AIRPORT RELATIONS COMMISSION MEETING
NOVEMBER 13, 2007
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, November
13, 2007 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Maggie Jensen, Jack Prentice,
Charles Thorkildson and Bret Walsh. Absent was Tammy Mencel. Also present was Assistant to the
City Administrator Miller.
AGENDA
Upon motion by Jensen; seconded by Prentice, the agenda was approved as presented. All
members voted in favor.
APPROVAL OF MINUTES
Beseke made a motion to approve the minutes of the October 9, 2007 regular meeting of the
Eagan Airport Relations Commission as presented; Jensen seconded the motion. All members voted in
favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller introduced the item stating it is the practice of the Airport Relations Commission to
discuss any communication initiatives relative to airport noise each month including articles appearing
in the Experience Eagan newsletter, stories aired on the City's local access cable channels and
inclusions in the ARC Notebook.
Miller noted an update on the settlement of the noise mitigation lawsuit was in the most recent
edition of the Experience Eagan newsletter.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed September 2007 Eagan/Mendota Heights
Corridor Analysis, September 2007 Technical Advisory Report and the September 2007 Runway 17
Departure Analysis Report are the most current reports available on the MAC website.
Thorkildson noted that corridor compliance was only at 94 percent for the month of September.
He further noted one runway was closed.
The Commission noted that Eagan still held the largest number of complaints for the month. The
Commission discussed the terms of the proposed settlement in the noise mitigation lawsuit.

Miller stated all three communities and the MAC have approved the settlement proposal. She
further stated the FAA has until November 30, 2007 to accept the settlement. Miller noted the timeline
for completion of the program set forth in the settlement is 2014.
UPDATE ON NIGHTTIME DEPARTURES OFF RUNWAY 17 DURING SOUTHEAST
OPERATIONAL FLOWS AT MSP
Miller introduced the item stating per the recommendation of the ARC, correspondence was sent
to the co- chairs of the MSP Noise Oversight Committee asking the FAA to examine the feasibility of
moving additional nighttime traffic from Runway 17 to Runway 12R when demand allows it. She
further stated after hearing arguments from the City of Eagan, the MSP Noise Oversight Committee sent
correspondence to the FAA asking for them to consider moving nighttime flights to Runway 12R.
Miller stated Chad Leqve and Carl Rydeen appreciate the City of Eagan's concerns and further
stated there has been numerous discussions regarding the City of Mendota Heights' concerns over
nighttime use of 12L. Miller stated these issues will be discussed further at the NOC meeting on
Wednesday, November 14, 2007.
1998 FINAL ENVIRONMENTAL IMPACT STATEMENT (FEIS) AND 2003
ENVIRONMENTAL ASSESSMENT (EA) ON DEPARTURE PROCEDURE
OFF RUNWAY 17 -35
Miller introduced the item stating at the October 13, 2007 ARC meeting, the Commission
requested this item to be continued to the November meeting for further discussion.
Thorkildson commented on sections of the Final Environment Assessment for the
Implementation of a Departure Procedure off Runway 17; and, specifically, the purpose and need for the
proposed action, data and results from the revised runway use system forecast from 2005, and
statements regarding arrivals and departures on Runway 17.
PROPOSED SETTLEMENT IN THE NOISE LITIGATION VERSUS THE MAC
Miller introduced the item stating on October 16, 2007 the cities of Eagan, Minneapolis and
Richfield approved the proposed settlement in the noise litigation lawsuit filed in 2005 and MAC
approved it on October 15. Miller also stated that to make the proposed settlement official, the FAA has
until November 30, 2007 to offer its acceptance of the settlement as an appropriate use of federal funds.
Miller stated she has received numerous telephone calls regarding the proposed settlement. The
Commission asked Miller to look into what would happen should the noise level dramatically increase
in or around the contours, and to review Rolling Hills Drive to determine why one side of the street is
eligible for the $14,000 in mitigation while the other side of the street is only eligible for the
reimbursement program. Miller stated she would report back to the Commission with answers to the
questions discussed at the meeting.
2008 NOC WORK PROGRAM
Miller introduced the item stating a copy of the draft 2008 MSP NOC Work Plan was enclosed
in the packet for Commission review along with a memo from Chad Leqve regarding the 2007 NOC

accomplishments. Miller stated the issue of River Visual Arrival Approach has also been added to the
2008 work plan.
MEETING WITH MAC EXECUTIVE DIRECTOR AND MAC LOBBYIST
Miller stated on November 5, 2007 she and representatives from each the communities
surrounding the MSP Airport had the opportunity to meet with MAC Executor Director Jeff Hamel and
MAC Lobbyist Mitch Killian to discuss the cities' joint concerns regarding representation on the MAC.
Miller stated it was a positive meeting coming out of the public hearing held in Eagan in September.
She further stated they discussed the appointment process from the Governor's office. It was suggested
that MAC do an orientation for new members and give them a job description, and also discuss
expectations with new members.
The Commission discussed a response to Commissioner McKasy. The Commission suggested
sending correspondence to McKasy thanking him for attending the October ARC meeting and extending
an invitation to attend an ARC meeting a couple of times during the year to continue to update the
Commission.
DECEMBER ARC MEETING
Miller introduced the item stating a meeting of the ARC is tentatively scheduled for Tuesday,
December 11, 2007, but in keeping with past practice, an option is provided to the ARC as to whether
they wish to meet during the month of December. The Commission agreed to cancel the December
meeting one week prior to the meeting should no items be pressing at that time.
ADJOURNMENT
Upon motion by Beseke, seconded by Prentice, the meeting adjourned at 8:00 p.m. All
members voted in favor.
