AIRPORT RELATIONS COMMISSION MEETING
MAY S, 2007
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 8,
2007 at 7:00 p.m. Those present were Steve Beseke, Jason Bonnett, Maggie Jensen, Jack Prentice and
Charles Thorkildson. Absent were Curtis Aljets, Tammy Mencel and Bret Walsh. Also present was
Assistant to the City Administrator Miller.
AGENDA
Upon motion by Bonnett; seconded by Beseke, the agenda was approved as presented. All
members voted in favor.
Chair Thorkildson introduced and welcomed Maggie Jensen as our newly appointed
Commission member to the ARC, stating she has previously been on the Telecommunications
Commission and Advisory Planning Commission.
All Commissioners introduced themselves.
APPOINTMENT OF CHAIR/VICE CHAIR
Thorkildson opened the floor for nominations to elect a Chair to the Eagan Airport Relations
Commission. Beseke nominated Thorkildson for Chair of the Eagan Airport Relations Commission.
Bonnett seconded the motion. All members voted in favor.
Thorkildson opened the floor for nominations to elect Vice Chair to the Eagan Airport Relations
Commission. Thorkildson nominated Bonnet for Vice Chair of the Eagan Airport Relations
Commission. Beseke seconded the motion. All members voted in favor.
APPROVAL OF MINUTES
Beseke made a motion to approve the minutes of the April 10, 2007 regular meeting of the
Eagan Airport Relations Commission as presented; Bonnett seconded the motion. All members voted in
favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
DISCUSSION WITH REPRESENTATIVES OF THE MAC AND FAA
Miller introduced the item stating per the request of the Commission at the April 10 ARC
meeting, Chad Leqve, Manager of the Aviation Noise and Satellite Programs for the MAC, and Carl
Rydeen, Air Traffic Control Tower Assistant Manager for the FAA, are present tonight to answer
questions raised by the Commission and residents.

Mr. Leqve gave a brief background on the resident informational meetings that were held prior
to the opening of Runway 17 -35. He presented projected percentages of Runway 17 departure use
including operations from January through April of 2006 and 2007, along with the average for 2006 and
forecast for 2007. He discussed the percentages and stated they are now in the final stage of integration
and also explained how recent percentages have become closer to the original forecast.
Mr. Rydeen was asked to explain the mid 80 percent range of corridor compliance for the
months of February and March. He stated he has taken the issue to the Operations Manager and there
has been an internal directive given to research and address the issue. Mr. Leqve commented on the
possibility of this information being discussed at the next NOC meeting.
Mr. Rydeen discussed arrival and departure banks and how these banks will determine which
runway is used at specific peak times. He stated destinations are not always the driving factor into
deciding which runway is used. Mr. Rydeen discussed peak times of arrivals and departures, and safety
factors.
The Commission asked for an explanation on the process for extending aircraft gears and the
ILS procedure. Both Mr. Leqve and Mr. Rydeen discussed the issues, stating extending gears could be
used to slow down the aircraft, but it is the pilot's decision and the manufacturer's recommendation for
a specific aircraft as to when the gears are to be lowered. They also discussed visual landing and the
ILS procedure and noted that after comparing 2 days of data, the operations being compared looked
identical. Mr. Leqve discussed the Minnesota River Valley as a visual for arrivals and departures. He
stated the concept of using the Minnesota River Valley for a visual procedure could also be a discussion
item with the NOC.
Mr. Leqve was asked if they have ever considered having two contour maps —one
spring /summer and one fall /winter; recognizing the seasonal differences in flight operations. Mr. Leqve
explained why there has only been one map. He also discussed the ANOMS and INM models for
monitoring events and data.
Mr. Rydeen noted that there would be construction this summer on the south parallel runway
and construction in 2008 on the north parallel runway. He did not anticipate double digit growth in
operations at MSP prior to the completion of runway construction. Mr. Leqve noted the highest number
of operations was 541,000 in 2004.
Mr. Leqve discussed the 215 degree heading and stated there has not been a shift in traffic from
Burnsville to Eagan.
COMMUNICATIONS UPDATE
Miller introduced the item stating it is the practice of the Airport Relations Commission to
discuss any communication initiatives relative to airport noise each month including articles appearing
in the Experience Eagan newsletter, stories aired on the City's local access cable channels and
inclusions in the ARC Notebook.

Miller stated the April 17, 2007 MAC public input meeting that was held in Apple Valley is
currently being aired on the cable channel.
MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed March 2007 Eagan/Mendota Heights Corridor
Analysis, March 2007 Technical Advisory Report and the March 2007 Runway 17 Departure Analysis
Report are the most current reports available on the MAC website.
Thorkildson noted that night -time operations have increased.
SOUTHERN TWIN CITIES ASSOCIATION OF REALTORS SURVEY
Miller introduced the item giving background with regard to a survey of realtors to be conducted
on the impact of airport noise on residents either buying or selling homes in Eagan. She stated a
committee, consisting of Thorkildson, Beseke and Aljets, drafted a survey for discussion and
consideration by the Commission.
The Commission discussed the wording on the draft survey and decided to leave the wording as
prepared. They also discussed the possibility of fielding the survey again in the fall. The Commission
noted the survey was directed more towards buyers and decided to add Part II to question 3, directing
the second part to sellers.
Bonnett made a motion to amend the realtor survey as discussed and present it to the City
Council for approval; Prentice seconded the motion. All members voted in favor.
COMMENTS FROM SECOND QUARTER 2007 MAC NOISE PUBLIC INPUT MEETING
Miller introduced the item stating on April 17, 2007 MAC Aviation Noise and Satellite Program
staff conducted the second quarter 2007 public input meeting held in Apple Valley in which 66 people
were in attendance and 13 individuals made comments.
The Commission discussed the topics, questions, and concerns raised at the meeting. Miller
stated the next quarterly public input meeting is scheduled for July 24, 2007.
MAC APPOINTMENTS / GOVERNOR'S OFFICE
Miller stated per Commissioner Bonnett's request at the April ARC meeting, she contacted the
Governor's office to inquire about the status of the Governor's appointments to the MAC. Miller noted
the Governor expects to make his appointments to the MAC by the end of the month. The Commission
discussed the MAC applicants. It was noted that Bert McKasy is seeking re- appointment.
The Commission requested Miller draft a letter to be sent to the Governor with
recommendations for appointments to the MAC to be presented to the Mayor and City Council for
approval. Miller stated she would forward a copy of the letter via email to the Commissioners.

Upon motion by Beseke, seconded by Prentice, the meeting adjourned at 8:45 p.m. All
members voted in favor.
