off of runway 17 for so many eastbound departures instead of using the parallels runways over the Corridor, particularly when capacity allows for using the parallels? • We have also noticed flights departing off of 17 and starting on a easterly direction, then turning and heading in a southwest direction. Why aren't these planes given a southwesterly heading at take off? 4. Can you brief us about the issue of "gears being extended" and the "1LS procedure ", which were both mentioned at the April 17 MAC public input meeting? 5. Also mentioned at the public input meeting was the use of river visual approaches and departures in Washington DC. Could such a procedure work at MSP? Why or why not? 6. Chad, recognizing the seasonal differences in flight operations, has there ever been consideration to two contour maps —one spring /summer and one fall /winter? Leqve, Manager — Aviation Noise & Satellite Programs SUBJECT: COMMENTS FROM SECOND QUARTER 2007 NOISE PUBLIC INPUT MEETING DATE: April 26, 2007 ITEM 4 One of the elements of the Metropolitan Airports Commission's (MAC) approved framework for an MSP Airport Noise Oversight Committee (NOC) requires MAC staff to conduct quarterly public input meetings. The intent is to ensure residents' concerns are considered as part of the ongoing effort by the MAC and the NOC to address noise issues around MSP. The following memorandum provides a summary of the comments received at the last public input meeting. The NOC may also review these topics as possible future action items if the members so desire. On April 17, 2007 MAC Aviation Noise and Satellite Program staff conducted the second quarter 2007 public input meeting; 66 people attended the meeting and 13 individuals made comments. MAC staff responded to questions at the meeting and is also providing a written response to the individuals who commented. The comments and associated responses can be found on the MAC Noise Program's website, accessible on the Internet at www,macnoise.com when they are completed. In summary, attendees expressed concerns regarding the following topics: Questions /Concerns Regarding Operations on Runway 97135 • Questions regarding development of a Cedar Avenue arrival path to Runway 35. • Questions regarding development of a Minnesota River Valley approach to Runway 35. • Questions regarding the possible increased use of Runway 4/22 during nighttime hours to divert some operations from Runway 17/35. • Questions regarding the fleetmix at MSP and replacement of older and noisier aircraft. • Questions and concerns regarding the recent increased use of Runway 17/35. • Questions regarding the increased use of Runway 17, focusing on periods of the day when aircraft are lined up to depart Runway 17, while no aircraft are departing Runway 12R. • Concern with nighttime operations on Runway 17/35. • Questions regarding the availability of noise insulation in the City of Apple Valley. • Concerns with aircraft gear extensions over Apple Valley creating more noise. • Questions regarding the possibility of increasing arrival aircraft altitudes over the City of Apple Valley. The next quarterly public input meeting is scheduled for July 24, 2007.
