06/13/2006 - Airport Relations CommissionMINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING JUNE 13, 2006 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, June 13, 2006 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Jason Bonnett, Justin Countryman, Dean Haelrnel, Jack Prentice, Charles Thorkildson and Bret Walsh. Absent was Tammy Mencel. Also present was Dianne Miller, Assistant to the City Administrator. AGENDA Upon motion by Beseke; seconded by Aljets, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Walsh made a motion to approve the minutes of the May 9, 2006 regular meeting of the Eagan Airport Relations Commission and the meeting notes from the joint meeting with the Mendota Heights Airport Relations Commission on May 9, 2006; Aljets seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Miller introduced the item stating it is the practice of the Airport Relations Commission to discuss any communication initiatives relative to airport noise each month. She further stated an article will be appearing in the July 2006 Experience Eagan Newsletter regarding noise measurements that will be taken as part of the second phase of the noise study. Miller noted that the article also includes a summary of how wind and weather patterns change during the spring and summer months resulting in increased departures over the City of Eagan. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS /TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed April 2006 Eagan/Mendota Heights Corridor Analysis, April 2006 Technical Advisory Report and the April 2006 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Miller stated these reports are included each month for the Commission to review and discuss any significant deviations or issues that have occurred. Thorkildson noted operations within the corridor have slipped to 91.9 percent and the warmer weather has resulted in a higher number of complaints. He also commented on a particular noise event (flight CCP1462) which triggered 5 remote monitors. Miller noted she will check with the FAA on that specific event. Airport Relations Commission Minutes June 13, 2006/2 DISCUSSION WITH CITY'S LEGISLATIVE DELEGATION RE: MAC REPRESENTATION Miller introduced the item and gave a brief background noting the Commission recommended, at the March 2006 Airport Relations Commission meeting, the City Council to authorize correspondence to be sent to Eagan's legislative delegation regarding representation the City of Eagan currently receives on the Metropolitan Airports Commission (MAC). Miller stated that Representative Wardlow and State Senator McGinn are present at the meeting to dialogue with the ARC Commission members regarding representation on the MAC. Senator McGinn thanked the Commission and stated he appreciates the work the Commission does. He stated the task for Eagan to achieve additional representation on the MAC will be difficult, but not impossible. He stated the affect of the airport is proportionately greater on the City of Eagan and he would be willing to help the City craft legislation regarding Eagan's representation. Senator McGinn suggested to first pursue full membership; then shared membership if we don't succeed at a seat of our own. He further suggested laying groundwork and preparation prior to taking it to Committee. Representative Wardlow stated Representative Wilkin is the lead on the issue. He suggested keeping him and Sen. McGinn informed. The Commission discussed informing neighboring communities, hoping to achieve their support and cooperation regarding legislation on this issue. There was further discussion on a timeline. The Commission suggested holding a workshop in August to start the process of drafting legislation. Miller stated she would send correspondence to our legislative delegation thanking them for participation and also asking if they or a staff person could be present at the work session to help craft the legislation. Miller further stated she would research past attempts by other communities. Walsh suggested asking the House research and Senate counsel for their help. The Commission decided to hold a subcommittee meeting prior to the work session. Walsh, Bonnett and Beseke volunteered to be on the subcommittee. USE OF THE 190 DEGREE DEPARTURE HEADING OFF RUNWAY 17 Miller introduced the item stating at the May 17, 2006 Noise Oversight Committee (NOC) meeting, the committee discussed the use of the 190 degree departure heading off Runway 17. Miller noted it was the recommendation of the Noise Oversight Commnittee to send correspondence to the FAA to strongly encourage them to use headings farther westbound than 190 degrees. She stated correspondence from the NOC to the FAA Air Traffic Control Tower Manager was included for informational purposes. The Commission discussed the impacts to the west Eagan area. Miller also stated this is an important issue in Burnsville and will be watched closely. ANALYSIS OF MARKET VALUE TRENDS /SOUTHERN TWIN CITIES ASSOCIATION OF REALTORS Miller introduced the item stating per the direction of the Commission, Miller met with Christine Berger of the Southern Twin Cities Association of Realtors (STCAR) regarding the impact of aircraft noise on the real estate market in Eagan. Miller stated research has been gathered comparing the real estate Airport Relations Commission Minutes June 13, 2006/3 market in 2005 vs. year -to -date 2006. She noted research has also been gathered on home sale statistics located under each of the runway flight tracks. Miller stated Ms. Berger is summarizing and compiling the data collected and this information will be presented to the Commission at the July ARC meeting. Miller also stated a survey of realtors will be conducted during the months of June and July. She further informed the Commission that she has contacted the Humphrey Institute and Hamline University and is waiting for a reply. The Commission discussed using real estate data from Mendota Heights and also northeast Eagan. PHASE II OF THE EAGAN NOISE STUDY Miller introduced the item stating at the June 6, 2006 City Council meeting, the Council approved the hiring of Orfield Laboratories to conduct Phase II of the noise study. Miller gave a brief background on the study and stated the measurement period will be the same as the first phase for comparison purposes. Miller further stated due to the fact that Orfield Labs will be renting the monitoring equipment, measurements will be collected at five sites during the week of June 12 — 19 and the remaining five sites will be measured from June 20 — 27. Miller stated the five monitors were installed today and an engineer will download the data each day; these monitors will be switched to do the remaining five locations starting June 20th. She stated the results should be compiled by July 30; hopefully sooner, and noted the data will be more simplistic this time. Miller stated material from Phase I of the noise study can be accessed on the City's website. RUNWAY 4 -22 REOPENED Miller introduced the item noting Runway 4 -22, better known as the Crosswinds Runway at MSP, was reopened on June 2, 2006 following construction activity. Upon motion by Aljets, seconded by Bonnett, the Commission members adjourned the meeting at 8:05 p.m. All members voted in favor. DATE SECRETARY
