In order that we have a quorum present, please contact Mary O'Brien at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. ORGANIZATIONAL BUSINESS A. Appoint ARC Vice Chair — The City has learned that ARC Coinrnissioner Jason Bonnett has accepted a new position in San Diego, California and therefore has resigned his position on the ARC. Since Conunissioner Bonnett served as the Vice Chair, that position must now be filled until May of 2008. Also, due to Commissioner Bonnett's resignation, ARC Alternate Maggie Jensen has agreed to serve the remainder of Mr. Bonnett's term on the ARC. At this tune, the Chair can accept nominations for the position of Vice Chair of the ARC. III. APPROVAL OF MINUTES The minutes of the July 10, 2007 Airport Relations Commission meeting are enclosed on pages through . These minutes, as presented or modified, are in order for adoption by the Commission. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. Communications Update – It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, stories aired on the City’s local access cable channels, and inclusions in the ARC Notebook. Included in the next Experience Eagan Newsletter, which will be mailed to homes in late August/early September, will be an article regarding the City Council’s recent communications with the MAC and FAA over the increased use of 17-35. Additionally, there will be an article updating residents about the MAC litigation. Lastly, there will also be notice of the September 19 Legislative Public Hearing that will be held in the Eagan Community Center by a legislative working group to hear residents’ concerns and feedback regarding MAC governance and airport noise issues. The public hearing will also be taped and broadcasted on the City’s cable television station. If any of the Commissioners have suggestions for additional communication initiatives regarding airport issues, please voice those suggestions at this time. B. MAC Monthly Reports – Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report/17-35 Departure Analysis Report – Enclosed on pages _____ through _____ is the June 2007 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages _____ through _____ is the June 2007 Technical Advisory Report. Enclosed on pages _____ through _____ is the June 2007 Runway 17 Departure Analysis Report. The June reports are the most current reports available on the MAC website. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. C. Southern Twin Cities Association of Realtors Survey – At the request of the Eagan Airport Relations Commission and the Eagan City Council, the Southern Twin Cities Association of Realtors (STCAR) has fielded a survey of their realtors regarding the impact of airport noise on the City of Eagan . Angelique McDonald, Government Affairs Representative for the STCAR, will be in attendance at the August 14 ARC meeting to present the results of the survey. VI. NEW BUSINESS A. Legislative Public Hearing Regarding MAC Governance and the Effects of the Airport on Surrounding Neighborhoods – Enclosed on page _____ is a notice of the Public Hearing that will be held by the Local Government and Metropolitan Affairs and Transportation Working Group of the Legislature. As the Commission will recall, the City of Eagan , with the other communities located in the 65 DNL, introduced legislation during the 2007 legislative session that would have added representatives from each of the impacted communities to the MAC Commission. The legislation was laid over to the following session in exchange for hearings to be held in the impacted communities during the interim sessions. The public hearing on September 19 is intended as an avenue to gather input from residents regarding the governance of the MAC and the effects of the airport on surrounding neighborhoods. Given that this public hearing will be advertised in the cities of Eagan, Burnsville, and Minneapolis, attendance is expected to be significant. VII. STAFF / COMMISSION REPORT A. Tour of the FAA Air Traffic Control Tower – As a reminder, the September 11 meeting of the ARC will take place at the Minneapolis Air Traffic Control Tower at MSP Airport. FAA ATCT Manager Carl Rydeen will be present as will Chad Leqve of the MAC. A tour of the ATCT will be provided. B. Cities vs. MAC Lawsuit Update – A ruling by Judge Aldrich in the cities’ case versus the MAC is expected by August 24, 2007. Mediation was held between the Plaintiffs and the MAC earlier this month, however, no agreement was reached. C. July 18, 2007 NOC Meeting – Enclosed on pages _____ through _____ is a memo from Chad Leqve, Manager of the Aviation Noise and Satellite Program, regarding an update on aircraft fleet mix at MSP. Mr. Leqve presented the information enclosed in the memo at the July NOC meeting. Also enclosed on pages _____ through _____ is a memo from Chad Leqve regarding the runway use concerns raised by the City of Eagan through its correspondence from the Eagan City Council in June of 2007. Enclosed on pages _____ through _____ are the talking points that Assistant to the City Administrator Miller used when sharing the City’s concerns regarding the increased use of Runway 17-35 as well as the recent lack of compliance with the Eagan/Mendota Heights Corridor. Mr. Carl Rydeen of the FAA was present at the NOC meeting and noted that corridor compliance significantly increased in the months of May and June. Mr. Rydeen stated that he issued a reminder to air traffic controllers regarding the importance of the compliance within the corridor and was pleased to see compliance increase. Assistant to the City Administrator Miller can summarize for the Commission the discussion that took place at the July NOC meeting. VIII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. ___________________________ Assistant to the City Administrator V.
