AIRPORT RELATIONS COMMISSION MEETING
JULY 10, 2007
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, July 10,
2007 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Jason Bonnett, Maggie Jensen,
Tanury Mencel, Jack Prentice, Charles Thorkildson and Bret Walsh. Also present was Assistant to the
City Administrator Miller.
AGENDA
Upon motion by Beseke; seconded by Walsh, the agenda was approved as presented. All
members voted in favor.
APPROVAL OF MINUTES
Walsh made a motion to approve the minutes of the June 12, 2007 regular meeting of the
Eagan Airport Relations Commission as presented; Aljets seconded the motion. All members voted in
favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller introduced the item stating it is the practice of the Airport Relations Commission to
discuss any communication initiatives relative to airport noise each month including articles appearing
in the Experience Eagan newsletter, stories aired on the City's local access cable channels and
inclusions in the ARC Notebook.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed May 2007 Eagan/Mendota Heights Corridor
Analysis, May 2007 Technical Advisory Report and the May 2007 Runway 17 Departure Analysis
Report are the most current reports available on the MAC website.
Thorkildson noted the Corridor Compliance Analysis Report and the percentage of corridor
operations for Mendota Heights.
Miller commented on the modification of the Corridor Report, noting the report reflects events
that strayed out of the corridor, but returned prior to reaching the SE border of Ft. Snelling State Park. It
was also noted that compliance did improve the month of May.
The Commission discussed the MSP complaints by city and noted Eagan had 2,076 complaints
for the month of May.

SOUTHERN TWIN CITIES ASSOCIATION OF REALTORS SURVEY UPDATE
Miller stated the survey conducted by the Southern Twin Cities Association of Realtors
(STCAR) continues to be fielded through the month of July. She further stated that Angelique
McDonald, Government Affairs Representative for the STCAR, will tabulate and present the results of
the survey at the August 14, 2007 ARC meeting.
CORRESPONDENCE: METROPOLITAN AIRPORTS COMMISSION (MAC) AND FAA
Miller introduced the item giving background on correspondence that was sent to the MAC and
FAA on June 20, 2007 and the response received from the MAC dated June 22, 2007. Miller further
discussed the correspondence that was sent June 27, 2007 to the MAC and FAA from City
Administrator Hedges clarifying action taken by the MSP Noise Oversight Committee in January 2007.
Miller stated MAC has agreed to place an item on the July 18, 2007 NOC agenda to discuss the
increased use of Runway 17/35 and to provide the community representatives the opportunity to clarify
for the record the action taken in January that has led MAC to believe all the communities were seeking
increased use of the new runway. Miller stated corridor compliance will also be discussed at the
meeting. Miller noted the City received a letter dated June 22, 2007 from Governor Pawlenty stating he
is in receipt of our letter to the MAC and FAA dated June 20. Miller further noted the Mayor did radio
coverage last week on this issue.
Thorkildson discussed the number of operations and compared May 2007 (38,553 operations) to
May 2005 (46,887 operations). He stated the number of operations do not justify the runway use of
Runway 17/35.
The Commission thanked Assistant to the City Administrator Miller and the Mayor for their
work and the correspondence sent on this issue.
NEWSPAPER ARTICLES
Miller introduced the item stating on June 26, 2007 an article appeared in both the Star Tribune
and Pioneer Press newspapers regarding correspondence sent by the City of Eagan regarding the
increased use of Runway 17/35.
TOUR OF THE FAA AIR TRAFFIC CONTROL TOWER
Miller stated she spoke with Carl Rydeen, MSP Air Traffic Control Tower Assistant Manager,
and tentatively set up a tour for Commissioners of the Air Traffic Control Tower on September 11 at
7:00 p.m. which will be in place of the regular September ARC meeting.
CITIES V. MAC LAWSUIT UPDATE
Miller introduced the item giving background on the lawsuit between the cities of Minneapolis,
Richfield and Eagan and the Metropolitan Airports Commission. She stated the judge pushed out the
date to August 24 to make a ruling on the lawsuit.
